Desperate Need for Educating Girls

In many societies around the world, women are the victim of male dominated culture. They may not have basic rights, power to make decisions or freedom of expression. Their well-being especially health, security and integrity is often beyond their own control. They are dependent on men to provide healthcare, education and even to make decision for themselves and their children. In Pakistan, women are facing a number of problems especially in rural areas. They are the victims of poor quality of life, insufficient opportunities and exploitive conditions. This status of women can only be elevated through overall progress and development of the society. Therefore, by promoting education among women, Pakistan can achieve social and human development, and gender equality.

Women participation is vital for any country’s economy. TMF aims to empower woman in every walk of life through education and professional training. In order to train and develop skills TMF is currently running 9 vocational training centers in the country, one each in Multan, Khushab, Rawalpindi, Hasanabdal, Attock and Islamabad and three in Jhelum.

At roughly 50%, Pakistan has one of the lowest literacy rates in the world. When broken down by gender, for females, it's about 35% as compared to 62% for males. (In Pakistan, the standard for “literacy” is met if one can read a newspaper and write a letter in any language). Given these literacy rates, it's hardly surprising that a Pakistani girl receives, on average, just two and a half years of education; for boys, it's double. If a girl lives in a rural area, she is three times less likely to complete primary school than is a boy in the same area. Likewise, in rural areas, the female literacy rate is 25 percent and only one in five girls is enrolled in school. Secondary education is a luxury in Pakistan for all children, but even more so for girls, for whom enrollment drops by nearly 90 percent from 1st grade to 12th grade.

Dress Designing & Making Program As part of its overall vision and mission, Tameer-e-Millat Foundation (TMF) established Tameer-e-Millat Institute of Technology (TMIT) in 2006 with an objective to impart quality technical education to female students, particularly focusing on empowering women with knowledge, confidence and financial opportunities. TMIT is offering a 3 year specialized diploma in Dress Designing and Making (DDM) to generate employment opportunities so that the women of rural areas can support their families. TMF has also launched a 6 month short course in DDM to provide a quick earning solution for the poor and lower income families of rural areas.

Teachers' Training

Pakistan faces a shortage of teaching talent. As one of the largest national level NGO working for education promotion, TMF constantly faces problem in hiring qualified teachers, female teachers, in rural areas across Pakistan and delivering quality education to children. Teachers working in rural areas lag behind their counterparts in urban areas in relation to opportunities for self-development and professional enhancement. In rural areas female teachers, may face additional difficulties linked to the generally low status of women. TM Institute of Education & Research (TMIER) was established in 1994. Former Principal Army Public School Jhelum, Late Prof. Saeed Rashid (Aligue) joined as Director TMIER. He was author of many books of which “Guftar-o-Kirdar-e-Quaid-e-Azam” was given the presidential award. TMIER organized many workshops, seminars and developed Morning Assembly Program, Character Building Module, Teacher Education Programs, Students Development Material, booklets and bookmarks etc. The institute was reorganized and renamed TM Institute of Teacher's Education (TMITE) in 1998. Dean of faculty of Education (Allama Iqbal Open University), Dr. Athar Khan was given charge of its functions. TMITE developed a comprehensive cycle program of in-service academic staff development. The program was a combination of the best features of conventional and Non-formal education systems and innovative approaches of on-job continuous academic and professional growth of teachers and administrators at all levels of Tameer-e-Millat Schools. In 2007, an educationist, Qazi Manzoor Hussain, further upgraded TMITE into TM Institute of Teacher's Development (TMITD). The TMITD organized many workshops in all TMF Regions in which many teachers got training, improving their teaching skills. From 1994 to 2012, TMF has organized 250 workshops and seminars in which about 4,000 teachers have been trained.

Relief & Rehabilitation

In the semi urban village of Jhok Qureshi,UC Muryali, DI Khan where the majority of the people are daily wage labor workers, hygiene conditions are really bad. On December 15th 2012, the Health and Hygiene team of TMF-DIK visited and conducted a health and hygiene Session at a focal person's home in which 22 females participated. Among the attendees were sweet (halwa) seller, Muhammad Yousaf's 10 year old twin girls, Simra and Iqra, both blind. Hand washing steps were demonstrated to them using auditory and tactile techniques and special attention was given to them. They were made to practice 3 times and at the end, they were able to wash their hands according to the proper steps. Now they and their families are practicing proper hand washing and taking care of their personal hygiene. When asked about hand washing practice, they replied, “We feel better now after the hand washing practice, even though we can't see our washed hands.”

In last decade, Tameer-e-Millat Foundation has actively participated in relief and rehabilitation projects after every national level disaster apart from contributing at community level for bringing positive change.

Earthquake 2005

Flood Rehabilitation Program - Floods 2010

After the devastating earthquake of October 2005, Tameer-e-Millat Foundation started an Orphan Sponsorship Program. First, a residential school Tameer-e-Jannat Science School at TM City of Education, Fateh Jang for poor and orphan affected children. 207 students were enrolled in this fully sponsored program. More than 100 students completed their 10th grade and started further education in Institute of Technology in same campus or returned back to their hometown for education. Some of graduated students have joined Pak Army to support their family. Currently, more than 95 students from earthquake affected areas are getting free education. Facilities include, free education, free accommodation and dining facilities, free uniform and books, games and sports.

Rehabilitation project in District Layyah included:

People who were Internally Displaced (IDP) during 2009 military operations in Swat, Dir, Malakand, and Waziristan Agency are still facing problem of returning back to their homes. Tameer-e-Millat Foundation started rehabilitation project for Internally Displaced Children who lost their loved ones during this crisis and enrolled 10 students offering same facilities to these students. At present, 2 students are getting free education in Tameer-e-Jannat Science School at Tameer-e-Millat City of Education.

Flood Relief Program Floods 2010 The weather remains unpredictable in monsoon season especially in South Asian countries but in 2010 heavy rains caused biggest ever floods in history of Pakistan. Over 20 million people where forced to flee their homes, destroying millions of acres of land, crops and homes. TMF Relief Efforts for Flood Victims started with distributing food packages in District Muzaffargarh, Rajanpur and Layyah (Punjab), Nowshera and Swat (Khyber PakhtoonKhawa) and Thatta (Sindh). The food package included items of daily use and ration for three weeks for a six members' family. Tameer-e-Millat Foundation in Collaboration with Shifa Foundation had established various medical camps during August 2010 to November 2010 at District Charsadda, Nowshera, Mardan (KPK) Skardu and Gilgit Region.

TMF repair and rehabilitation work of a Government Boys High School which included improvement of the drinking water facilities. Agriculture and Livelihood Support Program for farmers, TMF distributed fertilizer bags among 400 farmers and 100 livestock animal among a hundred of the most deserving, widows, handicapped and landless families of UC Shadu Khan. Tameer-e-Millat Foundation, in collaboration with Hilfswerk Austria International, completed WASH project in District Khairpur, Sindh. Hygiene kits were distributed among 4800 households after health awareness campaign, 250 latrines were constructed and hand pumps were installed. To support the effected families for procurement of non-food items, cash checks were distributed among 1000 families.

Skill Development Program of Flood Affected Children At TM Institute of Technology, 600 students, from flood affected areas, were enrolled for six months skill development program in various trades like Electrical Wiring, Home Appliances Repair, Land Survey, Information Technology, Plumbing, Welding, Mason, Tailoring and Motor Winding with the financial assistance of Talat/Kashif Aaj Flood Relief Fund (TKAFRF).

Flood Relief Program – Floods 2011 Heavy monsoon rains caused floods again in the Sindh Province in 2011. TMF in collaboration with Hilfswerk Austria International supported the effected families of District Umerkot with 2.01 million Aquatabs among 33,500 flood affected families in all four tehsils of district Umerkot. With capacity of each tablet to clean 20 liters of water, 60 Aquatabs were given to each household to ensure clean drinking water for two months for an average seven members' family. In the second phase of the project, 3200 insecticide treated mosquito nets were distributed among 800 flood affected families in District Umerkot.

Sindh Region TMF continued to improve its efforts in the Sindh region. 1.

With the completion of an additional 16 rooms building, the Ghani and Tayyab TMMS Rehmat Chowk, Orangi Town, Karachi will begin its Primary sectors in the new session. In near future a college will be established by adding another floor on both buildings of the school.

Nine rooms building of Mian Muhammad Yousaf TMMS Gulshan-eZia, Orangi Town, Karachi was completed in May 2012. Maintenance work in old building is in progress and it will be completed in early 2013.

26 students from the TMMS System Karachi appeared and successfully passed in 2012. 80% students got A or A+ grade. 49 students will be appearing next year.

During Ramadan, Sindh Region distributed food items to 350 deserving families in the school areas. Moreover, in winter, blankets were distributed to 70 needy households.

In October 2012, construction work was started for a new project of Novatex Tameer-e-Millat Model School, Zafar Town, Saqib City, Bin Qasim Town, Landhi. It will be a 17 room building which will be completed by July 2013.

TMMS Naushki started TM Model School Naushki, Baluchistan, co-sponsored by Pakistan Petroleum Ltd. (PPL), started its first academic session from September 2012. Currently, 70 students are studying in the school. 4 teachers are appointed.

Shifa Tameer-e-Millat University (STMU) Following the governments' assent to establish STMU last year, the first batch of Doctor of Physical Therapy (DPT) will be welcomed on February 25, 2013 by opening its doors to the students. The university has introduced the Faculty of Physical Therapy to address the needs of professional education and skills in physical therapy. This important field of medical care requires 5 years of study.

Ramadan Campaign Ramadan Campaign is a permanent feature of TMF since 1998. As scheduled 2012, campaigner was published and distributed door to door in Rawalpindi & Islamabad. Posters and banners are also printed and placed in all markets of the twin cities (Rawalpindi & Islamabad). Respectable donors were also persuaded in this regard.

Qurbani Campaign In 2012, TMF arranged the collection of Qurbani for the 7th time at TMCE. It was a full campaign in which public was invited to donate “Qurbani” for poor and orphan victim children of 2005 earthquake and internally displaced children from Swat, Malakand, Dir etc. studying in TJ and TMIT. Qurbani Campaigner was published and distributed among the people living in Pakistan as well as abroad. Over 400 people participate in the Qurbani of 70 goats and 60 cows.

Dress Designing and Making (DDM) This vocational skill training center was established to impart woman empowerment 5 years ago. Year by year, the department is moving forward slowly but surely. In 2012, another setup for training and production was started in Hassan Abdal, District Rawalpindi. Here, this Industrial Home is working at full capacity. Employing 10 female workers, the institute is currently receiving orders of stitching uniforms from Shifa International Hospitals Ltd., Gunj Glass Pvt. Ltd. and TMCE. In Hassan Abdal, 5 girls have successfully completed a 3 month Domestic Tailoring Course. Other short courses being offered are Cutting, Tailoring, Designing, Fabric Painting, Cooking and Baking.

Humanitarian Relief WASH Program – Floods 2011 Tameer-e-Millat Foundation (TMF) in collaboration with an International Partner, Hilfswerk Austria International (HWA) is implementing a 12 month Water, Sanitation and Hygiene (WASH) project. The major objectives under this project are:  Construction of 700 latrines  Construction and installation of 200 new hand pumps,  Rehabilitation of 200 existing hand pumps/wells,  Conducting health and hygiene awareness sessions for

5000 households complemented  The distribution of hygiene kits and conducting village

cleaning campaign and drainage de-silting campaign. This humanitarian assistance for natural disaster and conflict victims in Pakistan is funded by The European Commission Directorate General for Humanitarian Aid and Civil Protection (ECHO) from August 2012 to June 2013. The areas selected to benefit will be Union Councils Shadi Palli and Pithoro of District Umerkot (Sindh) as well as Union Councils Muryali and Zindani, Tehsil and District Dera Ismail Khan (Khyber Pakhtoonkhawa).

Mirza Habibullah is one of the founding members of the TMF Board of Governors. He played a key role in laying the foundation of the first TM School, Khewra in 1987. He is also responsible for expanding the TMF Network across Pind Dadan Khan. He had been Regional Director of Khewra Region until 1998 after which he left his home and shifted to Islamabad as Director Project for establishing Non-Formal setup in district Mardan, KPK. Soon after he was appointed as Secretary General in TMF Head Quarters, where he served with dedication, responsibility and commitment in the cause of TMF. After nearly two and half decades of services, Mirza Habibullah retired from services on November 30, 2012. His contributions, carried out with the highest degree of dedication, will forever be engraved in the history of TMF.

The Maria-Helena Foundation (MHF) is a non-profit, non-sectarian Pakistani-Canadian familybased organization that focuses on development in South Asia, primarily Pakistan. TMF and MHF are partner organization working for education promotion in rural areas by constructing new schools, providing fee assistance scholarships to poor and needy students. The MHF has sponsored many schools and scholarships to deserving children.

TMF, in collaboration with HWA as Implementing Partner European Commission - Humanitarian Aid & Civil Protection, is working to provide humanitarian assistance to people affected from natural disaster.

Hilfswerk Austria International (HWA) is one of the largest organizations providing social & health care services, child care and support for families in Austria, as well as it supports people who need help in various regions all over the world. HWA and TMF, since after floods 2010, have work together in relief and rehabilitation projects in flood hit areas.

Educate International is a registered charitable organization in United Kingdom (UK) and is working to promote education and literacy. EI is supporting TMF by providing financial assistance to schools.

Rotary International through its Regional clubs help support community in need. Rotary Club of Cosmopolitan Islamabad has contributed in two projects, provision of ambulance for Tameer-eMillat School Health System and lab equipment for skill development program. Rotary International District 3270 has resolved to finance construction of TM Model School, Shinkiari, NWFP, Boys Branch. Project cost will be over Rs. 3.4 Million and the building will be named Rotary Campus, managed by TMF.

Talat/Kashif AAJ Flood Relief Fund

Talat/Kashif AAJ Flood Relief Fund (TKAFRF) was created by renowned anchorperson Syed Talat Hussain and Kashif Abbasi to support flood victims after disastrous floods in year 2010. TMF in collaboration with TKAFRF under Skill Development Program trained around 200 youth from flood affected areas to help and support their family and community and as part of disaster preparedness strategy.

In 1998, TMF became affiliated with Anjuman Nur-e-Islam and adopted a School in Kahuta. The school Tameer-e-Millat Model Darasgh Thoha Kalsa is the only English medium school in the area.

Begum Akhtar Rukhsana Memorial Trust was established to help support poor families, and has established a Hospital, in Rawalpindi, and providing quality healthcare services. Begum Akhtar Rukhsana Memorial Trust has contributed for construction of Hostel building in Tameer-e-Millat City of Education.

Tameer-e-Millat Foundation established a cluster of Community Primary Schools in collaboration with National Education Foundation in 1996. The project focused on 4-12 years old children who were not receiving education and enroll them in these schools free of cost.

AUDITORS' REPORT TO THE BOARD OF GOVERNORS We have audited the annexed balance sheet of TAMEER-E-MILLAT FOUNDATION ("the Foundation”) as at 30 June 2012 and the related income and expenditure account, cash flow statement and statement of changes in funds and reserves together with the notes forming part thereof (here-in-after referred to as the financial statements for the year then ended). It is the responsibility of the Foundation’s management to establish and maintain a system of internal control, and prepare and present the financial statements in conformity with the approved accounting standards as applicable in Pakistan. We conducted our audit in accordance with the auditing standard as applicable in Pakistan. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting policies used and significant estimates made by the management, as well as evaluating the overall presentation of the financial statements. We believe that our audit provides a reasonable basis for our opinion. In our opinion the financial statements present fairly in all material respects the financial position of the TAMEER-E-MILLAT FOUNDATION as at 30 June 2012 and of its surplus, its cash flows and changes in funds and reserves for the year then ended in accordance with the approved accounting standards as applicable in Pakistan.

Tameer-e-Millat Financial Strategy Having the experience and exposure of doing business in USA, Dr. Zaheer Ahmad, Founder, Tameer-e-Millat Foundation was well aware of the importance of the financial strategy of any institution or organization. With its beginning in the small village of Khewra, after 25 years, the assets of TMF today stands at Rs. 812 Million. This has only been made possible through the minimization of operational expenses besides the aggressive leadership of Dr. Zaheer and his team. TM Head office is a unique example of simplicity and economization. From the very first day, he strictly followed some financial principles in TMF. These principles were Transparency, Self sustainability, Economization, Quick response, close to zero non-developing expense, Documentation, and Focus on benefit and productivity of each spending Rupee. In 1987, when Tameer-e-Millet School Khewra was opened, a bank account was also opened with the name of the school. Bank signatories were the Chairman School Management Committees and the Regional Director/ Coordinator. After that, it was compulsory for any new project to open its own bank account, irrespective of location. This made the financial matters transparent and documented, even in a remote village. Also, from the beginning, it was decided that every Model School will be established in its own land and building. These buildings are now playing a main role in the self sustainability of the schools. Moreover, TMF declared the policy that after two or three initial years, every school should bear its monthly expenses on its own. So today we see that almost all the schools are mostly self sustained, although TMF does intervene in time's of need. Land is an important financial factor which affects the establishment and expansion of any institution. TMF always acquired sufficient land for any project, even in far-flung villages, keeping in view future expansions and requirements. Land of TMCE is a best example of this strategy.
