INTRODUCTION The Survey of Unemployment Insurance Activities is a compilation of selected unemployment insurance-related data that are made available as a result of the required federal/state reporting systems. This annual publication consolidates some of the most requested unemployment insurance data. The federal/state reporting systems generate reliable information on a wide variety of unemployment insurance-related program activities. These data are necessary in measuring the impacts and effects that may result from changes in law, revised reporting requirements, definitional changes and work load fluctuations. This information is useful for monitoring program operations and improvements.
I
DEFINITIONS Accounts - An employing unit currently registered under the State Unemployment Compensation Law during an applicable reference time period. Employer accounts are considered active when they have paid wages in the state during at least one quarter in an applicable reference time period which includes the current and preceding calendar year. Appeal - A request for a hearing to be held by an appeals authority on a state agency’s determination or re-determinations, or a request for a review to be held by a higher appeals authority on a decision made by lower appeals authority. Benefit Year - Generally a 52-week period, during which an individual claimant may receive the maximum benefit amounts for which the individual is entitled. Benefits Paid - The Unemployment benefits paid to individuals under a state program, usually the first 26 weeks of benefits, for all weeks compensated including partial payments.
Contribution Report - An employer’s quarterly report of total and taxable wages, the amount of contribution due a state unemployment fund. Covered Employment - The number of employees covered by Unemployment Insurance reported to the states by employers. Exhaustions - Number of claimants drawing the final payment of their original entitlement for a given program. Field Audit - An examination of the books and records of an employing unit to determine the correct financial liability, if any, and the proper amount of contributions, interest, and penalty paid or payable. Final Payment - The last payment to a claimant which exhausts the individual’s maximum potential benefit entitlement under a specific program. First Payment - The first payment for a week of unemployment claimed under a specific program. Initial Claim - Any notice of unemployment filed (1) to request a determination entitlement to eligibility for compensation, or (2) to begin a second or subsequent period of unemployment within a benefit year or period of eligibility.

DEFINITIONS Monetary Determination - A written notice issued to inform an individual whether or not the individual meets the employment and wage requirements necessary to establish entitlement to compensation under a specific program, and, if entitled, the weekly and maximum benefit amounts the individual may receive. New Claim - The first claim filed to request a determination of entitlement eligibility for compensation which results in an agency-generated document of an appealable monetary determination being provided to the potential claimant (excluding transitional claims). Non-Monetary Determination - A decision made by the initial authority based on facts related to an “issue” under the following conditions: (1) The present, past, or future benefit rights of a claimant or claimants are involved; (2) A week of unemployment is claimed and the determination affects such week or could result in a reduction of the monetary award; (3) There are identifiable documents showing the type and disposition of an issue, the material facts considered in arriving at the determination, and the legal result; and (4) The determination, if it involves the denial of benefits, is issued in the form of a written determination notice to the claimant. (No determination denying benefits may be considered to be a non-monetary determination until the claimant has been afforded an opportunity to furnish any facts related to disqualifying information received from other sources.) Non-Monetary Re-Determinations - A decision made under stature, regulation or well-defined policy specifically requiring the reopening of a non-monetary determination prior to the administrative appeal stage and which affirms, reverses, or modifies such determination. Partial Unemployment - A week in which an individual works less than regular full-time hours for a regular employer due to lack of work, and earns less than the amount normally paid for full-time weekly wage, but more than the allowable earnings prescribed by the state unemployment compensation law, so that, if eligible, the individual receives less than the full weekly benefit payment. Status Determination - A decision by a state agency that an employing unit is or is not subject to coverage under the state unemployment law. Total Unemployed - The average number of individuals, 16 years of age or older, who do not have a job but are available for work and actively seeking work in the week of the 12th for the three months of the quarter. This includes individuals on layoff and waiting to report to a new job within 30 days. (Bureau of Labor Statistics-Not Seasonally Adjusted) Total Unemployment - A week in which an individual performs no work and earns no wages or has less than full-time work and earns not more than the allowable earnings prescribed in the state unemployment compensation law, so that, if eligible, the individual receives the full weekly benefit amount. (An exception may be the final payment when an individual’s benefit balance would preclude payment of the full weekly benefit amount.)

DEFINITIONS UCFE - The federal program that provides benefits to federal employees established by 5 United States Code, Chapter 85. UCX - The federal program that provides benefits to ex-service people established by 5 United States Code, Chapter 85. Wage Credits - Wages earned by persons working in employment covered by state unemployment compensation laws. Wage Record - A record maintained by a state agency of quarterly wages of an individual employee’s earnings in covered employment by subject employers in a wage-record state. Weeks Claimed - The weeks covered by intrastate-continued claims and initial continued claims for which waiting period credit or payment of compensation is requested. Weeks Compensated - The number of weeks claimed for which UI benefits are paid. Weeks compensated for partial unemployment are included. Interstate claims are counted in the paying state.
