Indian Muslims have remained socially, economically educationally and industrially backward as outlined by Sachar Committee Report. Based on this Central and State Government have devised various schemes for Minorities. In the current budget central Government has sanctioned 3135 crores & State Govt has sanctioned 235 crores for the welfare of Minorities. Instead of asking how much is available for Muslims, it is relevant to ask how much will be utilised by us. Scholarships to the students, pension to the disabled, old age pension, widow pension, facilitation to Senior Citizen, Arivu Educational loan, etc. and facilities available from Wakf department, Department of Minorities, KMDC has to reach the deserving ones. It is necessary that each family should possess the basic documents like Aadhaar Card, Ration card, caste/income certificate, voter ID, PAN card, Senior citizen card, etc. Apart from us there are other NGOs who are trying to facilitate and provide these basic services to the beneficiaries. Every Jamath should strive to provide the services that we are trying to do at city level. Is it not difficult and expensive effort to reach Mangalore to obtain a scholarship form from a rural pocket? Instead of women roaming around from office to office for an income certificate, it is possible to co-ordinate their applications by a single agency. Instead of students skipping classes to obtain Arivu Educational Loan or similar other services, is it not better if that was done by their respective Jamath? If one person or group could undertake to do the efforts of one hundred individuals, it would save A lot of resources and benefit the community. There is a need to think about this problem in every Jamath. Either a few social workers or associations should come forward to render service. Is it not an excellent plan if an assistance centre (help line) is opened in every masjid? A motivator or a counselor could be appointed. By keeping all Important applications in a place, if A few youth were to devote one or two hours a day, the poor deserving ones will benefit immensely. This requires a simple inclination. Just a thought would revolutionize the entire locality. A small step to herald a revolution. Allah Taala does not change the condition of a people unless they change themselves! ( Holy Quran) We have to determine our fate. With this objective we have published Path Finder outlining the facilities available from the Government. If every Jamath makes efforts to realise the objectives, we could achieve wonderful results Insha Allah. our beloved prophet (PBUH) "To walk in order to fulfill others need is A cherished task. It is more preferred than resting for ihtekaf at Madina Masjid". We should try to understand the golden words of the Holy Prophet (PBUH) on how important it is to serve another human being. So we should try to spread the idea of social service in order to win the pleasure of Allah. Let us strive to alleviate the tears and sobs of helpless, deprived and orphans. In this direction may Path Finder be a light on your path of sincere Endeavour, a beacon of motivation. We seek your apology if there are inadvertent errors in this publication. We express our gratitude to all the officials and the staff who have provided us the information on the facilities available from Government and other Bodies. Hearty Message Government has formulated many schemes for Minorities. However we are not succeeding in availing those benefits. In many homes there are no basic records. When the necessity arises we seem to run around. Majority of the people are unaware of facilities available from the Government. No information on scholarships available to students. Suppose someone knows it, they are not sure of the procedures. Under such circumstances, the Booklet produced by Talent Research Foundation on Govt facilities, Scholarships to students etc deserves praise. Let the Minority Community be stronger and prosperous by using this booklet.

COME LET US THINK AND DISCUSS Assalamu Alaikum The merciful Allah has showered immense blessings on us. It is beyond our capacity to weigh up the grace of Allah on us. His greatest grace on us is sending prophet Mohammad (S) to this world to provide us with the Holy Quran that shows the path of truth. The followers of Holy Quran and Prophet Mohammad (S) are the best community in the world. But what is our condition today? Are we in a position to call ourselves the best community? As far as India is concerned, we are a backward community - educationally, socially, financially, politically etc. Our condition, as revealed by the Rajendar Sachar committee report with all evidences, is worse than the Dalit bretheren in all these fields. If we start enlisting our problems, it would be a never-ending process. The problems are many and they are complex too. Our representations in the top bureaucracy posts is next to negligible. We hardly find a place in the list of successful entrepreneurs. The number of educational institutes, charity organisations etc are insignificant when compared to our population. Painfully we have to admit that our people are in prisons, slums and on the streets in large numbers. Neither we have any idea on how to set up schools, colleges, hospitals and other institutes in Muslim - dominated areas nor do we know how to receive basic amenities such as housing, street light, ration cards, voter ID etc. Also, we do not possess basic knowledge about the government welfare schemes & the ways to obtain them. Nor have we made arrangements to inform our people about these schemes. The greatest tragedy is that no serious discussions are going on how to overcome all these miseries haunting the community. It is easy to blame, criticise or condemn others for all our problems. But, is there any use in blaming others? Can we solve our problems like this? No, Not at all! Come, let us admit bitter fact that we and only we are responsible for our problems. Let us resolve to solve the problems on our own and pledge to strive with unity to empower our community. -9-

A FEW PRACTICAL MEASURES SUGGESTED TOWARDS BETTER UTILIZATION OF THE EXISTING INSTITUTIONS OF THE COMMUNITY Ø

Utilise occasions of religious gathering (Juma gathering, meelad meetings, ‘Wa’al’ programmes etc) and Notice Boards of the Masjids to Educate, Remind and Motivate the members of the Community, regarding their Social, Educational and Civic Rights and responsibilities.

Ø

Utilise the network of Masjids and occasions of Religious gatherings to motivate members of the Community to take every possible measure, individually and collectively to ensure that every muslim boy and girl, within the jurisdiction of each Jamath completes his/her education at least up to the 10th Std.

Ø

Develop funds at the level of every Juma Masjid to make sure that no student of the Community under is jurisdiction gets compelled to discontinue his/her education at any stage due to financial restraints.

Ø

Organise Educational awareness campaigns at every Jamth level, before and during the beginning of every academic year, involving the active participation of local Imams and members of the Masjid and Madrasa committees, paying special attention to the dropouts.

Ø

Arrange special coaching classes for the students of the Community during the Examination season, utilizing the services of the teachers and educated persons within the Community. The Madrasa premises should be provided for this service wherever necessary.

Ø

During occasions of religious gathering, a small part of the time should be devoted for lectures on career guidance by experts.

Ø

Masjid committees at the District and Taluk headquarters should occasionally arrange special programmes to guide the students of the community regarding courses such as KAS, IAS,IPS,IFS etc and institutions such as IIM,IIT etc. They should also be guided on how to join various important areas of service such as media, police, defence etc.

Ø

Every Masjid committee should have with it, some basic Information regarding all the members under its Jurisdiction. Eg: Name, Date of Birth, Education, Employment, Business, Other skills, Passport No., Telephone No., Blood group, etc.

Ø

Notice boards in the Masjids or Madrasas may be used to inform the members of the Community regarding various educational courses or job opportunities available or regarding various facilities offered by the government in the field of business, industry etc.

Ø

Members of the Community should be informed regarding various epidemics and diseases like polio. AIDS, Chikun gunea, swine flu etc and their precautionary and remedial measures, on occasions like Juma and through announcements and notice boards in the Masjid.

Ø

Juma Masjids at the Taluk level or at least at the District HQs should have facilities to inform and guide the members of the Community in matters generally related to employment, business and industries and facilities offered by the Govts in these areas.

Ø

Special programmes should be conducted to educate the leaders of the Community at various levels on how to make the best utilization of different Boards such as Minority Development Corporation and Departments such as Ministry of Wakf and Minority Affairs.

Ø

Masjids and Occasions of religious gathering may be used to educate the members of the Community an why and how they should register births, obtain birth certificates, ration cards, voter ID’s, health cards and various other such documents .

Ø

Wherever possible, first Aid facilities should be made available in the Masjids and Madrasas and Moulavis should be trained on how to use these facilities.

Ø

Efforts should be made to start low budget and short term self employment courses at every level and if necessary the Madrasa premises that remain normally unoccupied during the day time, should be used for this purpose.

PROCEDURE FOR INCOME & CASTE CERTIFICATE To obtain income and caste certificate an application is made in prescribed form to the nearby Nemmadi Kendra/Tahsildhar.

II. PROCEDURE TO BE FOLLOWED FOR OBTAINING NEW RATION CARD THROUGH ONLINE 1) The applicant should know the district, Taluk, city and the Ward number of the area where he/she is residing. 2) If the applicant has an electricity connection for his/her residence, the following information is required a) The RR number available in the electricity bill. b) The ESCOM location code (if belongs to Bangalore and Tumkur) 3) The mobile number of the applicant. 4) The date of birth/year of birth of the applicant. 5) If the applicant is single, the applicant has to provide his/her parent’s/family’s address in the application. 6) List of all the members to be included in the Ration Card. 7) The date of birth/year of birth of all the members. 8 ) If the applicant has an LPG connection, the following information is required: a) The name of the company and the distributor of your LPG. b) Your LPG Consumer number. c) Name of the person under whose name the LPG connection is registered. 9) If the applicant has had an old Ration Card, in that case the old Ration Card number must be provided in the application. 10) If your LPG Consumer number is not found in the database then immediately inform your LPG Distributor to get it added.

7. Unmarried girl candidates have to mention their parent’s name. Married women should mention their husband’s name.The applications have to be submitted to booth level officer (Electoral officer) as per notifications from time to time. Those 18 years and above have to submit application in Form 6 to the Tahsildhar. (Asst Electoral Officer) 1. Certificate in proof of age (School certificate/Birth certificate) 2. Record in support of domicile (Tax receipt, rent agreement, etc)

Transfer, correction etc of name in Voter`s list Those already enrolled in voters list when transferred from one place to another have to submit an application in form 7 for the removal of name in the existing list. Then an application is made in form 6 with the concerned Tahsildhar. If there is a change of residence within the same constituency, then an application is made in form 8A.Those requiring inclusion of name and correction of names should fill in form No.8

GUIDELINES FOR INCLUSION OF NAME IN ELECTORAL ROLL BY AN OVERSEAS ELECTOR Who can file Form-6A ·

Every Indian citizen staying in a foreign country, who has not acquired citizenship of a foreign country, and has completed 18 years as on 1st January of the year, can make an application in Form 6A for being registered in the roll for the constituency pertaining to the locality in which his place of residence in India as mentioned in the passport is located. The application in Form 6A can be presented to the registration officer concerned. The applicant should have completed eighteen years of age as on 1st January of the year. For example, if the application is for inclusion of name in the electoral roll with reference to 01-01-2012 as the qualifying date, the applicant should have completed 18 years as on 01-01-2012

Where to submit the application in Form-6A ·

The application should be submitted directly to the Electoral Registration Officer (ERO)of the constituency within which the place of ordinary residence of the applicant as given in the valid passport falls. The Application in Form 6A can be presented in person to the ERO or sent by post addressed to the ERO concerned. [The particulars and postal address of the EROs of all the constituencies of India can be seen on the website of Election Commission of India (http://eci.nic.in)]

If application is sent by post, it should be accompanied by photo-copy of the relevant pages of the passport containing the photograph and all other particulars of the applicant and the page containing the valid visa endorsement. These photo-copies should be duly self attested. Applications without the attested photo-copies of these documents will be liable to be summarily rejected. If the application is submitted in person before the ERO, the application should be accompanied by a photo-copy of the relevant pages of the passport as mentioned above. The original passport should also be produced along with the application for verification by the registration officer. The passport will be returned immediately after verification.

Voting It may be noted that after your enrolment, you will be able to cast vote in election in the constituency, if you are physically present in the polling station along with your original passport on the day of poll.

IV. BIRTH AND DEATH REGISTRATION Either Birth or death should be immediately registered with Birth and Deaths Registrar. It may be Local Panchayat, Municipal Council or Town Panchayat or City Corporation.

Prescribed period: With the occurrence of the incident (birth or death) within 21 days (with fine upto 30 days) reported in writing to the nearest office or through Hospital if the incident takes place in a hospital

After the prescribed period If registration is delayed for some reasons, if within a year application may be submitted at Taluk Office. After one year the registration may be done through Court. 1. Affidavit in Rs.20-00 stamp paper 2. Penalty paid receipt (Penalty amount depending on the duration of delay)

V. PROCEDURE TO OBTAIN SENIOR CITIZEN IDENTITY CARD Issue of identity cards to senior citizens Mangalore Senior Citizens Association (R) was formed on 28th January, 2006 with the main object of ensuring the welfare of Senior Citizens (Aged 60Years and above). The Association has been authorized by the Government of Karnataka to issue Identity Cards to Senior Citizens of Mangalore Taluk. The work relating to issue of Identity Cards to Senior Citizens was taken up by the Association from June 2007 and the response from Senior Citizens is very good. Their office is functioning in Mangalore city Corporation office in Basement Floor and is open on every Tuesday between 2.30 to 5.30 pm. Identity cards are essential for claiming the benefits granted by Central/State Governments to Senior Citizens.

The following is the procedure for issue of Identity cards to Senior Citizens: 1. Collect the Application Form on payment of Rs.5/2. Fill up Application form and submit the form along with the following. -15-

a) A Xerox copy (duly attested by the applicant) of Date of Birth certificate (School certificate/ Passport/ Pan Card/Driving License/Baptism Certificate/ LIC policy/ Pension Book/ Service Register Extract) to be attached to the application. b) In case no proof of date of birth is available, an affidavit duly attested by a Notary. c) TWO passport size photos to be pasted in the respective boxes. d) TWO signatures in the places provided for. e) Blood Group is to be noted in the application form in the relevant column. 3. Payment of Rs.20/- along with duly completed application form 4. The identity cards will be ready for distribution FOUR WEEKS after the submission. The cards will be distributed on production of the relevant receipt. In case the applicant cannot come personally to collect the ID card, he can authorize (In writing on the reverse of the receipt) another person to receive the same on his behalf.

CONCESSION AND FACILITIES GIVEN TO SENIOR CITIZEN BY DIFFERENT MINISTRIES/ DEPARTMENTS OF THE GOVERNMENT Facilities / Benefits given to senior citizens: Ministry of social justice and Empowerment is the nodal ministry responsible for welfare of the senior citizens. It has announced the National Policy for Senior Citizens covering all concerns pertaining to the welfare of senior citizens. 1. The National policy on older persons recognizes a person aged 60 years and above as a senior Citizen. The Ministry is also implementing following schemes for the benefit of Senior Citizens. a) An integrated program for older persons (Plan Scheme). This scheme has been formulated by revising the earlier scheme of “Assistance” to Voluntary Organization for programmes relating to the welfare of the aged. Under this Scheme, financial assistance up to 90% of the project cost is provided to NGOs establishing and maintaining old age homes, Day Care Centers, Mobile Medicare Units and to provide non–institutional service to older persons. b) The scheme of Assistance to Panchayat Raj Institution/ Voluntary Organizations, Self-help groups of Construction of old age homes/ multi service centers for older persons (Non plan scheme). Under this scheme, one time construction grant for old age homes/multi service centre is provided to non government organizations on the recommendation of the State Government/ UT administrations.

Ministry of Finance 1. No income tax is chargeable for income up to Rs.2.40 Lakhs (for the financial year 2009-2010) for senior citizens who have a completed 65 years of age. This limit is liable to change as per the provisions of the Finance Act every year. 2. Higher rate of interest on saving Scheme /Fixed Deposits in Banks for Senior Citizens. 3. Senior Citizens Saving Scheme offering Interest @ 9% per annum on the deposits made by the Senior Citizen in post Offices has been introduced by the Government.

Ministry of Road Transport and Highways: i) Reservation of two seats for Senior Citizen in front row in all the buses (moffusil & city bus) ii) Some State Government are giving fare concession to Senior Citizens in the state Road Transport Buses and are Introducing bus models which are convenient to the elderly. -16-

iii) By the Recent notification the Karnataka state road transport Authority have announced 25% discount in fare for Senior Citizens aged above 65 years in all buses excluding ‘VOLVO’ buses.

Ministry of Health & Family Welfare: Separate queues for Senior Citizens in hospitals for registration and Clinical examination at the concessional rate

Department of Telecommunications: i)

Faults /complaints of Senior Citizens are given priority by registering them under Senior Citizens category with VIP tag, which is a priority category. ii) Senior Citizens are allowed to register for telephone connection under Non-OYT special category, which is a priority category. iii) Helpline for Senior Citizens: With the co-operation of Police and State Government toll free telephone service 1090 is available. This phone is available for all 24 hours. The helpline authorities, in case of need will visit the Senior Citizen’s place of residence. The police department will extend all help and if necessary resolve the problem with amicable settlement/ mutual consent. In addition during the day time elderly people can make use of the telephone No :2421190

Ministry of Railways: a) Indian Railways provide 30% fare concession in all mail/express train for male Senior Citizens aged 60 years and above . For Female citizens aged 60 years and above the concession available is 50% in fare. b) Indian railways also have the facility of separate counters for Senior citizens for purchase a cancellation of tickets. c) Wheel chairs for use of older persons are available at all junctions, and other important station for the convenience of needy persons including the older persons. d) Specially designed coaches with space provision for wheel chairs and specially designed toilet for handicapped person have been introduced.

Ministry of civil Aviation : i)

Indian Airlines is providing 50% discount on normal economy basic class fare for all domestic flights to male Senior Citizens who have completed the age of 65 years and 63 years in the case of female Senior Citizens, subject to certain conditions. ii) Air India is offering discount to senior Citizens aged 60years and above on flights to USA, UK and Europe, Further, Air India has now decided to reduce the age 60 years plus for discount on their domestic routes as well. iii) Sahara Airlines is offering 50% discount on basic fare for travel on its domestic flights to Senior Citizens who have attained the age of 62 years.

8. Ministry of Consumer Affairs, Food and Public Distribution : i)

Under the Antyodaya Scheme the Below Poverty Line (BPL) families which also include Senior Citizens are provided food grains of 35 kgs. Per family per month. The grains are issued at Rs.3/per kg for rice and at Rs.2/- per kg for wheat. The persons aged 60 years and above who come under the BPL category are given priority for identification. -17-

ii) Under the Annapoorna Scheme being implemented by the state/ UT Administration, 10kgs of food grains per beneficiary per month are provided free of cost to those Senior Citizens who are not covered under the old age pension scheme. iii) State Governments have issued instructions for giving priority to the Ration Card holders who are above 60years of age in fair price shops for issue of rations.

Courts in the Country accord priority to cases involving Senior Citizens and ensure their expeditious disposal. Under the old age pension Scheme, monthly pension is given at variable rates to the destitute Senior Citizens by various State Governments/ UT Administrations. Under Sandhya Suraksha Scheme Senior Citizens the aged 65 years and above are eligible for monthly pension of Rs.400/- subject to the following guidelines. They should be deserted by their children/ family members/ kith and kin. Their annual income should not exceed Rs.20,000/- from all sources.

The central government has adopted the central legislation. Maintenance and welfare of parents and Senior Citizens Act 2007 and the following are the important points. With the withering away of joint family system, dwindling financial resource and with weakening health, parents are perceived as burden even while living with the family. All elderly person/ parents who have insufficient income and are unable to look after themselves can claim maintenance by way of monthly/ periodical allowance from their sons/ daughter/ adopted children/grand children or relatives who are likely to inherit the property. Under the Act, every State Government will take the responsibility to establish a Tribunal, not less than one each in every district under the supervision of Sub-divisional Officer. District Welfare Officer will supervise and the District magistrate is the appellate authority. Senior Citizens parents, who have any problems, may approach the tribunal directly or through some organization seeking remedy. State Government shall also adopt schemes like “Sandhya Suraksha/ Home for the aged/ Guest Houses” with Specific standards with proper medical aid. Karnataka state government is yet to adopt the Act and the same shall become operational when adopted and gazette.

11. Conclusion: Apart from the measures taken by the ministry of social justice empowerments as well as by the different departments/ Ministries in regard to the welfare/ care of the Senior citizens (as indicated at Para 1-10 above) Government has already made sufficient and strong provisions at chapter III of the “Personal Low” (Hindu) and at Chapter IX of the ‘Code of Criminal procedure’. All concerned people are required to understand /verify and avail the above benefits. The benefits are liable for changes as per government notifications from time to time.

Aadhaar enrolment is free. You can go to any authorized Aadhaar enrollment center anywhere in India with your identity and address proof. UIDAI process accepts (Proof of Identity) and Proof of Address) documents. Common proofs of identity and address are election photo ID card, Ration card, passport and driving license. Photo ID cards like PAN card and Govt ID cards are permissible for identity proof. Address proof documents also include water – electricity – telephone bills from the last three months. In case you do not have above common proofs, Certificate of Identify having photo issued by Gazetted Officer/Tahasildar on letterhead is also accepted as PoI. Certificate of Address having photo issued by MP or MLA /Gazetted Officer/Tahasildar on letterhead or by Village Panchayat head or its equivalent authority (for rural areas) is accepted as valid PoA. Even if someone in a family does not have individual valid documents, the resident can still enrol if his/her name exists in family entitlement document. In this case the Head of Family in entitlement document needs to be enrolled first with valid PoI & PoA document. The head of the household can then introduce other members in the family while they are enrolling. UIDAI accepts 8 document types as Proof of Relationship. Where there are no documents available, resident may also take the help of Introducers available at the enrolment centre. The Introducers are notified by the Registrar. Your photo, finger-prints and IRIS scan will also be taken as a part of the enrollment. You can review the details you have provided and make corrections during enrolment itself. The registering officer will issue a identity card for having registered the application. This should be kept carefully and each month the fee of Rs.10-00 must be remitted to the registering authority without fail. TRAINING OF MUSLIM WOMEN IN STITCHING, EMBROIDERY AND KNITTING In this scheme of training in stitching, embroidery and knitting for the Muslim women in the State to be implemented through the NGOs on the following Conditions 1. The training period would be for the duration of 6 months with 2 batches of 25-30 students per day. 2. The NGOs can adjust the timings of the training to suit the convenience of trainees with a fixed component such as both in the morning and afternoon. 3. The training shall be impact by well qualified committed trainers with vast experience in cutting and stitching. 4. The Honorarium of Rs 3,500/- Per month in respect of the trainer and Rs 2,000/- Per month in respect of the Asst. Trainer will be borne by the Karnataka State Wakf Foundation for Women Development 5. An amount of Rs 100/- Per month would be provided to each of the trainee for training material. This amount will not be given in cash but material will be supplied in the training Classes. At the end of the training period, successful candidates will be provided with Sewing machine subject to the condition that 50% of the cost shall be met by the trainees or the NGOs. VIII. RENEWAL OF SCHOLARSHIPS As per the Prime Minister’s 15 point programmes, the scholarships once awarded may be renewed for the succeeding academic year. Those desiring renewal have to pass the previous academic exams. This is granted to students to continue their academic studies. For renewal, the application have to submitted along with all the required documents including the copy of the college fee paid and bank account of the applicant

IX. MINORITY COMMISSION Minority Commission undertakes to felicitate the Minority community students who have secured 95% or more marks in ‘SSLC or PUC. Applicants have to send the applications in prescribed forms. This is a scheme to encourage all the students who perform well in exams. There is no prescribed income limit.

X. CENTRAL SECTOR SCHOLARSHIP Central Government has sanctioned special scholarships to students who have secured more than 80% marks in PUC exams. XI. NTSC NATIONAL TALENT SEARCH EXAMINATION – SCHOLARSHIP NTSC exams will be held in 8th Standard and those passing the exams will be given scholarships from 9th Standard up to 12th standard( PUC). Those appearing for NTSC exams must be 8th Std students. They must have secured 55% marks in 7th standard. Generally the exams are held in November. If the candidate passes NTSC exams he will receive Rs. 500-00 per month until the completion of his 2nd PUC. Usually the concerned Head of the Institution will get the application from the Block Education Officer and help the students to fill up and forward the application to Block Education Officer of their area.

XII. BEEDI SCHOLORSHIP Beedi Scholorships are available right from elementary school lasting upto PhD courses. The Beedi rolling family should have the pass book of at least 6 months duration. Only the children of Beedi rolling parents are eligible for scholarships. The prescribed applications have to be submitted through the Principal/ Head of the Institution. XIII. TALENT APPRECIATION ASSISTANCE FOR PHYSICALLY CHALLENGED All physically challenged students having secured more than 60% in SSLC, PUC, Degree and Professional Courses at Udupi and D. K. XIV. SAAD SCHOLORSHIP This scholarship is available to Muslim Students pursuing SSLC, PUC, and DEGREE courses. They must have secured more than 70% marks in the previous year examinations. Merited student can contact in our Office in Mangalore.

XV. HAMDARD SCHOLORSHIPS Those of Minority Community securing more than 80% marks in SSLC, PUC, DEGREE are given scholarships respectively 350-00, 550-00 and 1,200-00 per month throughout the tenure of their studies. Hamdard National Foundation Awards are given only to professional courses. This facility is given only on merit cum means basis. The applicants have to submit a note describing their needs and submitted along with income certificate and marks cards. XVI. ISLAMIC DEVELOPMENT BANK, JEDDAH SAUDI ARABIA These scholarships are available to brilliant students to continue education of professional courses. From Medical to Engineering, Agriculture, Fisheries, Forestry, food technology, Micro Biology, Bio technology including LLB courses. The candidate must have completed PUC with first class marks. XXII. NATIONAL OVERSEAS SCHOLARSHIP SCHEME FOR MINORITY STUDENTS OF KARNATAKA Eligibility: · For Post Doctoral : 1st Class or 60% marks or equivalent grade in relevant Master Degree/Ph.D. · For Ph.D : 1st Class or 60% marks or equivalent grade in relevant Master Degree. · For Master Degree : 1st Class or 60% marks or equivalent grade in relevant Bachelor Degree. · The students must be residing in India/ Karnataka State at the time of applying for Scholarship Age Limit: Below 38 years from the date of commencement of the course/ Studies applied for.

Financial Assistance: • •

A total allowance of Rs.5.00 Lakh per annum and a maximum of Rs.10.00 lakh for the entire course will be awarded to the awardees. The amount also covers the cost of air fare as has been prescribed for all levels of course covered under the scheme.

Default under the Scheme: • •

The selected candidates have to execute a bond on non-judicial stamp paper as required under this scheme. In case a candidate pursuing studies aboard violates any of the terms and condition of bond executed by him /her, such candidates will be liable to pay the entire amount along with 12% interest per annum to the Government.

XXIV. KARNATAKA MINORITY DEVELOPMENT CORPORATION 1.

Arivu Educational Loan

The Govt. of Karnataka has introduced “Arivu” (Education loan) to help the minority students with financial assistance upto Rs.75, 000/- per year till the completion of the course, for the professional courses like Medical, Engineering, Dental, Master Degree Courses, Diploma Courses, Nursing, B.Ed, D.Ed, and ITI. The loan has to be repaid after completion of the course with 2% interest. The Corporation allocates the physical and financial target based on allocation made in the budget and minority population. The District Manger of the concerned District invites the application through newspapers. The received application will be scrutinized and the same will be placed by the District Manager before the District Committee headed by Chief Executive Officer to Zilla Panchayath, who is the Chairman of the Committee. The Committee will select the beneficiary and forward the proceedings to the head office for release of loan to the beneficiary.

Facilities for learning: In order to enhance the learning skills of Minority community students, to provide teaching aids in Minority schools and to improvise the teaching capacities of faculties, an amount of Rs.10,000-00 is granted to each Institution to obtain teaching aids and other materials

XXV. VOCATIONAL TRAINING TO MINORITIES Unemployed minority‘s youth/girls are trained through Technical Education department in diverse professional courses like Fashion Designing, Garment Making, Servicing in Electronic equipment, Electrical wiremen training for wiring licence, Air- Conditioning in refrigeration, Supervisor in Civil Engineering Construction, Repairing of domestic appliances, which helps them to commence self employment.

Eligibility Must belong to Minority Community Passed 10th standard exams or those failed may also apply Annual income of the candidate/his family should not exceed 48,000-00 The minimum age is 18 years while the maximum age is 40 years

Selection process Applicants must submit prescribed application duly filled to Dist backward classes and Minorities Officer who will process the applications and select the candidates.

XXVI. KOUSHALYA TRAINING SCHEME By imparting training to unemployed Minority community youth/girls in various computer courses, will be able to find self employment or find suitable employment.

Beneficiaries: Those having passed 10th STD belonging to Minority community with an income not exceeding Rs.2 lakhs may avail the benefits under this scheme.

Eligibility The family income of the applicant should not exceed Rs.2 lakhs. Candidates must belong to religious minorities. Must have passed SSLC

Selection process After submitting applications in the prescribed form and after pooling all the applications a list of eligible candidates will be examined by the Selection Committee headed by the Deputy Commissioner. According to the target fixed for the District, number of final candidates list will be announced.

XXVII. NURSING STIPEND TO CANDIDATES OF MINORITY COMMUNITY If the Minority community candidates are pursuing GNM, Nursing/BSc Nursing, they will be paid stipend to pursue the courses and complete their education successfully.

Pre –examination Training to Minorities candidates appearing for Karnataka Public Service Commission/Union Public service commission. Directorate of Minorities has decided to sponsor the Minority community candidates for the preexamination training of Indian Civil Services. Applications are normally invited in August of the previous year. Candidates will be chosen on the basis of an objective test of 200 marks. Selected candidates will be sent for training in Delhi/Chennai/Hyderabad/Bangalore on discretion. All the fees in this connection will be borne by the Government. If chosen outside Karnataka a monthly stipend of Rs.5,000/- and if within Karnataka a monthly stipend will be paid. 1. The income of the parents should not exceed Rs.2 lakh per annum 2. Procedure for Preliminary Exams 1. Candidate to ensure their Eligibility for the Examination: The candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his /her candidature has been finally cleared by the Commission. The commission would take up verification of eligibility conditions with reference to the original documents only after the candidate has qualified for the Interview/ Personality Test.

2. How to Apply a) Candidates may apply Online by using the website Http://www.upsconline.nic.in Detailed instructions for fillings up the online applications are available on the abovementioned website. b) Candidates may also apply Offline in the Common Application Form devised by the commission for its Examinations. Which can be purchased from the designated Head Post Officers/ Post Office (specified in Appendix III of the Notice) Throughout the country against cash payment of Rs.30/(Rupees Thirty Only) Each such form can be used only once and only for one examination. In case of any difficulty in obtaining Application Forms from the designated HPOs/ POs, the candidates should immediately contact the concerned post master or UPSC’s “FORMS SUPPLY MONITORING CELL” over Telephone No. 011-23389366/ FAX No. 011-23387310 c) Candidates are advised to read carefully the Instructions for filling up the “Online Application Form” given Appendix –II (A) and Instructions for Offline Application given in Appendix II (B) of this notice.

3. Eligibility conditions: i) Nationality: 1. 2.

For the Indian Administrative service and the Indian Police service, a candidate must be citizen of India. For other candidate must be either: a) a citizen of India, or b) a subject of Nepal, or c) a subject of Bhutan, or d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently setting in India or e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently setting in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be person in whose favor a certificate of eligibility has been issued by the government of India. Provided further that candidates belonging to categories (b), (c) and (d) above will not eligible for appointment to the Indian Foreign Service. A candidate in whose case a certificate of eligibility necessary, may be admitted to the examination but the officer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the government of India.

i) Age Limits: A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2011, i.e. he/she must have been born not earlier than 2nd August, 1981 and not later than1st August 1990.

ii) Minimum educational Qualification: The candidates must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational Institutions established by an Act of Parliament of declared to be deemed as a University Under Section -3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

iii) Number of Attempts: Every candidate appearing at the examination, who is otherwise eligible, shall be permitted four attempts at the examination. Provided that this restriction on the number of attempts will not apply in the case of Scheduled castes and Scheduled Tribes candidates who are otherwise eligible.

Stipend for ITI/Diploma Under this scheme stipend to ITI / Diploma Students is provided at the rate of Rs. 150/- per month for 10 months to minority students studying in ITI/Diploma courses. This is a District Sector scheme and implemented through the Zilla Panchayats.

Stipend for Law Graduates Under this scheme financial assistance in the form of monthly stipend is provided to Law Graduates belonging to the minority communities. They are trained under Government Advocaters or Advocate with 20 years of practice and will be given Rs. 1000/- stipend per month for four years.

PROVIDING COMPUTER TRAINING TO MINORITIES MUSLIM WOMEN This scheme extends financial assistance to educational institutions and NGOs and other Institutions providing free computer training and have their own infrastructure by sanctioning grants to and for salaries of the Trainers/Teachers Subject to the following conditions. 1. Educational Institutions, those providing computer training, NGOs, Institutions having infrastructure providing free computer training to Muslim Girls for 6 months shall submit application. 2. The period for training shall be 6 months and training to 2 batches i.e., morning and evening shall be provided to 50 Candidates minimum. 3. Teachers imparting training should be qualified and experienced in providing computer training. 4. A Honorarium of Rs. 5,000/- (Five thousand only) to the teacher and Rs 3,000/- (Three Thousand Only) to the Assistant Teacher providing Computer training will be paid by the Karnataka State Wakf Foundation for Women Development.

Loan facilities are provided through various Nationalized Banks/Financial Institutions for business, services, industries and agriculture based activities for the maximum project cost upto Rs.1,00,000/-. 20% of the project cost will be sanctioned by the Corporation as Margin Money loan @ 7% interest. Balance is provided by the Banks/Financial institutions. A Subsidy upto Rs.5,000/- is also provided by the Corporation. The Corporation is allocating the physical and financial target based on allocation made in the budget, minority population wise. The District Manager of the concerned district invites the application through newspapers. The received application will be scrutinized and forwarded to the concerned bank for sanction of loan. The concerned bank will verify the feasibility and viability of the project sanction the loan and send the proposal for the release of Margin money loan to the District office. The District Manager will place the proposal before the District Level Committee headed by Chief Executive Officer of Zilla Panchayath, who is the Chairman of the Committee. The Committee will approve the list of beneficiaries and same will be forwarded to the Head Office for release of Margin Money loan and Subsidy to the Bank, for further release of Margin Money loan and Subsidy alongwith Bank portion of loan to the beneficiary.

Ganga Kalyana Scheme A.Community Irrigation: The beneficiaries should be small and marginal farmers and those who have totally 8 acres of land comprising 3 beneficiaries, will get 2 borewells and 15 acres of land comprising of 5 beneficiaries, will get 3 borewells and each beneficiary should have 2 to 3 acres of land. Borewells are drilled underground, submersible pump sets will be installed and energisation for the borewell will be done by the Corporation. This scheme is entirely a subsidy scheme. · In order avail this facility the beneficiaries must be belonging to Minority community. · Permanent resident of Karnataka · Small farmers or holding small agricultural lands · Annual income of the family should not exceed Rs.22,000/· Agriculture must be the occupation and should not have any other water source or irrigation facility · Documents required are- ration card copy, RTC original /two pp size photographs/EC map/ family tree/revenue receipt/small agriculturist letter from Tahsildhar/A letter from village accountant saying that applicant is dependent on agriculture/ A self affidavit stating that there is no alternative irrigation facility.

B. Individual Borewell: On the selection by the Competent Authority, under individual borewell scheme, for the beneficiary holding 2 to 5 acres of land, one borewell will be drilled and pumpset will be supplied. The total expenditure is Rs.1,00,000/(Grant of Rs.86, 000/- & loan of Rs.14, 000/-), this includes Energisation charges. The Corporation is allocating the physical and financial target based on allocation made in the budget and minority population. The District Mangers of the concerned District invites the application through newspapers. The received application will be scrutinized and District Manage will place the proposal before the Taluq committee headed by concerned MLA is the Chairman of the Committee. The Committee will select the beneficiary and forward the proceedings to the head office. · Agricultural land constituting around 8 acres in one place involving 3 small farmers will be allotted 2 borewells and for 15 acres involving 5 farmers will be allotted 3 borewells with pumpsets to facilitate irrigation. · Mass irrigation system will be implemented in consonance with the budget available for Ganga Kalyana scheme and with the permission of irrigation department. Under the own your land scheme, KMDC will finance the purchase of 2 acres of tillable land or 1 acre of Tari land not exceeding 2.5 lakhs to those landless agricultural coolie. 50% will be in the form of subsidy and the balance loan part 50% will carry 6% interest.

Eligibility The candidate must belong to the Minority community For light vehicle the minimum age is 18 years. Heavy vehicle and for autorickshaw the age must be 20 years. Provided the candidate must not be pursuing education in any of the educational institutions or should not be in any other training schedules.

6. Land Purchase Scheme (New Scheme): Under this scheme, the Corporation will purchase the agricultural land and this will be given to the poor landless minorities farmers in the rural areas. 2 acres of Dry Land or 1 acre of wet land will be distributed to each beneficiary. Each acre of land costs Rs.30,000/-. The cost of land will be treated as 50% loan and 50% subsidy to the beneficiaries. The loan has to be repaid in 4 yearly installments @ 7% interest per annum. 7. National Minorities Development & Finance Corporation’s Direct Loan Scheme: The National Minorities Development & Finance Corporation, New Delhi was established at Central level during 1994. The Main object of this Corporation is to uplift the poor religious minorities financially throughout India. NMDFC is extending loan to the religious minorities throughout its SCAs (State Channelising Agencies). In Karnataka, Karnataka Minorities Development Corporation is the SCA. The NMDFC releases the loan @3.5% to the SCAs as against the Govt. Guarantee provided by the State Government.The loan will be released for the schemes approved by NMDFC. The Corporation is releasing 85% of the project cost as NMDFC share, 10% share of the project cost from KMDC and balance 5% of the project cost has to be borne by the beneficiary. 6% interest per annum is being charged by the Corporation for the loan released. INDIRA GANDHI NATIONAL OLD AGE PENSION SCHEME

The Government by modifying the old age pension rules has introduced Indira Gandhi Old age Pension scheme from 19-11-2007.

Details of the scheme: 1. The beneficiaries must be above 60 years of age. They are of BPL (below poverty line ) families. 2. The Rural development and panchayat Raj Ministry of Central Government has fixed 13 points to determine below poverty line criteria. For every aspect 0 to 4 marks are fixed. Accordingly those getting 26 marks or below are classified as BPL families. 3. The practical solution for this is – careful career planning. In this Section we discuss some of the basic steps to be followed before student decides on taking up his choice of course/career.

Career Planning Career Planning is the process of making career choice and putting them into action. It’s something you will do time and time again, throughout your life. This section will help you to understand and do the four stages of career planning, from thinking about yourself and your main skills and interests, to how to make career decisions and act on them . There are four major steps in career planning process, which are: 1. Self- Assessment (Knowing Yourself) 2. Career Exploration (Exploring the career options) 3. Decision making (Selecting the Best Options) 4. Take Action (Implementing the career plan)

Step1: Self Assessment It is the first and most important step in career planning and has a great impact on the decision making process. The time you spend on knowing more about yourself will always give you the best returns and the foundation for making educated career choice. As a Student, When you begin to explore careers and try to identify jobs, the first thing to do is understanding yourself, your skills, interests, Values & personality characteristics. You can begin by asking questions to yourself. Parents can also participate in this process. 1. What are my strengths and weakness? 2. What are my most prominent skills and abilities? 3. What skills did I use in school to overcome difficulties? 4. What skills do I need to acquire? 5. What gives me full satisfaction? 6. What kind of work will keep me happy? 7. Why Interests are important? Interests are the things you enjoy doing and would like to do without force or instructions. Although interests don’t necessarily reveal skills…… 1. Selecting a career which matches your interests will make you much happier in life. 2. You will enjoy your work than just doing it as a routine job. For example: just because you are good with remembering dates in history doesn’t necessarily mean you like to work with history. Similarly just because you enjoy playing cricket doesn’t mean that you can play in the Indian cricket team. But still it helps you to see where you are interested & later you can have these interests in one way or another, into your career. So, even though you may not be able to play cricket for India, you could look for a job with a cricket magazine, cricket reporter, cricket coach or a cricket equipments manufacturer. By identifying your interests, you can always determine what that career could be.

Step 2: Career Exploration The Career Exploration stage is best described as the “information gathering” phase. In this stage, you gather as much information as you can about careers in order to make an educated career decision. As you do the information gathering, take care of the following points. 1. Be open- minded. Don’t label a course / career as not good or unfit until you have done some research and got enough information about it. 2. Eliminating a career on the basis of your initial assumption will make your career exploration more difficult. 3. Make a list of all careers you wished Since your childhood. There will be several wishes but you must finalize 3 to 5 of them. 4. Talk with family and friends and ask them for their ideas only. 5. Read newspaper – go through the job ads in the classified/ jobs section of newspapers, list the jobs which interest you. 6. Attend career guidance program or seminar to learn about different career options. 7. Talk to professionals of careers which you finalize as the best options for you. 8. Meet career counselors who can help you or guide you in taking a decision. 9. Make sure you make no decision without consulting the right people from the respective field you want to select.

Ask professionals – Get the Inside Story During Career Exploration, when you explore a career or a specific job that seems to fit your interest and abilities, certain questions will come to your mind. Given below is a list of questions which you can make and with these questions meets the professionals and get their answers/ comments. For examples if you are highly interested to become a IAS officer and you find yourself having the skills and abilities required for it, then you can make a list of question given below and get the answers from an IAS officers

Questions which can be asked are: 1. What are the tasks performed in this occupation? 2. What duties do you perform every day? 3. What skills or abilities are needed? 4. Are the Jobs in this field only in India or abroad also? 9. What kind of people you work with? 10. What is the future of this career? 11. What are the normal work hours? Can I work from home? 12. Does this job require travel? 13. What companies hire people for this occupation? Never make a “Cross- connection” check before you dial!! If you want to know about civil engineering, to get more details do not ask your family doctors when you visit him for a health check up. He/she might be the best doctor but his/her knowledge about actual civil engineering will almost zero. Hence always make sure that you contact professionals of the same field about which you have questions.

Steps 3: Decision Making (Selecting the Best Options) After you are done with self assessment and getting all the information about careers, you will have to select the best options. This is the time to decide. During this decision –making stage, you will have to rough picture about the kind of work you like to do and where you want to do it. It’s also the time to set your goal. The following steps will be useful: 1. Question yourself – which careers are most suitable and attractive to me? 2. Which fits the best for me, the one I can select considering my strengths and limitations? 3. If you feel interested in more than 5 careers, go back and do self assessment and career exploration once again? 4. Finalize on 2 or maximum 3 career options. 5. Compare these 2 or 3 career options in all parameters. 6. Finalize on 1 career. Put a plan to reach your goal. 7. Always remember: Decisions are not permanent. New options may open up and new choice can be made. Most of us go through this process again and again.

Step 4: Take Action (Implementing the career plan) All said and done, after spending your precious time in finding about yourself, the career options and deciding on which career is the best option for you, it’s time for a plan. A plan that will lead you to your goal. This is very Important because “Proper Planning Prevent Poor Performance”. As this saying goes, it’s very much likely that without a proper plan you will never realize what you want to achieve. -58-

The Benefit this test After completing this test and marking your scores, you will be able to identify what kind of personality you have and based on this which are the occupations you can select in which you may be successful. Note: 1. If you are a student not understanding how to do this test or a statement, contact your teacher or parents for assistance. In case of more help, contact us. 2. This test is not only for 10 pass. It can be taken by any student, any individual who is curious to know his/ her personality type. Instructions 1. Select a comfortable and calm place to take up this test. 2. There are 90 statements, read every statement carefully. 3. On page No.17, the scoring sheet is given. 4. After you read every statement, if you feel it’s something you say or you do or you think it’s there in you, go to the scoring sheet on page 17 and circle that particular statement number. For example: After you read statement 1, if you feel that it’s true with you, then go to page 17 and circle No. 1, if you feel it’s not true with you, you need not go to the scoring sheet, simply read the next question.
