Chapter 1. Introduction Renewable Energy in Nepal The energy mix pattern of Nepal shows that 87.1% of the total energy comes from fuel wood (77.7%), agricultural residue (3.7%) and animal dung (5.7%). These three sources do not provide the type of energy required for working, reading, communication and other basic services essential for improved quality of life. Nepal has diversified geographic structure from the Terai plains to high Himalayas. Mountains including the Himalayas cover 35% total land area and with 7.8 % of the total population. Hills occupy 42% of total land area with 45.2 % of the total population, whereas Plains in the south cover 23% of the land area and are home to 47% of total population. More than 77 % of the land mass consists of mountains. The human settlement in these areas is scattered and sparse. Electricity from the national grid is not feasible in some places and too expensive as well. Big projects need huge investment, which can be an economic burden for the country. The scattered and sparse rural populations need reliable and sustainable sources of energy for decentralized economic development. Due to these factors, Nepal’s most viable option for fulfilling energy needs is the use of available renewable energy. Appropriate and localized solutions, for remote areas in Nepal, will also help to reduce the dependency on traditional biomass resources and fossil fuel. This will ultimately help to reduce the energy crisis and minimize the degradation of the environment.

Renewable energy potentials Hydropower potentials and micro hydro The first Hydropower development in Nepal started with the commissioning of Pharping Power Plant in 1911 located on the right bank of Bagmati River in the South of Kathmandu valley. This power plant with a capacity of 500 KW was inaugurated on 22nd May 1911. This power plant is presently being renovated to bring it again in operation after 95 years of its establishment. Nepal is a country with enormous water resources. The theoretical hydropower potential has been estimated to be 83,000 MW of which 42,000 MW is technically feasible. Hydropower utilization is currently about 1.5 % of the proven potential. Nepal owns a number of various power plants with a total installed capacity of 689.3 MW. Out of them the ones which are grid connected, have the installed capacity of 472.9 MW and the ones (mainly small hydropower plants) which are isolated, has an installed capacity of around 4.5 MW. Besides, there are several small and medium hydropower plants with a total installed capacity of 158.3 MW which are all grid connected and owned by Independent Power Procedures (IPP). All of them put together hydropower plants alone have a total installed capacity of 635.9 MW (Privately owned micro- hydropower plants not included). The rest is being supplied by thermal (Diesel) and solar photovoltaic power plants (NEA, 2009). The hydro power stations for generation of mechanical and electrical energy up to a capacity of 100 kW come under micro-hydro in Nepal. The installations of such units up to 1000 kW do not require any license from the Government. Furthermore, EIA is not required up to 50 MW till 2011 under GoN’s working program to tackle current energy crisis 2009. There exists a huge hydropower potential and an ever increasing market, and as of 2008/09, there have been a total of 1977 (micro-hydro schemes with a total installed capacity of 13.9 MW (electrical) installed in various parts of Nepal since 1962. Also there are about 6253 numbers of units for mechanical power generation for the milling purpose in the country. Turbine mills with a mechanical power 7

of 15.2 MW-mechanical have also been installed. Micro hydro potential as per the AEPC is currently estimated at over 100MW (AEPC 2012). Biomass energy Biomass is the major sources of energy particularly in rural Nepal. Biomass fuels consist of both woody and non-woody biomass. Both woody and non-woody biomass derived from forests, shrub and grass lands and agricultural lands (crop harvesting and processing residues), as well as residues of animals in the form of excreta (mostly cattle dung) are the major biomass based energy resources. Recently the charred materials of some wild shrubs and other loose biomass materials are being compressed into biomass briquettes for energy. Traditional biomass (fuel wood, agricultural residue and animal dung) has large share in relation to any other energy resources resulting in 87.1 % of total energy consumption. The common biomass fuels that fall under the classification of Traditional Energy (TE) in Nepal included only the solid biomass fuels derived from plants and animals. Wood fuels consist of woody biomass, i.e. stems, branches, twigs, etc., and saw dust and other residues from logging and wood processing activities, as well as charcoal from these sources. The primary sources of wood fuels are both forest and non-forest land. Forest and other wooded land include natural forests (including degraded forests), shrub lands, wood and timber plantations and woodlots, grasslands, non cultivated inclusion. Non-forest land here includes agricultural land, agro-forestry systems, road side plantation, home gardens, etc. Majority of the country’s population i.e.83% (CBS 2011) lives in the rural areas and about twothird of the total households (3.47 million) in the country still use firewood as usual source of fuel for cooking and additional 0.57 million households use dried animal dung. Latest FAO reports of 2005 on forest coverage statistics for Nepal, show that the forest resources are 24.7% (3,636,000 ha) shrub are 12.9% (1,897,000ha) which come to 37.6% (5,533,000ha). WECS has been estimated the annual animal dung supply potential for energy, only in the form of dung and not including its biogas generation potential. The total dung production by development region and physiographic region for the year 2008/09 is about 14.9 million tons that is enough to meet about 40% of the total energy requirement of the country. Animal waste particularly dung is not only the second largest source of indigenous energy but it also occupies the second largest position in consumption terms. Dung cakes in dried form are the poorest form of energy and are regarded as the energy of the poor. Where wood fuel supply is limited, the field and processing residues of crops such as paddy, maize, wheat, millets, oil seeds, grain legumes, jute etc, in dry, solid form, have become the important alternative fuels to the traditional users of fuel wood for domestic energy for cooking and heating, primarily in rural areas where national forests did not exist anymore. The third largest indigenous biomass source of energy in terms of consumption is agricultural residues in Nepal which directly come from the agricultural crops. Two types of residues are generally considered for energy purpose, one is field residue generated during the crop harvesting and another is process residue derived as the bi product during the agro processing. Residues collected at the field just after harvesting the main crops are named with field residues. Residues coming from agro-processing are called process residues such as rice husk, 8

maize cob, wheat bran etc. This report has considered both the field residues and process residues while assessing the agricultural residues at national level. Paddy is the largest contributor in terms of crop residue production providing about 47% of the total residues. Maize gives around one quarter of the total residue production followed by wheat, sugarcane, grain legumes, millets respectively. Just three crops namely the paddy, wheat and maize provides more than three forth of the total residue production. Supply potential of agricultural residues is estimated at 19.4 million tons for the year 2008/09 in Nepal. This amount is equivalent to 243 million GJ in terms of energy that becomes about 61% of the total energy consumption of the same year. There is a huge potential for biomass technologies like Improved Cooking Stoves (ICS), Beehive briquettes, Briquetting mechanism, Gasifier. Many different types of ICS (fixed as well as mobile, domestic as well as insititutional, clay as well as metal) have been promoted throughout the country. There is a potential of installation of more than 2.5 millions ICS in the different parts of the country. More than 600,000 ICS have been so far installed through various government and non-government organizations (AEPC 2012). Biogas The first biogas plant was constructed in Nepal in 1955 at St. Xavier's School in Godavari, 20 kilometers south-east of Kathmandu by Late Rev. B.R. Saubolle, S.J. After this pioneering venture, it took almost 20 years to draw the attention of the Nepalese government towards biogas technology. In 1975/76, the "Agriculture Year", a biogas program was launched by the government as a special program. Since then biogas has gained popularity as an alternative source of energy for cooking and sometimes for lighting in rural households, mostly in the Terai and some low lying villages in the mid-hill districts of Nepal. Biogas Support Program, Nepal (2005) presented the biogas production potential based upon the number of cattle/buffalo in the country in 1997/98. Their estimate takes into account the quantity of dung that could be available for biogas and the micro-climatic pockets where biogas production could be technically feasible in different parts of the country. Considering only 75 percent of the potential could be realized due to other uses of dung, the above data indicate a potential of 2.9 million biogas plants in Nepal (smallest size biogas plant capacity 4m3). The above assessment does not take into account the droppings of poultry and the excreta of pigs and goats, nor that of human beings. If all these were added then the biogas production potential could be greatly enhanced in the country. The Biogas Support Programme (BSP) under the Alternative Energy Promotion Centre and with the cooperation from various donors like SNV and KfW is promoting the installation of biogas plant in various part of the country. There are more than 2,00,000 biogas plants installed in various districts of Nepal. Also biogas program is developed as the first CDM project in Nepal. Solar energy Nepal, being located in favourable latitude, receives ample solar radiation. The average solar radiation varies from 3.6–6.2 kWh/m2/day, and the sun shines for about 300 days a year. The development of solar energy technology is thus reasonably favourable in many parts of the country. With National average sunshine hours of 6.8/day and solar insolation intensity of about 4.7 kWh/m2/day, there is a huge potential for solar thermal devices such as Solar Water Heaters (SWH), Solar Dryers (SD), Solar Cookers (SC). Presently SWH have been fully commercialized and till 2009 more than 185,000 SWH have been installed in the country. SD and SC are still in the phase of dissemination and commercialization. This shows quite significant improvement in SWH installations in recent years. 9

As per the recently published report of AEPC, 2008 under Solar & Wind Energy Resource Assessment in Nepal (SWERA), the commercial potential of solar power for grid connection is 2,100 MW. Wind energy Wind is still unharnessed energy resource in Nepal. Due to its diverse topography and the consequent variation in the meteorological conditions, it is difficult to generalize wind conditions in the country. The first wind power project in Kagbeni area of Mustang was one of the biggest projects to date. It was installed in 1987 under Danish Government funding and was able to generate up to 20 kW before lack of maintenance shut it down. The study by DANGRID, a Danish consulting firm in 1992 reported that a potential to generate 200 MW of electrical power with an annual energy production of 500 GWh from the wind resources along the 12 km valley between Kagbeni and Chusang in Mustang District of Nepal. WECS along with DHM, Alternative Energy Promotion Centre (AEPC) and Nepal Academy of Science and Technology (NAST) carried out study on the Potential of Wind Resources in Nepal in the year 1999-2002. This study shows that there is high potentiality of wind energy locations like Thakmarpha, Khumbu and Khanjiroba. The Solar and Wind Energy Resource Assessment (SWERA) project, a first of its kind in Nepal was implemented by Alternative Energy Promotion Center in joint in-country Partnership with Center for Energy studies/ IOE with the support from United Nations Environment Program/Global Environment Facility (UNEP/GEF). It was started in 2003 and completed at the end of December 2007 while its reports were submitted at the end of July 2008. As per the Solar & Wind Energy Resource Assessment in Nepal, the commercial potential of wind power is 3,000 MW.

Chapter 2. Key R&D Institutions involved in the Development and Transfer of Renewable Energy Technologies In Nepal research and development in renewable energy is carried out in different organizations. If on one hand academic institutions, research and development organizations are engaged regularly in different areas of renewable energy; private companies, nongovernmental organizations are also undertaking R&D activities with the support of government and donor agencies. Many of the research activities are carried out as individual projects. A list of Key R&D Institutions in the development and transfer of renewable energy technologies (Solar, Biomass, Wind, Micro hydro power) are provided below. Chapter 3. Academic Institutions Offering Capacity Building Programmes in the Field of Renewable Energy Academic institutions offering capacity building programmes (including undergraduate and postgraduate level programmes) in the field of renewable energy are found both in the government as well as the private sector. There are universities, colleges, schools in both the government as well as private sector. All techincal insititutions provide diploma, or whereas engineering colleges and universities provide engineering degrees (Masters and Bachelors). Most of the insitituions which offer degrees in Mechanical Engineering or Environmental Sciences have courses to deal with renewable energy. Some organizations are involved directly involved in teaching and production of manpower like the universities and colleges, while others like NAST and RECAST are indirectly involved supporting students with their thesis and practical works on renewable energy. Technical training institutes basically provide undergraduate (diploma) level programs. Most of these institutions offer courses and training programmes which supplement the capacity building of students in the field of renewable energy. However, only a few insititutions like Center for Energy Studies (CES/IOE) of the Insititue of Engineering offer direct Masters Degree on Renewable Energy Engineering (MSREE) on renewable energy. Non-Governmental Organizations (NGOs) in the Renewable Energy Sector The promotion and dissemination of renewable energy technologies is mainly found to be carried by non-governmental organizations and international non-governmental organizations with the support of government as well as donor agencies. Some NGOs and INGOs are also found to be undertaking research and development activities. Chapter 9. Policies for the Promotion of Renewable Energy, Including Incentives Introduction Alternative energy and all forms of renewable energy was treated individually by the government in the planned documents and did not get a separate integrated approach. It got recognition as a separate integrated policy only in the 8th Five Year Plan (19921997), which was brought forth as the Alternate Energy Policy. Hence for our purpose here the renewable polices of the government has been considered from this period onwards only. For many years there was no separate body in the government system to deal with renewable energy and no national policy on renewable energy as well. However, in the development plans of the government, renewable energy was always taken up as an important alternative and had formulated policies in the development plans. Later, with the establishment of the Alternative Energy Promotion center in 9th Five Year Development plan (1997-2002) , the renewable energy policy slowly emerged as the Rural Energy Policy 2006, then Subsidy policy for Renewable (Rural) Energy 2009 and Rural Energy Subsidy Delivery Mechanism 2009. For this compilation work, first the list of polices and related acts and regulations is given. Some acts and policies may not have direct relation to renewable energy but are important in the process of establishing companies and industries related with renewable energy. Then, the government polices in the development plans from the 8 th five year development plan is taken up along with the targets and the compliance records towards their fulfillment. At the end the focus will be on the renewable energy polices and the incentives offered in the policy documents.

record towards targets mentioned in the policy (from 8th plan till 2nd 3 years development plan) Renewable Energy Policy (Alternate Energy Policy) in 8th Five Year Plan (19921997) 1. Necessary measures will be taken to set up the micro hydropower stations and develop the improved watermills and turbines from the small rivulets flowing locally in the rural areas. 2. Encouragement will be provided to the development of appropriate technology and necessary investment in the generation of mechanical and electrical power by harnessing the rivers with a view to supporting the development of the rural area by means of food processing, development of cottage industry, and rural electrification etc. The private entrepreneurs, Village and District Development Committees will all be mobilized in this work. 3. Development of necessary technical manpower and collection of basic data will be carried out for the development and promoting of biogas, solar energy and wind power. Besides, appropriate places will be identified for the implementation of the programmes of such nature. 4. The import of equipment related to the alternate energy technology and raw materials will be encouraged by providing incentives on tax, custom etc. Financial grant will be provided to the users of devices related to alternate energy, if found necessary. Besides, technical and financial support will Be extended to the nongovernmental institution and private sector towards the promotion of alternative energy technologies. 5. Institutional arrangements will be made by setting up an alternate energy agency to implement and coordinate different energy related programmes. Necessary publicity arrangements will also be made for the development of alternate energy. 6. With the promotion of bio-gas plants, concrete steps will be taken to extend their use in order to minimize the destruction of forest for fuel wood. Effective arrangements will be made for the extensive use of improved stoves in order to reduce consumption of fuel wood in the rural areas. The extension of solar energy based equipment such as solar cooker, solar water heater; solar dryer etc. will be emphasized. 7. The governmental and non-governmental organisations, private sector and educational institutions will be mobilised to create public awareness about the usefulness and use of alternate energy technologies. 8. The private sector will be inspired to play a significant role in the development of alternate energy. The private sector will be involved in adoptive research, technology transfer, technology development; distribution, installation and repair and maintenance. 9. A long term perspective plan will be formulated for the development of alternate energy.

Targets in the 8th plan Micro hydro Hydropower generation capacity will be increased by 5,000 KW during the plan period Bio-gas Energy Development Programme It is estimated that power equivalent to 72 MW will be available from the targetted 30,000 biogas plants. Solar Energy Development Programme During this plan period, 5,000 solar water heaters, 2,500 solar dryers and 5,000 solar cookers are targeted to be produced and distributed. Wind Energy Development Programme A preliminary study on wind energy in the Mustang region has already been completed which will be used to prepare and implement the programme in the first year of the Eighth plan. Biomass Energy Development Programme During the Eighth Plan, 250, 000 improved stoves (100,000 in the hills and 150,000 in the Terai) will be distributed.

Absorption of energy will be reduced by increasing the existing bioenergy utilization efficiency while considering the replacement time for traditional energy and special attention will be given to expand and promote improved stove to keep rural environment smokeless and more healthy. Similarly, special emphasis will be given to replace kerosene and diesel by generating micro hydel , solar and other isolated energy generation for light and other purposes. Application of hydro, solar and wind energy will be encouraged to replace imported energy through adaptive study, research and development and commercialization of energy technology. Educational research institutes and the private sector will be mobilized towards this end. Local energy development programme based on geographical region will be designed for balanced and sustainable development of easily available energy and will be implemented in some districts, a rural energy accounting system will be introduced with this programme on an experimental basis; and a rural energy development fund will be established for making the system sustainable. Necessary institutional arrangement at the central level will gradually be made to integrate rural and alternative energy development with rural development programme. Alternative Energy Promotion Center will be developed as a main agency for the promotion and development of alternative energy sources in Nepal, and its committees will be reconstituted and made more autonomous. Private sector will be attracted and encouraged to conduct study and research; promote disseminate, establish, operate and develop the sources and technologies of energy (including alternative energy); and in order to connect the energy produced from rural alternative energy with the central grids, such energy will be purchased at a reasonable price; subsidy will be granted; and legal provisions will be made. Compliance record towards targets During this period, Renewal Energy Grants Policy-2057 and the Renewal Energy Grants Work Plan-2057, which was issued for effective and well-managed execution of the policies, were implemented. The formulation of a 20-year long-term plan for renewed energy was also carried out. A total of 59,678 bio-gas plants have been installed, which is 66 percent of target 51,100 out of the targeted 250,000 modern ovens have been installed. Wind energy statistics collection was completed in 7 districts against the earlier plan for five districts; Geothermal inventory study was also completed in one out of three targeted districts; Interim Rural Energy Fund has been set up to mobilise the grants for Solar Energy and Small Hydroelectricity The task of statistics collection and mapping of wind energy was done by setting up a wind turbine at Nagarkot. Similarly, feasibility studies were also conducted in Myagdi and Tatopani of Sindhupalchowk for the development of land warming energy. Institutional development of the Alternative Energy Promotion Centre has been enhanced through the Danish Governmentfunded Energy Areas Co-operation Programmes. But the subsidy will not be more than NPR 62,500 per kW generated. 5. Subsidy of NPR 97,500 will be provided to plants up to 5kW capacity that are used for supplying electricity to temples, religious locations, community radio facilities and hospitals. 6. An additional subsidy will also be provided for the transportation of equipment and materials of the MHP project. The transportation subsidy of NPR 500 per kilometer per kW will be provided based on distance travelled by porter from the nearest road head to MHP project site located at more than 10 kilometers from road head. But this will not exceed NPR 30,000 per kW capacity generated. Projects located in Karnali Zone and the specified adjoining areas* will get transportation subsidy of NPR 30,000 per kW. However, for all the projects getting transportation subsidy, the subsidy amount will be calculated as 1 k W per 8 households maximum. Rehabilitation projects will get 50 percent of above transport subsidy. 93

7. Additional financial support will be provided for the productive use of energy. Based on the business plan, NPR 10,000 per kW but not exceeding NPR 250,000 per project will be provided. However, MHP should be in operation for more than 6 months for eligibility for this subsidy amount. 8. Additional financial support will be provided for the productive use of energy. * Humla, Jumla, Kalikot, Dolpa, Mugu, Rolpa, Rukum, Jajarkot, Bajhang, Bajura, Achham, Dailekh, Darchula # The very remote and remote VDCs of the remote districts are as per Ministry of Local Development (MoLD)/GoN notification in the Nepal Gazette. The category ―A‖ comprises of very remote VDCs, while category ―B‖ represents remote VDCs as specified in Annex-1. 2. In order to provide quick relief from kerosene tuki and jharo etc. in the rural areas a small solar system based on White LED will be promoted. A subsidy of NPR 2,000 per system will be provided to a SSHS consisting of at least 5Wp solar panel along with two sets of solar lamp. Institutional Solar PV System 1. The subsidy for Solar PV systems used by public institutions such as for operating computers in remote schools, vaccine refrigerators in remote health posts, FM radio equipments in remote and remote tele-centers etc. will be up to 75% of the cost. 2. The subsidy amount of 75% not exceeding NPR15,000 will be provided for providing lighting to the monasteries, temples, churches, Mosque and other religious places in the remote without electrification by any other means. Solar Water Pump In order to encourage solar PV use in the areas where rural electrification has not been done, Solar Pumps will be useful for the activities like small irrigation and drinking water. If it is irrigated in the hill areas, it will not only increase the agriculture productivity, but also increase the income of the poor people. Therefore, to promote productive use of solar PV, the subsidy of solar pump up to the capacity of 1,500 Wp will be 75% of its cost but not exceeding NPR 1,000,000. AEPC will provide necessary technical support to such schemes. 94

Solar Cooker Realizing the usefulness of solar cooker and recent price increases, the subsidy to solar cooker will be 50% of its cost, but not exceeding NPR 5,000. Solar Dryer The solar dryers may have extensive use in the rural areas, taking into account of its contribution to fuel wood saving and drying of agriculture products/food without quality deteriorations. Solar dryer might contribute to rural household income as well. So, the subsidy will also be provided to family sized solar dryers as well as the solar dryers, which could use in commercial purpose. The subsidy to family sized solar dryer costing up to NPR 20,000 will be provided up to 50%. If the dryers are to be installed in rural areas for commercial purpose, the subsidy will be up to 70% of the total cost. Preference will be given to the dryers used for drying organic products. Biogas Among all the Renewable Energy Technologies, biogas has occupied an important role and in order to provide maximum benefit to rural households and to mitigate the environmental degradation and to meet the household energy requirements, the GON, and various donor countries have been providing the subsidy to biogas plants since 1992 (2049 B.S.). From FY 2008/2009, the subsidy rate will be adjusted based on either according to the monetary inflation rate of Nepal Rastra Bank or with the market analysis of construction materials and services related to biogas plant before the starting of New Year and then subsidy rate for the new FY will be determined. With reference to the quotation provided from the market, standard subsidy percentage (20% to 40% based on the plant size and the geographical percentage) will be determined.

Additional Subsidy for Toilet Attached Biogas Plant Additional subsidy will be provided for toilet attached biogas plant to improve the household sanitary and increase the gas production. The additional subsidy amount of NPR 3,500 per plant in terai, NPR 4,000 in hilly area and NPR 4,500 in remote hilly areas will be provided to toilet attached biogas plants having capacity of 2, 4, 6 and 8 cubic meter. However, this subsidy will only be provided if various NGOs, INGOs and donors organizations working in toilet installation provide the support. Subsidy for the Institutional Biogas Plant Subsidy will be provided for the capacity of 4, 6 and 8 cubic meter plants using the other degradable things, except the dung from animals (cow and buffalo), which are used to produce biogas such as human waste, solid waste, agriculture residues etc. available in the public places such as educational institute, health post, policy and army barrack, religious places, old homes, orphanage homes etc.

Subsidy for the Community Biogas Plant Subsidy will be provided to those technically feasible community biogas plants using dung from animals (cow and buffalo), other degradable things, such as human waste, solid waste, agriculture residues, which are used to produce biogas.

Improved Water Mill In most of the hilly and mountain areas of Nepal, agricultural product processing such as milling, hulling and shelling is done traditionally using water mills. Realizing its need and effectiveness in socio economic upliftment, subsidy is being provided by Government of Nepal to improved water mill programme since 2003/04 (NFY 2060/61). This has reduced drudgery of rural people, promoted environmental conservation, increased employment in rural areas resulting in socio-economic development and has itself developed into a reliable renewable energy resource. Subsidy for improved water mill is as follows: 1. NPR 12,000 for Grinding and NPR 27,000 for other end use activity in all districts except as specified in Annex-3 2. In addition to mentioned in (1), NPR 2,000 for Grinding and NPR 3,500 for other end use activity in 12 remote districts and not connected by roads as specified in Annex3 3. In addition to mentioned in (1) NPR 3,000 for Grinding and NPR 4,500 for other end use activity in 3 remote districts and not connected by roads as specified in Annex-3 Improved Cook Stove (ICS) 1. No direct subsidy will be provided for the promotion of household mud improved cook stoves in Hilly and Mid-Hilly and Terai districts of Nepal. 2. Subsidy will be provided to efficient improved metal cook stove of defined size used for both cooking and space heating purposes in the households of High-Hill areas since they are expensive for general population and need to be transported to the remote areas after fabrication. A subsidy amount of NPR 2,700 for 2 pot hole metallic stoves and NPR 4,000 for 3 pot hole metallic stoves will be provided to the stoves that meet the standards defined by Alternative Energy Promotion Centre. 3. Subsidy will be provided to household and institutional gasifiers (modern stoves) to reduce the firewood consumption and significantly improve the indoor air pollution. A subsidy amount of NPR 2,000 but not exceeding 50% of the cost will be provided to household gasifier. Similarly, a subsidy amount of NPR 5,000 but not exceeding 50% of the cost will be provided to institutional gasifier. The stoves should meet the standards defined by Alternative Energy Promotion Centre 4. Different organizations are involved in the promotion and development of ICS. These institutions have provided various kinds of supports. Close coordination will be established with NGOs and donor countries to make these kinds of direct and indirect support more effective. Wind Energy The subsidy will be provided on feasible electrification based on small wind turbine to provide the electricity in rural areas at a rate similar to MHP based on number of households served.
