Joint, Interagency, Multinational Industry, Academia As theIntergovernmental, 26th Chief of Chemical, it is myand pleasure to welcome you to– the 2011 Chemical Corps Regimental Week and Joint, Interagency, Intergovernmental, and Multinational- Industry, Academia (JIIM-IA) Conference and Exhibition at Fort Leonard Wood, Missouri. This is a landmark event, as we will be celebrating the Chemical Corps’ 93 rd Anniversary, honoring our fallen Dragon Soldiers, and awarding the CCRA Hall of Fame/Distinguished Member of the Corps to personnel who have performed a significant act of heroism or spent their professional careers serving the Chemical Corps. This year's conference will draw attendance from leading CBRN/WMD incident and vulnerability handling professionals from all over the world. Speakers representing the CBRN/WMD arena will present and discuss CBRN/WMD global security concerns of the 21st Century. The focus will be on Combating Weapons of Mass Destruction (CWMD); specifically Non-proliferation and Counter-proliferation along with Operational Panels focused on Consequence Management (Domestic and Foreign). The Conference culminates with a classified Warfighter Seminar focused on providing operational force updates and sharing lessons learned. The 2011 conference theme this year is “The CBRN Profession-Enterprise of Experts” and builds upon the goal to strengthen our global partnerships and information exchange in the realm of CBRN/WMD prevention, protection and response. This week-long conference is a tremendous opportunity for you to meet with CBRN/WMD professionals from all over the world, share professional ideas and perspectives on CBRN/WMD Domestic and Foreign incident response, and create an opportunity for networking, sharing of strategic, operational and tactical CBRN/WMD information and the building of trust relationships worldwide. As always, I extend a warm welcome to all our CBRN/WMD colleagues in the JIIM-IA enterprise who share our interest in improving measures to deter and defend against CBRN/WMD; and support consequence management to reduce impact of CBRN/WMD use by hostile states or terrorists. The Chemical Corps JIIM-IA Conference and Exhibition pledges to deliver current and relevant information for all CBRN/WMD professionals. The U.S. Army CBRN School along with our Chemical Corps Regimental Association (CCRA) will host an eleven-day Regimental Week celebration. The theme for this year’s Regimental Week is “The CBRN Profession: Enterprise of Experts.” Instilling confidence in our national and international partners by providing credible CBRN technical expertise and remaining responsive and accountable to their needs. We will begin our 93rd Anniversary with our Best CBRN Warrior Competition. The Best CBRN Warrior Competition has evolved over the past six years from one that was originally an individual competition recognizing the best Noncommissioned Officer and Soldier of the Year, to recognizing the best two-Soldier team. This year we have expanded the competitor category to our Officer ranks of Second Lieutenant through Major. The 3rd Chemical Brigade, with the assistance of the U.S. Army CBRN School, has laid out a tough competition that will test their battlefield and technical skills. This competition will place extreme demands on the team’s physical, mental, and technical abilities as CBRN Warriors. The first day will focus on keynote strategic level speakers from STRATCOM, OSD Policy, DTRA, and DHS. The second day will commence with two discussion panels composed of senior action officers. The morning panel session will focus on the home game with a theme of "Managing the Unthinkable in the Homeland - Integration of Military Support action. The afternoon panel session will consist of Foreign Consequence Management (FCM).  Observe the exhibitions vast selection of CBRN/WMD defense capabilities provided by both government and supporting industry.  Take advantage of the unparalleled opportunity to network with CBRN/WMD sector leaders, industry partners and other stakeholders.

CONERENCE & EXHIBITION GOALS  Our goals for the conference and exhibition are simple, but bold: to raise awareness and participation of the diverse joint, interagency, intergovernmental, multinational – industry, and academia interests of the CBRN/WMD Defense community, to promote greater participation in global CBRN/WMD defense dialogue and exchange and, and by doing so, to strengthen the CBRN/WMD Defense community locally, nationally and internationally. Vice Admiral Cecil D. Haney Deputy Commander, USSTRATCOM Vice Admiral Cecil D. Haney is the Deputy Commander, United States Strategic Command, Offutt Air Force Base, Neb. USSTRATCOM provides a broad range of strategic capabilities and options for the President and Secretary of Defense. Command mission areas include Strategic Deterrence and nuclear force operations, military space operations, and cyberspace operations. Additionally, U.S. Strategic Command provides support to Department of Defense operations, planning, and advocacy in the areas of missile defense, Intelligence, Surveillance, and Reconnaissance, Information Operations and efforts to combat proliferation or use of weapons of mass destruction. Vice Adm. Haney, a native of Washington, D.C. is a 1978 graduate of the United States Naval Academy where he received a Bachelor of Science degree in Ocean Engineering. Vice Adm. Haney completed operational assignments in USS John C. Calhoun (SSBN 630) in various division officer assignments and in USS Frank Cable (AS 40), where he completed Surface Warfare qualifications while serving as radiological controls officer. He served as engineer in USS Hyman G. Rickover (SSN 709), executive officer in USS Asheville (SSN 758), and assistant squadron deputy at Submarine Squadron 8 before taking command of USS Honolulu (SSN 718) in June 1996. Vice Adm. Haney commanded Submarine Squadron 1 from June 2002 to July 2004, and Submarine Group 2 from October 2006 to March 2008. Vice Adm. Haney's shore duty tours include administrative assistant for enlisted affairs at Naval Reactors, and congressional appropriations liaison officer for the Office of the Secretary of Defense (Comptroller), deputy chief of staff of plans, policies and requirements, U.S. Pacific Fleet (N5N8) and director, Submarine Warfare Division and director, Naval Warfare Integration Group (N00X). Vice Adm. Haney holds Master's degrees in Engineering Acoustics and System Technology from the Naval Post Graduate School, and a Master's degree in National Security Strategy from the National Defense University. Vice Adm. Haney's decorations include the Defense Superior Service Medal, Legion of Merit (four awards), Navy Commendation Medal (three awards), Navy Achievement Medal (two awards), and various campaign and unit awards. In addition, he was the 1998 Vice Admiral James Bond Stockdale Leadership Award recipient. 10

William R. Faircloth Associate Director for Operations, DTRA Mr. William “Ronnie” Faircloth, a member of the Senior Executive Service, is the Associate Director for Operations, Defense Threat Reduction Agency (DTRA), Fort Belvoir, VA. DTRA safeguards America and its allies from weapons of mass destruction (WMD) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The Operations Enterprise is composed of four directorates and an around-the-clock Operations Center that directly support the national and military strategy to combat WMD. In cooperation with DTRA's international and interagency partners, the Operations Enterprise employs diplomatic, economic, informational and military means globally to counter the threat, and reduce and prevent the production and acquisition of WMD. Mr. Faircloth joined DTRA in 1998 as the deputy division chief, Arms Control Technology division, responsible for research, development, testing and evaluation of technology initiatives in support of arms control treaties. He was subsequently assigned as the Deputy Director for operations, On-Site Inspection directorate and later served as the Agency’s Chief of Staff and Director of the Combat Support directorate, Operations Enterprise. From April 2007 to February 2010, Mr. Faircloth served as the Director of the On-Site Inspection directorate, Operations Enterprise. Prior to assuming his present position, Faircloth was Director of the Cooperative Threat Reduction Directorate, Operations Enterprise. A native of Orlando, FL, Faircloth is a retired U.S. Army Colonel. During his 30 years of active duty service, he held a myriad of command and staff positions, including commanding the 3rd Battalion, 20th Field Artillery, a self-propelled artillery unit, forward deployed in Hanau, Germany. The battalion deployed to Saudi Arabia for Operations Desert Shield and Desert Storm, where it participated with five different divisions during all phases of Desert Storm. He also commanded a Sergeant Missile firing battery in the 4th Missile Command, Camp Colbern, Korea, and an M109 self-propelled artillery firing battery with the 5th Infantry Division, Fort Polk, LA. His staff experience ranges from battery level to the Office of the Joint Chiefs of Staff. He served as the Army Force Integration staff officer responsible for the research, development and fielding of new nuclear weapons systems while assigned to the Department of the Army, deputy chief of staff for Operations and Plans staff. He also served as special advisor to the Army Chief of Staff. While serving with the Joint Chiefs of Staff, he was involved with all facets of the ratification of the Strategic Arms Reduction Treaty (START), the negotiation of the START II Treaty and other new strategic nuclear arms control initiatives. Faircloth served as chief, Initiatives Division, U.S. Nuclear Command and Control System (NCCS) support staff, reporting to the Secretary of Defense who is the executive agent to the president for the NCCS. This staff leads the Department of Defense and eight other federal departments and agencies to improve the full range of nuclear command and control activities. Faircloth earned a bachelor’s degree from The Citadel, Charleston, SC. Additionally, he is a graduate of the National War College, Air Command and Staff College, Field Artillery Officer Basic and Advanced courses, Airborne School, and NATO's Nuclear and Chemical Target Analyst Course.

His military awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal, and various other personal and unit decorations.

Sibert Award Winners Active Army: Alpha Company, 22d Chemical Battalion (Technical Escort), Aberdeen, MD

National Guard: 637th Chemical Company (Heavy), 155th Chemical Battalion, Kettering, OH

Army Reserve: Headquarters and Headquarters Company, 415th CBRN Brigade, Greenville, SC

The Sibert Award is named in honor of the “Father of the Chemical Corps”, Maj. Gen. William L. Sibert. He was selected by Gen. Pershing to spearhead the emplacement and activation of the Chemical Warfare Service (CWS) on June 2, 1918. The award indelibly links the lineage of excellence of our present force to the Soldiers who led the effort to create the U.S. Army Chemical Corps.

The Sibert Award gives recognition to the best chemical company-size unit in the Active Army and Reserve Component. Units are judged on a wide range of categories which including training, maintenance, safety, overall Army Physical Fitness Test, Evaluation, Mission Essential Task List, and Command Inspections. The recipient of this coveted award truly is the best within the Corps and inspires excellence among chemical units. 17
