MIC APPROVES ILBC INVESTMENT FOR ITS NEW CAMPUSES According to the Myanmar Investment Commission (MIC), the International Language & Business Center (ILBC) has been permitted to invest USD 52 million to provide private educational services in Yangon, Mandalay, Nay Pyi Taw. ILBC has 30 campuses in 9 major cities in Myanmar providing preschool, kindergarten, primary school, secondary school curricula as well as English pro ciency courses. The overall student population amounts to 13,000. Eight of the schools are in Yangon with 2,500 students. It is planning to launch its new campuses in April next year.

MOEE AND GREAT HOR KHAM COMPANY MAKE A POWER PURCHASE AGREEMENT A local report published on 17th July noted that a signing ceremony for a power purchase agreement between the Ministry of Electricity and Energy (MOEE) and Great Hor Kham Public Co., Ltd was held in Nay Pyi Taw on 5th July. Under a build–operate–transfer (BOT) system, Great Hor Kham will be building a hydro power plant on the Nam Paw Creek, which is about six miles south from Muse in Northern Shan State. The company will build the plant using its own nancial resources and sell the electricity to the Ministry. U Win Khaing, Union Minister of the Ministry of Electricity and Energy was quoted as saying by a local report that “this is a purchasing agreement to meet demand, since Myanmar can only generate around 3,300 megawatts during the summer months when water resources are lower. as possible to further help meet demand.’’ Myanmar is typically required to purchase electricity from



neighboring countries during the summer months. When the Nam Paw Hydro Power Plant is complete in December 2020, it can generate up to 82.32 million kWh annually to supply electricity to nearby villages as well as to the national power grid. The project is expected to create 500 job opportunities to local residents and engineers as well.

ECONOMIC ZONES PLANNED NEAR CHINA BORDER The Union government has reportedly given the go ahead for three “economic cooperation zones” to be constructed in Kachin and Shan states, close to the border with China, as part of Beijing’s ambitious Belt and Road Initiative. An article in The Irrawaddy quoted U Khet Aung, chief minister of Kachin State, as saying the projects had been given the green light following a meeting of the Economic Cooperation Zones Central Committee in Nay Pyi Taw. The report said that the zones will be located in Kanpiketi, which is under the control of the New Democratic Army-Kachin militia; at Chinshwehaw, in Shan State’s Laukkai Township, in the Kokang Self-Administered Zone; and in Shan State’s Muse Township. “The [commerce] minister pushed us to start the projects soon,” Khet Aung was quoted as saying, who added that the zones would be established on both sides of the border. Myanmar is seen as an important part of the B&R Initiative, although the area near the China border is one of the country’s most volatile, with several ethnic armed groups in ghting with the Myanmar armed forces.

YANGON TO RECEIVE MUCH NEEDED NEW BUS STOPS U Maung Aung, secretary of the Yangon Region Transport Authority, stated this week that FMIDecaux has commenced construction of new bus stops in Yangon. FMIDecaux is a joint venture between First Myanmar Investment (FMI), listed on the Yangon Stock Exchange, and JC Decaux Asia(S), an advertising company. The JV will build 350 bus stops in Yangon for a total investment of USD 13 million. FMI will hold a 40% stake while JCDecaux will hold the remaining 60%. Current bus shelters in Yangon will be replaced by new ones within 18 months. FMIDecaux has been granted the exclusive rights to advertise at the 500 bus stops for a period of 20 years by YCDC. U Maung Aung added, “The government will also be involved in relocating the new bus stops.”

HELLO COMMUNICATIONS TO BUILD TRAIN STATION ALONG YANGON CIRCULAR RAILWAY Through a joint venture with a local rm, Hello Communications will commence its work at Thamine station as an initial test project. Kimio Shichida, chair of Hello Communications, was quoted as saying, “ We presented our plan for the Yangon Circular Railway in April for all 37 stations but received instructions that we should upgrade Thamine station rst.“ Work on Thamine station will begin in 2018 upon receiving the permit and an agreement for the long term lease of the station. The station upgrade will include the construction of a new platform, train station and sta quarters. The new platform will include construction of a ticket o ce, entrance gate, shelters and public amenities. Mr. Shichida said the company will also be responsible for the long term maintenance of the housing after construction. It is estimated that all 37 stations will require an investment of USD 11 million.

AMATA EYES MYANMAR MARKET GROWTH Thai developer Amata Corp is planning to develop new industrial estates in neighbouring countries, including in Myanmar, according to an international report. The article quoted the company’s chief marketing o cer, Viboon Kromadit, as saying that it planned to tap into China’s ambitious Belt and Road Initiative, which is expected to improve connectivity within Southeast Asia. “We believe that China will continue to invest outside its homeland and massive Chinese direct investment is expected to come into CLMV [Cambodia, Laos, Myanmar, Vietnam] where China’s Belt and Road passes through,” he was quoted as saying. According to the report, Amata is currently developing an industrial estate in Bien Hoa, Vietnam and a special zone on 480 hectares of land in Rayong, Thailand. The majority of tenants in both projects are Chinese, the report said.

ZIP LINE PLANNED AT YANGON ZOO The Htoo Group of Companies is planning to construct a zip line at the Yangon Zoological Garden, according to a local report. The site is currently managed by the company, but under the ownership of the Forest Department, which is part of the Ministry of Natural Resources and Environmental Conservation. U Thi Ha, vice chairman of Htoo Group, told a newspaper that the company would apply for permission from a number of groups, including the regional government and the Yangon City Development Committee. “Work on the project will start only after receiving the proper authoritsation even though the regional government has agreed to the project in principle,” he said. As well as the Yangon Zoo, Htoo Group also manages zoos in Mandalay and Nay Pyi Taw, a safari park and a planetarium in the capital.

LEEDS UNITED OWNER STRIKES DEAL IN MYANMAR Eleven Sports, which is owned by Leeds United FC chairman Mr Andrea Radrizzani, has signed a nine-year global deal for the TV rights of the Myanmar National League, shortly after his club completed a short but controversial tour to the country. The new service in Myanmar will be branded as MY SPORTS, and from next year will broadcast all 132 matches on satellite and OTT platforms, according to reports. “With MY SPORTS we have created a new brand, not available in any other market, designed to satisfy the needs of the sports fans of Myanmar,” said Danny Menken, the company’s managing director. Dr Sai Sam Htun, vice chairman of the MNL, said the deal would contribute to developing football in the country and help Myanmar work towards its vision of qualifying for the FIFA World Cup in 2030. In May, Leeds United, which plays in the England Championship, took part in a two-match tour of Myanmar. The club came under considerable criticism for the tour in the UK, as it took place as Myanmar’s government came under considerable criticism for its handling of the crisis in Rakhine State. During the trip, Radrizzani told BBC that the

ROSEWOOD TO TAKE OVER YANGON HOTEL American hotelier Rosewood Hotels and Resorts is set to open a high-pro le hotel in Yangon, which was originally to be managed by the Kempinski Hotel Group, according to industry reports. An international report said that the project, on Strand Road, is scheduled to open in the “winter” of 2018. The 209-room Rosewood Yangon will be located in the New Law Courts heritage building, which was constructed in 1927. Other Rosewood projects in Asia include properties in Beijing and Sanya in China, and Phuket in Thailand. It is also planning a new project in Bangkok, and at least two other properties in mainland China and Hong Kong.

DAGON PLANS AGRO EXPANSION Local company Dagon International is reportedly planning to develop a large-scale industrial park in Myanmar dedicated to food processing. In an interview with Nikkei Asian Review, the company’s chairman U Win Aung said that Myanmar currently lacks food factories that are up to international standards, a gap that the new project would help ll. The plan is for the park to be built on 200hectares of land in East Dagon, attracting about 80 companies that are a mixture of local and international rms. The project will cost an estimated US$100 million to $150 million, Win Aung’s son, and company CEO, U Thurane Aung, said.

KAPLAN TO OPEN MYANMAR OFFICE Kaplan Myanmar University College, a subsidiary of American education provider Kaplan Inc, has announced it plans to open its rst campus in Yangon on June 28. An article in the Myanmar Times said that the school will o er a variety of programmes, including short courses, MBAs, professional certi cates and university degree programs. “Our aim is to equip Myanmar students with credentials and quali cations from an internationally recognized education provider,” Daw Khine Khine Lin, the college’s principal told the daily. The move is signi cant for Myanmar’s private education sector, and comes after the Myanmar Investment Commission (MIC) in April allowed foreign companies to make full investments in private schools in the country.
