Abstracts of the International exhibition-workshop “Presentation of Russian Research Infrastructure. EU-Russia Collaboration in Research Infrastructure”. Athens, October 9 - 11, 2014. P. 8 – 10. New approaches to developing infrastructure for frontier research at National Research Universities Dmitry Raychuk, Sergey Kozyrev 29, Polytechnic Street, Saint-Petersburg, 195251; The Russian research infrastructure formed during the 20th century was characterized by concentrating significant resources mainly within the Academy of Sciences Institutes but not in universities. Such imbalance could be observed for all the components of research support: amount of research funding, highly qualified personnel, experimental and technological equipment, unique installations, libraries and conferences [1]. In the 1990s, the reforming of Russian science was launched with the following aims: - establish an R&D project funding system through grants and competition. For this reason some public foundations have been established, among them Russian foundation for Basic Research, Russian Foundation for Humanities and Foundation for Assistance to Small Innovative Enterprises in Science and Technology; - develop national research centers of applied science; - develop modern information and communication environment in science and higher education, - stimulate self-organization of scientific community; - support the integration of the Russian science into the global research area [2-4]. In the mid-2000s, the reform of institutions of higher education has become the main priority of the Russian Ministry of Education and Science (Andrey Fursenko). The aim of the reform is the strengthening of a research component in universities as well as integrating of science and education. This new approach reflects the general recognition that economic growth and global competitiveness of the country are increasingly driven by knowledge, and that universities can play a key role in this context [5-7]. The report describes the main activities and programs on developing the research infrastructure in Russian universities: - Joint Use Centers, - Scientific and Educational Centers - Research Universities - Mega-grants. The results of this policy are analyzed for the St. Petersburg Polytechnical University (SPbPU). A special attention is paid to the "5-100" ambitious program on improving the competitiveness of Russian Universities launched in 2013. According to this program five Russian universities should be among the hundred best universities in the world by 2020, provided by funding of 3 billion USD. [8].

As a result of implementing the "5-100" road map SPbSPU entered for the first time into QS World University Rankings 2014/15 and now two Universities of St. Petersburg SPbSU and SPbSPU are listed in this ranking. [9]. The latest activities on developing the research infrastructure in SPbSPU are connected with establishing the six "mirror" labs under the supervision of RASA members - International Association of Russian-speaking scientists working outside the Russian Federation [10]. In conclusion the impact of improving and modernization of the research infrastructure in SPbSPU is analyzed with a view of its possible participation in International and European research projects.
