Abstract The building sector is responsible for about 40% of Europe’s total energy consumption and for one third of the global greenhouse gas (GHG) emissions. Therefore, a major effort is being done nowadays, all over the world, to find methods for optimising the energy performance of buildings. At European level, these efforts can be observed in the European Energy Performance of Building Directive (EPBD) recast, which aims to ensure energy savings and CO2 emission reduction. In line with the EPBD recast, this paper aims to calculate the cost-optimal energy performance of a Portuguese reference building constructed in the 1960-1990 period. The primary energy demands, resulting from the consideration of some refurbishment solutions to the reference building, were calculated using EnergyPlus software. The simulations consider thermal rehabilitation measures, as well as daylighting and artificial lighting solutions. The economic calculation method performed takes into account the investment costs, the sum of all costs during the lifespan defined and the disposal costs. The results obtained for the energy needs allow choosing the cost-optimal package of measures bearing in mind the specificities of buildings in southern European regions. One of the major conclusions is the relevance of daylighting and artificial lighting solutions for the users indoor comfort, for the building energy consumption and, consequently, for the overall costs during the building life span.
