Recruitment Focus: Applicants with development experience to help craft careful and critical questions, and to structure and negotiate meetings between the short-listed developers and community members. One or both meetings will be co-hosted by Sound Transit staff and Champion volunteers. The Capitol Hill Champion seeks committed volunteers to serve as one or more of the following: ● Steering Committee Members to aid in outreach, organization, and preparation of informational materials; ● Task Team Members to represent community priorities; ● Neighborhood Stakeholders; or ● Specialists to provide special expertise in our work with Sound Transit and the future developers of the Capitol Hill light rail station sites. To be considered, please email a short letter of interest, references, and any combination of resume/CV, job list, portfolio, or other documents demonstrating relevant experience and qualifications to [email protected] with the phrase “Steering Committee Member - Developer Expertise” in the subject line. Goals: ● Ensure meaningful community participation in Sound Transit’s developer selection process (Request for Qualifications [RFQ] followed by Request for Proposals [RFP]). ● Ensure community priorities are adequately represented in the process. ● Hold developers accountable in making their proposals. ● Hold winning developers accountable for promises to the community. Qualifications: ● Able to listen and to engage with others in a give and take fashion. ● Willingness to advocate for the path forward as defined by the Champion based on the community process to date. ● Provide perspective or expertise on special interests/concerns, such as: low-income residents, workers and students, people with disabilities, neighborhood transit users, experience with competitive bid processes, design of the built environment, bicycle and pedestrian access, access for people with disabilities, successful retail strategies. ● Familiarity with the Capitol Hill Station Development, RFP process or the willingness and ability to come up to speed on the process and issues to date. New members are provided orientation materials and mentoring with a current member. ● Developer/development experience in the Seattle area. Experience or familiarity with public project development is a plus.

Commitment: ● Steering Committee Members: Monthly meeting that’s usually held the second Wednesday of the month, 9:00 – 10:30 AM. ● Task Team Members: Time to meet Steering Committee Members to review materials, create community meeting format, etc. ● All Members: Time between meetings: Planning and support, assistance with advocacy, Task Team work, attend Sound Transit and Seattle City meetings as needed, involve your networks and community in the RFP process. DESCRIPTION OF CHAMPION The Capitol Hill Champion formed in May of 2010 as a joint venture of the Capitol Hill Chamber of Commerce and the Capitol Hill Community Council to realize the Capitol Hill community’s vision for redevelopment on and around the Link Light Rail Capitol Hill Station. The Champion continues previous work by members of the Capitol Hill community dating back into the 1990’s in response to the coming light rail station. The 2010 TOD Recommendations Report served as the basis for the work in this initial phase. Our work and advocacy resulted in the 2011 Urban Design Framework for the Sound Transit properties and a subsequent 2013 Development Agreement (with associated agreements and design guidelines) between Sound Transit and the city of Seattle. Sound Transit initiated its developer selection process with the release of a two-part RFP on 31 January 2014 – links to all RFP documents are at the bottom of the Champion Resources page. Sound Transit included the Champion’s cover letter for the Urban Design Framework in its Reference Documents. The cover letter includes links to the Champion’s Developer Portal and our document summarizing community priorities not directly addressed in the Development Agreement. Sound Transit also agreed to co-host a meeting with community members and short-listed developers before the release of the RFP. The meeting will take place during Spring 2014 (5/28/14 - 6/12/14), per Sound Transit’s published timeline. As the Champion advocates for the community priorities that aren’t directly addressed in the Development Agreement, our work focus is to organize the Spring 2014 meeting co-hosted with Sound Transit. The Champion also demonstrates the importance of the project’s outcome to our community by ensuring a strong turnout and community voice at all meetings. The Champion continues to seek and receive funding for outreach and meeting expenses not covered by Sound Transit.
