President’s Remarks It is an honor to be selected as the president for the Central Florida Chapter of AFCEA. The team of officers and the membership of this chapter are a fantastic group of people whom I have always enjoyed working with. My association with the chapter began in 2004 when I was working for Titan Corporation, now L-3 Comm. I received a visit from RJ Farris, the President of the chapter at that time, because Gordon Sinclair, also from Titan, had been serving as the VP for Education but had recently been transferred to Iraq for an assignment managing teams of linguists. John Bolanger had just stepped in as VP for Education and RJ asked if I would work with him on education activities in place of Gordon. I agreed, and immediately joined John in reviewing applications for the chapter’s scholarship program. Sadly, within a few months we learned that Gordon had been killed in an automobile accident in Iraq. Titan contributed $5,000 towards the chapter’s scholarship fund and the officers voted to name the program the Gordon Sinclair Memorial Scholarship. Cassie Sinclair, Gordon’s wife, continues to make a $1,000 donation to our scholarships every year. I spent two years working with John Bolinger and Mike Agor on the chapter’s education programs. These programs allow us to award scholarships to high school seniors, incoming freshmen at Seminole Community College, present special awards at the Orange and Seminole County Science Fairs, support the Florida Science Olympiad, and give presentations at local high schools. Unfortunately, you cannot keep the best job in the chapter for long, so I moved on to the First VP position in 2006-2007 where I was able to observe the work of Jerry Stahl and work on the by-laws and procedures of the chapter. With the help of the outstanding leaders in this chapter I look forward to a term as President in which we continue our support the local community and to soldiers around the world. Roger D. Smith

The AFCEA Orlando Chapter is relatively young, having been started in 2001 by Dane Weston, its first President, and Fred Eisele, our VP for Events. The chapter began with 20 to 30 members and the first luncheon was held in the Radisson. Under Dane’s leadership we launched our own Technet Conference in 2002, with the support of the Sunshine Chapter of AUSA. RJ Farris took the reins in 2003 and the chapter grew from 30 to 90 members while adding more educational programs. Our first scholarships for outstanding High School students were awarded in 2003 and soon followed with support for the Florida Science Olympiad and the local county Science Fairs. In 2005, Jerry Stahl took over and the chapter continued to grow to its current size of 150 members. Jerry has been instrumental in encouraging membership drives and working with the local Economic Development Committee. We also created a scholarship at Seminole Community College which is well on its way to becoming an endowed scholarship at that institution.

CPAG Team Orlando Defense Breakfast Forum The Central Florida Chapter of AFCEA joined with the other Central Florida Combined Professional Associations Group (CPAG) to host the Team Orlando Defense Breakfast Forum which was held on January 10, 2008 This 8th Annual CPAG Breakfast is sponsored by the Orlando Area Defense Professional Associations, which includes The Army Aviation Association of America (AAAA); Armed Forces Communications and Electronic Association (AFCEA); Air Force Association (AFA); American Society of Military Comptrollers (ASMC); Association of the United States Army (AUSA); Marine Corp Foundation (MCF); International Council on Systems L-R COL Lou Olinto (USAF); COL Frank Kelley (USMC); Engineering (INCOSE), International Test and Bob Mathews (USN) and COL Kevin Dietrick (USA) Evaluation Association (ITEA); Military Officers Association of America (MOAA) National Center for Simulation (NCS), National Defense Industrial Association (NDIA); National Contracts Management Association (NCMA); and Central Florida Council Navy League of US (NLUS). CPAG Council Chair and AFCEA VP Programs Fred Eisele in his opening remarks advised the audience the Council of Presidents/Vice Presidents meets quarterly to exchange information on upcoming chapter events and to tries to de-conflict association events. February 2008 Luncheon – COL John Wilcox, USSOCOM The Orlando Central Florida Chapter welcomed COL John Wilcox, the United States Special Operations Command (USSOCOM) J6 at its February luncheon meeting. COL Wilcox reviewed the roles and missions of USSOCOM as many in the audience had only a limited awareness of the Command’s history and structure. He advised the priorities set by ADM Olson were to deter, disrupt & defeat terrorist threats; develop & support our people & families; and sustain and modernize the Special Operations Forces (SOF) force. As the Command’s J6, COL Wilcox's responsibilities are in turn to insure full spectrum information dominance for SOF L-R Fred Eisele, COL John Wilcox and Steve Painter through its Global network and communications systems. A key capability to accomplish the latter is through the SOF Information Enterprise (SIE), the Command’s Global Network, which supports the conduct of operations across the spectrum of military operations. A key challenge noted was the difficulty in sharing information across combatant commands (COCOM). While the ability to rapidly pass information has improved greatly in recent years, we still operate in a "Seamed" world where good intentions often create virtual hurdles limiting shared awareness. To overcome these hurdles, USSOCOM is committed to working closely with the Joint Staff, DISA, and other COCOMs to establish enterprise standards and common tools.

MILCOM 2007 MILCOM 2007 was held in Orlando 28-31 Oct 2007 and it is the industry's premiere military communications conference featuring a roster of distinguished speakers from military, industry, and academia offering insight into technology and interoperability solutions. The Central Florida AFCEA Chapter and AUSA Sunshine Chapter had agreed to not hold TechNet in January 2008 and instead supported MILCOM which in turn agreed to support the local AFCEA & AUSA Chapters Scholarship and Soldier Support programs. MILCOM was for the first time being held in Orlando. Over 5000 attendees and approximately 275 technology exhibitors participated — the most in the history of this annual gathering. Harris Corporation was the industry host for this year's conference, which was themed "Interoperability: Policy to Performance." Topics covered during MILCOM 2007 included communications and information technologies and capabilities that address 21st Century challenges related to national defense, homeland security, disaster response and interoperability. Keynote and luncheon speakers for the conference included MG Jeffrey Sorenson (USA), Special Assistant to the Secretary of the Army; Gen. Lance L. Smith (USAF), Cmdr JFCOM; The Honorable Jeb Bush, former governor of Florida, The Hon. John Grimes, ASDNII /CIO DOD; the Hon. Dale Meyerrose, CIO DII, LTG Charles Croom (USAF, Cmdr DISA; VADM Nancy Brown (USN) JCS J6 and PEO STRI Dr James Blake. Planning for TechNet Orlando to be held in January 2009 is already underway. MILCOM 2007 paid Tribute to our Warfighters and contributed $50,000 to the USO. Among those from the two chapters who supported MILCOM as volunteers were Jerry & Ann Stahl, BJ Watson, Mike Agor and Li McCombs. Serving on the MILCOM Committee were Marge Hadbavny, Protocol and Fred Eisele, VIP Program Chair.

September 2007 Luncheon At the September luncheon, Dr. Roger Smith, Chief Scientist for US Army PEO-STRI, presented the vision for extending training to all soldiers deployed around the world. One of the technical parts of supporting very large and multiple simultaneous exercises is in the computer power at the simulation centers. High Performance Computers (HPCs) have evolved from very unique devices which could only be employed for specialized problems to a broad line of machines that provide extensive processing power for a number of problems and customers that are difficult to satisfy with individual or networked computers. Potentially these machines may be very useful in expending the breadth and depth of interactive simulations. Smith gave examples of JFCOM exercises which had used HPCs to drive one million active objects during the Urban Resolve experiments, as well as their use to accurately model chemical plume dispersion in conjunction with the OneSAF simulation. These experiments Jerry Stahl & Roger Smith show that there is promise in HPCs for interactive simulation and suggest that simulation organizations, businesses, and technology professionals may soon be in a race to determine where the center of excellence for this type of processing resides. He listed a number of likely communities and challenged the Orlando community to join in the race.

Gordon Sinclair Memorial Scholarship - The Gordon Sinclair Memorial Scholarships are awarded

to High School Seniors who are pursuing scientific and engineering degrees that align with AFCEA's mission of serving the military Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance fields. This year AFCEA-CFL awarded $1000 scholarships to Brittany Morgante (Olympia High), Lashanett Lorraine (Evans High) and Christopher Frye (Lake Mary High).

Fl Science Olympiad - Science Olympiad is a competition for middle and high school students with

the goal to improve the quality of science education by engaging students in hands-on physics, chemistry, earth space science, biology, and engineering utilizing an inquiry approach to learning. This event has doubled participants in the last year. Mike Agor and Steve Painter judged events in the competition held 22 March at UCF. Additionally, The Fl Science Olympiad was awarded its 4th consecutive grant from AFCEA International in the amount of $5000 to support registration of disadvantaged schools.

AFCEA Orlando Chapter and AUSA Sunshine Chapter Presents C4ISR & Training Challenges of Rebalancing the Force The Orlando Chapters of the Armed Forces Communications and Electronics Association (AFCEA) and the Association of the United States Army (AUSA) are sponsoring the 8th Annual TechNet - Orlando 2009. Rebalancing the Force is a top priority of the services and overcoming the challenges related to C4ISR, Training and Testing will be integral to accomplishing this critical requirement. This symposium will concentrate on the near term and future developments that will be essential to rebalancing US forces. Our panels will examine the Coalition Warfighter, Homeland Defense and War Against Terror capabilities as they are affected by these new technological and business practices. The contributions of C4I to this evolution will be described, as well as the effect that Training and Testing have on these operations. Sessions and Tutorials will examine the contributions of such functions as Command, Control, Communication, Computers, Intelligence, Cyberwarfare, Surveillance, Training, Testing and Simulation in preparing our Warfighter's to meet the new and diverse challenges.
