Application for an electronic Administrative Office Jacek Kołek, Wojciech Zabierowski,Andrzej Napieralski Abstract – The purpose of this paper is to create an Internet application for an electronic Administrative Office [Urząd Gminy]. ‘E-gmina’ is a system which enables quick access for individuals, public institutions and organizations, administration workers, and other inquirers. The system provides information concerning current affairs and activities run by the Administrative Office and allows for easier contact with its employees. I. INTRODUCTION Modern IT solutions ubiquitous Internet stealing in every fields our life extorted on basic individuals of territorial council – Local Administrative Office use in one's working modern computer solutions. These solutions at first have to facilitate to improve the internal activity of Local Administrative Office and from second side have to facilitate occupants, persons interested, citizens the access to necessary supplies of office via World Wide Web. We decided to build system in support about PHP, MySQL, and Java Script. That’s why attention will be drawn to the role of Open Source tools in creating Internet applications.
II. ‘E – GMINA’ SYSTEM The construction of ‘e – Gmina’ enabling the access the occupants public institutions workers of administration enterprises to relating the current activity the local administrative information system facilitating contact with workers. It was the main foundation use to this the aim of tools of type Open Source. All transactions in the ‘e-Gmina’ system are handled via its website and helped through base of data of type MySQL. ‘e – Gmina’ system in one's foundations has to be simple system populaces which without problem will be served by occupants. This is the next advantage of system that he was built not possessing advanced computer knowledge person in such way to can administer in portal with contained content. The system was divided on several sections with which will administer the employee of Local Administrative Office on what working in data the several sections. Thanks to use of the administrator's panel enabling the straight lines the introducing, removing and editions of information on ‘eGmina‘ system it can avoid the additional training the frames the workers in aim of service of system.

III. CHOICE OF TOOLS Before internet system building one should be consider several basic matters such how contained in system the safety of database the simplicity of building as well as service. It was one should was turn special attention near building usable applications this initiating to use system and connected with this fact directly financial costs what were one should bear. From beginning we have decided that system ‘e-Gmina’ will be base about service of website so we shod expect that HTML will be the main tool of creating of this system. Static websites created in language HTML in today's times are obsolete therefore to create interesting and useful internet service indispensable it is utilization tools and technology permitting in easy and transparent way to create the dynamic structures of WWW. Making a choice we have to concentrate on several basic aspects like: • • • •

CHOICE OF TECHNOLOGY From among many accessible technologies what offers us today's market IT to writing ‘e – Gmina’ we have taken under attention dynamically developing recently technologies like language JAVA and more exactly Java Server Pages as well as ubiquitous from some time PHP language. In matter of stability as well as easiness of configuration both technologies seem to be good. However if we think about generality and accessibility ( from what oneself cost of maintenance of such system binds also and more exactly saying from server on which system will be kept in future ) one should to affirm that in this aspect technology PHP creates larger possibilities. In this case walks about this that in contrast to language JAVA exists very large quantity of operators servers promissory notes PHP. That’s why the costs of maintenance of for system server will be a lot of smaller. Therefore to building our system we decided to use PHP language programming.

In case when we build applications about average complex structure very good seems to be systems Access or MySQL. The factor which had big influence of choice of database system was, that the MySQL database system is the project Open Source. It means that for non-profit uses is free system. The next cause of choice MySQL is that it is the most often used system of database to uses the World Wide Web pages.
The project of system consists from three main elements. First are the HTML language programming. It is the main tool connecting other system elements.The HTML language is supported by PHP which is very important in process of creating of whole system. The executed server side PHP answers for creating every the questions mainly and different connected and databases operations. After customer's side (that is web browser) language HTML is additionally supported by scripted language Java Script.

The PHP is responsible for connection with databases, for executing of queries, and for processing and introduction of received results – its mean for building web site with information. Another very important element of our system is database system. It in this case we use the MYSQL database. The database consists 12 tables which are integral part of whole system. The part of tables contain only information such as for example the notice, auctions etc. but there are also tables which contain indispensable for good working of system information like users of system.
VI. ‘E-GMINA’ SYSTEM STRUCTURE ‘e-Gmina’ system structure was planned in this way to assure direct access persons, institutions, occupants to interesting their sections. Person which wants to get information connected with taxes, can visit section taxes and it can there find interesting him information, files and forms. Person can also find there many useful information like number of telephone, number of room office workers.

CIRCULATION OF INFORMATION • In intentions the circulation of information in system had to consist from two main elements : first then the of system directly accessible part for users of system, that is the occupants, inquirers. This part of system lets the possibility of folding the every kind of orders across fulfilment of forms being on website. All folded by inquirers of order are sending (in dependence from kind of order) on e-mail address the section of office preparing kind of document. Informative side ( Strona informacyjna )- internet side including basic information about Local Administrative Office ,like for example telephone numbers. Tender System ( System przetargowy )- it contains all information as well as orders public auction announced by Local Administrative Office. Employee ( Pracownicy ) - it is then side on which we will find information about every worker, his picture, position etc. Job Market ( Kiosk Pracy )- it is then system which unites unemployed persons look for work with existing offers of work. Seeking work person can via internet side search the database of current offers work. Announcements ( Ogłoszenia ) – this side serves first of all as "mini board ” with informing about current events notices this is one's kind informative portal. Download (Do Pobrania )- in this part of system are every kind of files and forms, which can help occupants in filling some documents and conclusions instructions.

Occupants Service Office ( BOM ) - this module of system came into being in aim improvements and given facilitations occupants taking every certificates and documents by Local Administrative Office. At present the occupant after entry on this side and after fulfilment of form( Fig 1) the order of definite document is automatically sends on address e-mail of Local Administrative Office. And next day document is ready for taking.

Thanks to use this kind of administrative panel in very simple and easy way it is possible to administer on side with contained information.
X. SUMMARY Summing up the building of the ‘e – Gmina’ system it is possible to affirm that in measure easy and simple way is possible to build system electronic office, which will contribute to facilitation of internal office work, as well as contributes to improvement and interested facilitations of inquirers and access inhabitants to supplies of the Local Administrative Office.

Administrative panel (Panel administracyjny ) - it is then module permitting in easy way to administer with elements of system. The main advantage of ‘e-Gmina’ system are easy removing addition and edition of contained information. System can be managed by person without advanced computer knowledge What more system facilitates the administration such person by automatic transfer the out - date information which prevents covering on internet side of out - date contents. Entry to the administrative panel is allowed only for administrator and special persons. After successful log in the administrator can makes the choice of element of system which he wants to administer at present. (Fig 2.)
However main advantage of such system is that to create this system was used the Open Source type of tools therefore the connected with rise of system costs it is only maintenance of such service. Summing up we can make a conclusion that the building of such system need not join with great financial costs but it requires person’s creator system patience and creativity. And believe me it really works.
