For almost six years we have been highlighting a precedent established by a high court case in 2003 which requires STMC to submit Initial Notices and have them accepted by the Local Authority prior to work commencing on site.

STMC appreciate that there are often commercial pressures to start a project as soon as relevant funding and appointment of a contractor are confirmed. Provided we are involved in preliminary Stop Press discussions regarding design development we can identify the BS9999:2008 most appropriate time for submission of the Initial Notice. In recent months there have been a number of cases where work has started prior to STMC being provided with any instruction or details. The result has been that we have been unable to provide Approved Inspector services on those projects, much to the disappointment of our clients.

Old Pump Works, New Life

In a number of cases the Local Authority have decided, incorrectly in our view, that setting up on site and stripping out work constitutes the start of works. The DCLG (formerly the ODPM) has indicated their disBTCC Review agreement with the principles adopted by some Local Authorities.

Therefore, in order to prevent Local Authorities rejecting our Initial Notices, we need you to supply:  Full details of the project  Full postal address  The name and address of the client Where the work involves a new building:  A location plan showing the building and/or extension  A plan showing location of, and connection to existing drainage and/or public sewers All this information should be supplied early enough for us to deposit our Initial Notice at least one week before work commences on site. Another important point in the administration process is at the completion stage. The Approved Inspector Regulations require us to issue all Final Certificates within four weeks of a project being completed or if partially completed projects are occupied. It is, therefore, important that good liaison with our clients confirms completion dates in order that, where necessary, we can extend the life of the Initial Notice. Without timely action Local Authorities may intervene and demand a Regularisation Application, which has implications for significant disruption and additional costs. By working closely together we will avoid unnecessary interruption. If you have any queries please contact one of our Building Control Managers.

STMC was delighted to have been chosen by Essex based developer, Hanningfield Estates, to provide Approved Inspector Services for an ambitious project aimed at breathing new life into a disused reservoir and associated buildings at Great Warley, Brentwood. STMC’s close liaison with Winchester Architects practice, Design Engine, enabled innovative design to be included, ensuring cost effective solutions which will provide the completed development with economical running costs whilst, concurrently, having regard for its impact on the environment. The project consists of three existing buildings and a reservoir which were originally constructed in Victorian times. The conversion projects are to form office accommodation with state of the art conceptional interiors to make the most of the limited light, whilst retaining all the architectural feature details in the original inherent construction.

The Pump Room is a tall imposing detached building which incorporates three floors of office accommodation. Due to the excellent condition of the property only minor structural works were carried out to the external façade. The roof structure was renewed with a slate roof together with all the windows, which were replaced in a sympathetic style to match the existing steel windows and ventilation grills. The Waterworks House was originally two separate buildings which required substantial structural works including mini piling and underpinning to each corner with steel beam supports to external walls, the replacement of the corrugated metal roof and existing steel windows. An independent mezzanine floor was installed in both buildings with a glazed link between, enabling the flexibility of usage as either one unit or as two individual units. Due to planning constraints the reservoir walls were retained to two sides which were then encased in a reinforced concrete wall construction. The roof was formed with a suspended concrete slab insulated with Kingspan to form a warm deck roof and finished with a ‘natural green roof’. A glass facade to the front allows the maximum use of natural light and produces a unique old and new aspect to the development. A grey water storage system has been installed to capture run off from the roofs of the Pump Room and Waterworks buildings together with the surrounding paved areas. This will be utilised to operate office toilets and to water the landscaped areas throughout the site. Sponsors of Team halfords Racing DOUBLE BTCC CHAMPIONS From the outset of the 2008 BTCC season Team halfords blasted their way onto the Championship Podium. As the team headed towards the penultimate race meeting at Silverstone they had held that position across the season despite some bad luck along the way. In a year which has seen some of the BTCC’s fiercest competition the team were disappointed to have qualified in the mid-field at Silverstone. Add to that three races on a rain soaked track, the chances of a high points score was thwarted. STMC was very grateful to Team halfords for recognising our tenth anniversary in business by displaying a special logo at the Silverstone meeting. Going into the last rounds at Brands Hatch Team halfords’ dream of catching the SEAT Sport UK team had evaporated but they knew they would have to fight hard to retain third place in the Teams Championship. Team halfords’ supporters had to endure a nail-biting last race as, following an unexpected engine change, they went into Round 30 seven points behind Team RAC. Thanks to a brilliant drive by Tom Chilton, in which he started from 3rd place on the grid and leapt into the lead by the first corner, a position which he held to the chequered flag, the team snatched back the third place by a slender 4 points margin. STMC congratulates Team halfords for their success in 2008, the fourth successive year of achieving the position of the leading non-works team. It is an association with which we are very proud.

BALFOUR BEATTY GOLF CHARITY EVENT The annual Balfour Beatty charity golf day was held at Portal Golf Club near Chester on Friday 12th September 2008, an annual event to which STMC take a team of guests to enjoy the golf, followed by a Black Tie dinner in the evening. The event was very successful raising nearly £10,000 for the Balfour Beatty chosen Charity, MedEquip 4 Kids. STMC Director Tony Threadgold led the company’s team. He was joined by guests Andy McNicholl and Mike Irvine of Thistle Construction and Ian Sherwood of Hattrell DS1 Architects. STMC congratulates Balfour Beatty for an excellent event and, whilst STMC did not collect any prizes, congraulations are also extended to the winning team from Deakin Walton who were Stuart Walton, Jonathan Conway, Andrew Higson and Andrew Russell.

2008 BTCC SCALEXTRIC CHAMPIONSHIP For the third successive year STMC’s BTCC Scalextric Championship was held at the excellent Mere Golf & Country Club in Cheshire. Proving that motorsport is unpredictable, both Philip Glew and Ed Pead were unable to make the event due to last minute team requirements to be in America and Germany respectively. Tom Chilton was also unable to attend due to ill-health but the Team halfords Honda Civic was brought to the event by one of Tom’s mechanics, Martin Lacock, together with Tom’s Race winning cup from the last round of the 2008 BTCC Championship at Brands Hatch. We were also pleased to be joined by up-and-coming driver, Paul Marsh, who, at the age of 17 has already competed in both the Ginetta Junior and Senior series and was the youngest driver to take a 4th in class finish in the infinitely more powerful Ginetta G50 at the 24 hour Britcar Championship race at Silverstone in September. With a mid-way break for guest interviews, when drivers enjoyed the excellent meal and a well earned drink, two hours of highly competitive racing culminated in the best girl and boy racers being decided. Amongst the prizes, presented by our special guests, was a signed photo of Philip Glew in the Renault Clio Cup for Phil Gibb of Malcolm Hollis, Surveyors. His prize was presented by Martin Lacock from Team halfords.

Stark Racing’s Paul Marsh presented the top prizes of the evening to the best girl and boy drivers. A signed photo of Team halfords drivers Gordon Shedden and Tom Chilton, together with a limited edition Team halfords team shirt, were presented to Clare Fisher of Reid Architects and James Moore of Mayfield Construction. James also received his VIP pass to one of the 2009 BTCC race meetings for taking the overall win, and for a brief moment was able to hold aloft Tom Chilton’s race winning cup.

After only 15 rounds of the 20 races in the 2008 Renault Clio Cup Philip Glew had already secured third place in the Championship. Knowing that first place was out of reach, as Team Pyro’s Ben Winrow only needed to finish well at Silverstone’s first race to secure the Championship, Philip was determined to push for the second step on the podium.
