Annexure- 1: Teacher Education Scenario in West Bengal Scottish Church College is a minority grant-in aid institution affiliated to the Calcutta University, West Bengal. The Teacher Education Department of the college is one of the fifteen B.Ed. Departments in General Degree College. This categorisation is as per the Annual Report 2009, Department of Higher Education Government of West Bengal. Teacher education in West Bengal: A Brief Note The total number of Teacher Education Institutions in West Bengal is 290. Elementary Teacher Education courses like PTTC, TTC, PTT, E.T.E and D.Ed.is offered in 107 institutes. The institutions fall under four categories – Government; Government-aided; Private-aided; Private – unaided. The affiliating body in the case of 105 institutions is West Bengal Board of Primary Education and 02 institutions are affiliated to two universities of the state (University of Burdwan and University of Calcutta) The Teacher Training Colleges offering Secondary Teacher Education programmes fall into two categories – B.Ed. and B.P.Ed. The total number of B.Ed. programmes in West Bengal is 151. In these there are – i.
Seven government training colleges

Eighteen non- government training colleges
iii.
Six university B.Ed. department
iv.
Fifteen B.Ed. department in General Degree colleges (like ours)
v.
Others are self- financing Private colleges
B.P.Ed. in the state is offered in 20 institutions. M.Ed. programmes in the state are run by two university departments, two government colleges, one government sponsored institution and two private institutions affiliated to two state universities. M.P.Ed. programmes are offered in two university departments and two government colleges. The Calcutta University offers B.Ed. degrees in 28 institutions. Two missionary colleges offering B.Ed. course erstwhile under C.U have been granted autonomy. 189
SCC / Teacher Education Five B.Ed. colleges and one university (University of Kalyani) in West Bengal have been offered the status of CTE (College of Teacher Education) by the Ministry of Human Resource Development for developing professionalism in in-service secondary teachers. One government college has been upgraded to the Institute of Advanced Study in Education (IASE). The IASE is conducting B.Ed. and M.Ed. programmes under Calcutta University and M.Phil (Education) in Distance mode under Netaji Subhas Open University (NSOU). B.Ed. courses in the distance mode under IGNOU and NSOU are also conducted in some degree colleges. Administrative governance in the secondary teacher education institutions of West Bengal is controlled by the norms and standards set by National Council for Teacher Education (NCTE) and the rules and policies directed by the Government of West Bengal. For admission, the Reservation Policy of the state government is 22% for Scheduled caste, 6% for Scheduled Tribe and 3% for Physically Handicapped in all Government and Government- aided institutions. Christian minority institutions like ours have an extra provision of reservation of seats for Christian candidates. For teaching and non- teaching staff recruitmentsi.

The age old government and government aided colleges in the state are now facing a competition from the private sector, especially with reference to infrastructural facilities.
