Disaster Management Training Course (DMTC) Aim The DMTC aims to develop the professionals from their specific field of work, with enhanced risk reduction practices in disaster situations and providing the understanding of the handling such situations, with the help of suitable measures towards risk reduction and management of disaster at various department of occurrences. The various departments are Road Transport Department, Industries, Factories, Administrative Departments, Railways, etc. Objectives • • • • • • • •

To provide basic knowledge on disaster situations. To understand the risk management concept under disaster situations. To classify and identify the causes of risks involved in various disaster situations. To motivate and train the employees, to act upon spontaneously on the occurrence of disaster. To classify the various environments of disaster risk and improving the steps involved in the disaster management such as disaster preparedness, response, recovery and mitigation. To strengthen the approaches and framework on disaster handling. To apply the suitable practices to the appropriate risk reduction measures on disaster situations. To handle the risk situations in optimum manner to reduce the issues based on disaster and address them with certainty.

The DMTC Phase 1: Foundation on Disaster Risk Management (DRM)

(4 Sessions)

The DMTC Phase 1 begins with the enhancement and clarity of the attendees on DRM foundations, concept and terminology. This phase aims to introduce an overview of DRM with concepts of Disaster Risk, DRM Cycle and Disaster Model. This phase also discusses about environment specific Disaster Management Systems (DMS). The DMTC Phase 2: Realizing Risks and Natural Hazards

This phase is an important one which provides elaborations of the term RISK and explanation on causes of RISK. This is mainly focusing on natural hazards including Fire Hazard, HydroMeteorological Hazard and Geological Hazards based on specific environment. The DMTC Phase 3: DRM Approaches

This phase focuses on preparedness (pre-disaster) part as first and exclusively manages disaster situations. The heading wise this phase is meant for disaster risk management approaches, timely early warnings about disasters, responses on disasters, assessments on damage and loss due to disaster occurrence, recovery of the environment (post-disaster) and reconstruction of the affected environment. The DMTC Phase 4: Mitigation

This DMTC phase 4 deals with mitigation. The post disaster situation handling by means of safer environment development and prevention of risks. The main theme of this phase which delivers the attendees of this course are motivating the awareness, linking the current team of DRM with communities and societies which are involving in the disaster and development, and structuring the diminishing disaster risks in terms of planning, development and implementation. The DMTC Phase 5: Important Issues in Disaster Risk Management

The important issues in DRM are varies as the same type of disaster in different environments. Hence, based on the uniqueness of the environment, the issues must be addressed with highly challengeable approach. This phase 5 addresses the issues on the human variation factors such as disability, aged and gender with respect to the context of DRM. It additionally focusses on the community-based DRM and health issues.
