Definition

WQMA An area covering the same physiographic unit which affects the physico-chemical and biological reactions and diffusion of pollutants in the bodies of water draining the said area.

NAA Bodies of water where specific pollutants have already exceeded water quality guidelines and therefore in need of rehabilitation.

PREPARATION AND IMPLEMENTATION OF WQMA ACTION PLANS

IDENTIFICATION OF NAAs

Objectives of Designating WQMA WQMA is a significant tool in enforcing the CWA. Aims for the improvement of water quality to meet the guidelines (DAO 34, s 1990) under which they have been classified or to improve their classification so that it meets its projected or potential use. Creation of GB who will be responsible in the preparation of WQMA Action Plan. The Plan is prepared and implemented that provides focused interventions to address specific water quality problems in the area.

The WQMA Action Plan more stringent effluent standards (IRR Rule 6.1.3) and expansion of permit coverage for point sources (IRR Rule 13.6); limiting new sources without a reduction in discharges from existing sources (IRR Rule 6.3.1), its relocation (CWA Section 6), and its effluent quota allocation (IRR Rule 14.17); proper land use planning and zoning; best management practices for non-point sources; and technologies that promote waste minimization and cleaner production.

Conditions for WQMA Designation 1. The WQMA to use the appropriate physiographic unit such as a watershed, river basin, water resource region, or sub-basin, microwatershed.

THE USE OF APPROPRIATE PHYSIOGRAPHIC UNIT

2. The WQMA shall have similar hydrological, hydrogeological, meteorological or geographic conditions which affect the physicochemical, biological and bacteriological reactions and diffusions of pollutants in the water bodies.

3. The WQMA may share common interest, or face similar development programs, prospects or problems.

Current Problems

The catchment area of MMO River System has numerous settlements and industries, most of which discharge their untreated wastewater into the river.

ƒ

Chromium, lead and cadmium which are considered as toxic substances were detected in water samples.

ƒ

High levels of domestic sewage contamination was also detected.

Points of consideration in boundary setting based from Stakeholders’ Responses: ™Exclusion of Caloocan and Valenzuela (NCR) could result to failure in the implementation of Action Plans due to their pollution load contribution to the river system. ™Inclusion of Caloocan and Valenzuela could result to issues relating to “manageability” and inter-agency/ institution working relationships.

Consensus Among the Key Stakeholders ™Valenzuela and Caloocan should be included in the proposed WQMA. ™City of Caloocan to be represented by LLDA.
