This third volume of data documentation contains a paper describing 10 major data files and three appendices containing the tape characteristics of the original files, the definition of each variable in each file, and comuna statistics and one-way frequency distributions of each record in each file. The following files are included: 1. Household file of 1978 DANE household survey: 3,062 households in Bogota and 980 in Cali. 2. Person file of 1978 of DANE HH survey: information on 10,863 persons in Bogota and 3,346 in Cali. 3. Worker file of 1978 DANE HH survey: Data of 5,081 workers in Bogota and 1,636 in Cali. 4. INTRODUCTION

As stated in its research proposal,

the main objective of the

City Study was to develop tools that can be used to estimate the spatial and economic impacts of policy interventions in LDC urban centers using Bogota, Colombia as a case study.

The main forcus of the study has been

or present spatial patterns and their recent changes for five areas: housing, transport, employment location, labor force and public sector.

The

major tasks to achieve the objective of the study has been successfully carried out.

Part of this success is due to the systematic collection and

documentation of high quality data. The purpose of this paper is to provide a comprehensive, uniform and systematic description of the data sets available in the City Study data base.

This volume includes all data files obtained since the prepara-

tion of Volume II as well as corrections or revisions made to the files 2/ included in the previous volumes of the documentation.

The main body of this Volume describes for each data file the type of file, its origin and the purpose for which the data were collected, and the variables in the file.

To facilitate the use of the information

included here, a gross-reference matrix that highlights the available variables, by affinity groups, in each data file is presented at the end of this paper.

Three appendices contain more detailed inform-

Appendix 1, Tape Directory - Technical Memorandum, contains tech-

nical information required for accessing and utilizing the data files, such as the name of the file, tape name and serial number, mnemonic devices used, logical -2ecord length, block size and the number of records in the file.

Appendix 2, Data Documentation contains lay-outs.of the card types

and the name, format, location, and value range of each variable included in each file.

Appendix 3, Comuna Statistics and Frequency Distributions

contains comuna statistics of Bogota and Cali, and one-way frequency distributions of five data files. This paper has been prepared under the guidance and supervision of Gregory Ingram, director of the City Study.

DATA FILE DESCRIPTIONS

1. Subfiles of DANE Household Survey (EH21-78) Due to the comprehensiveness of the information covered by the survay, the original files of DANE Household Survey (Bogota and Cali, 1/

1978)

are very complex and cumbersome to use as they are.

In order

to facilitate easier and more efficient access to these data, three sets of subfiles were created: household files containing dwelling unit, household, and household head related data; person files covering information on household members, jobs, unemployment, and incomes; worket files including data on households, workers; and journeys to work. (a) Household Files:

The household files were created by Sungyong

Kang to be used mainly for the study of housing market.

There are two

files in this data set: D/KANG/EHBOGO/HOUSEHOLD containing 3,062 households in Bogota and D/KANG/EHCALI/HOUSEHOLD covering 980 households in Cali.

Both files include the same variables and each record of the files

represents one household.

There are 149 variables per each record:

1. Variables of residence location: region, UPM, segmento number, building ID number, dwelling unit ID number, household ID number, DANE comuna, DANA sector or barrio, estrato; number of persons in a dwelling unit, number of persons in a household;

2. Variables applying to the building: Type of the buildinq, existence of an elevator, area of the lot, area

of the building, whether the roof is suitable

for another floor, floors in the building, age of the building,-number of dwelling units in the building; 3. Variables applying to the dwelling unit: type of the dwelling unit, roof material, floor material, exterior wall material, area of the dwelling unit, number of rooms in the dwelling unit, availability of a telephone line, water connection, sewer connection, electricity connection, garbage collection, and frequency of garbage collection; 4.

Variables applying to the household: area occupied by the household, number of rooms occupied by the household not including kitchen or bathroom, availability of a kitchen; type of water service, type of sanitary facility, location of sanitary, use of sanitary, monthly fee for water, sewer, and garbage collection, type of lighting, monthly fee for lighting, type of telephone service, monthly fee for telephone, number of inquilinos not including kitchen or bathroom; tenancy of the dwelling unit, whether the dwelling was built by the owner, whether any household member participated in constructinig the unit, construction stage of the dwelling unit, years since beginning of construction; financing source (BCH, ICI, CVP,

Variables applying to market trips: DANE comuina and sector of household's market, frequency of market trips, person who does marketing, transport mode to nearest bus route, number of various types of vehicles available (automobiles, camionetas, trucks or buses, jeeps, motorcycles, and bicycles); 7. Variables applying to vehicles: vehicle ID, make of vehicle, year of vehicle, years owned, principal use, tenancy of vehicle; expenditure last month on repairs and maintenance, expenditure last year for insurance and for taxes, kilometers travelled in last 12 months;

8. Number of students, workers, and unemployed; 9. Variables applying to the household head: sex and age of the household head, years of residence in this city, educational level, last certified year of education at last level reached; work location, DANE sector of workplace, years working in firm, position in job, number of months worked out of last 12 months, number of times changed job in last 12 months, total duration of trips; 10.

Variables applying to income data: household head income, family labor income, family nonlabor income, household income imputed, domestic servant income;

Expansion factor for dwelling units, expansion factor for households, marital status of the household head.

It should be noted that the results oi the original surveys show that about four and two percents of the respondents in Bogota and Cali, respectively, have "no information" on the income variable.

For these

persons, imputed income computed using the information on employment status, sex, experience, and educational level of the person was included 1/ in the household subfiles.

(b) Person Files The person files were created by Yoon Joo Lee to be used mainly for the study of labor market.

There are four files in this data set:

two files for Bogota, D/YOON/EHBOGOPERSON and D/YOON/EHBOGODIST, and another two files for Cali, D/YOON/EHCALIPERSON and D/YOON/EHCALIDIST. The two files D/YOON/EHBOGOPERSON and D/YOON/EHCALIPERSON include 127 variables and cover all the persons in the original files of Bogota and Cali: 14,918 and 4,727 persons, respectively.

Another two files

D/YOON/EHBOGODIST and D/YOON/EHCALIDIST include 17 more variables in addition to the 127 variables included in the former files and cover persons who are twelve years old or more only:

10,863 persons in

Bogota and 3,346 persons in Cali. The variables included in D/YOON/EHBOGOPERSON and D/YOON/EHCALIPERSON are: CARD 1:

husband's employment status, whether

the husband is a blue color worker or not, husband's income, household income per capita excluding maids, number of workers in the household excluding maids, distance from CBD to the barrio where the household is located. A description of how some variables were created using the variables in the original files needs to be made here.

who is working or unemployed is defined as "in-the-labor-market" and any person who does not belorng to this category is defined as "not-in-thelabor-market".

A person is defined to be working if his (her) principal

activity was working or was studying, house wife, rentier, pensioned, incapacitated, other,

or invalidated and worked more than 15 hours a

week during the previous week of the survey.

A person is defined to

be unemployed if he (she) was looking for work during the previous week of the survey. For the respondents with "no information" on the income variable, the imputed income is computed using the same method described in the section of household files. (c) Worker Files The worker files were created by Jon Roseman to be used mainly for the study of the nLr,;nsportatio1i

sector.

There are two files in

this data set: D/ROSEMAN/EHBOGOWORKER containing 5,081 workers in

Bogota and D/ROSEMAN/EHCALIWORKER covering 1,636 workers in Cali.

The

workers here are defined as those who are coded as having the participation status of "had some remunerated activity" in the person files.

Both

files include the same variables and each record of the files represents one worker. There are 83 variables per each record: 1. Data on household: region, UPM, segmento number, building ID number, dwelling unit ID number, household ID number, person ID number, DANE comuna, DANE sector or barrio, estrato, number of persons in household; transport mode from market, blocks to nearest bus route, number of vehicles available such as automobile, camionetas trucks/buses, jeeps, motorcycles, bicycles; number of students and workers in the household, number of unemployed;

household head income, family labor income,

family non-labor income, household income imputed, domestic servant income;

dwelling units expansion factor, households

Data on the worker: relationship to household head, sex, age, marital status, years of residence in this city, literacy (can read and write), educational level, years of education, attendancy of school;

Data on journey to work: person ID in the household, whether the person has driver's license or not, last day of work at the principal job, hour and minute left for work, origin of the trip, DANE comuna and sector or barrio of the origin, total duration of the trip, the first and the second mode of transportation to work, minutes walking to a vehicle, cost of transport,number of transfers, minutes waiting for vehicles, cost of parking, minutes inside vehicles, minutes walking after ride, whether the trip passes through CBD or not, whether the person went home to lunch, whether someone brought the worker lunch at workplace, minutes spent having lunch, whether the worker had another job besides the principal one last week.

2. Subfile of Corno' s Household Survey The structure of the original file of Corno's Household Survey 1/

(Bogota, 1975)

is incouvenient to use for the analysis of migrants.

The original file contains three different card types: one card 1 and one card 2 per respondent and zero to several card 3's per person depending on the changes encountered. card 3:

The changes are recorded in two types of

when there is a change in residency or tenancy and a change

in occupation, education, or head of household, general information regarding changes in the previous years is recorded in type 1. When only occupation, education, or head of household changes, the information is recorded in type 2. Since the study is interested in analyzing how migrants adjust their life in the city, it is desired to include only type 1 of card 3 covering information on changes in residence.

In

addition, the original file includes the destination of each move and the origin of the next move but not of the present move. Thus, in order to study both origin and destination of a move, matching information between card 3's is necessary, a cumbersome task. In order to improve access to the information in the file, a new file containing card 1, card 2, and only type 1 of card 3ts is created and named D/ROSEMAN/BOB/SUBFILE.

This new file includes both

origin and destination of each move in the same card, X and Y coordinates of origin and destination zones, and distance of moves.

In addition, the

variable in card 2 which shows the number of other card 3's in the original file is replaced by a new variable showing the number of life time residence changes of the respondent.

For other variables, the new

file covers the same information as that of the original file.

The

file now contains information on 707 persons in 4,719 records: one card 1,

one card 2, and zero to several card 31s per person depending

on the number of changes in residence location. Following is the list of the variables included in each card: CARD 1:

General personal and household data: Card number, household number; present residence;

socio-economic stratum, barrio of

expansion factor; sex, age; municipality

of birth, state of birth, town of birth; marital status, education (primary, bachillerato, technical, high school, university, other, illiterate, no information, not applicable), number of years of education completed within a degree classification; water, sanitary, electric services; type of tenancy; approach used to find a house; activity of previous week, occupation, position, household monthly income; satisfaction with the house, with its physical condition, and with the neighborhood; who decided to migrate to Bogota, reason for migration, why Bogota and not somewhere else?; with whom did you migrate?; actiVity in the month prior to migration,

occupation and position the year before moving, activity of the establishment where you worked prior to migration, number of months unemployed the year before moving to Bogota; place you lived in before moving to Bogota and length of time you lived there; did the dwelling have water and electric supply?; before coming to Bogota, what did you make a trip for? 3. Transportation Data Set There are two sets of files in the transportation data set: Bogota 1972 Transportation Skim Trees prepared by Richard Westin and Bogota 1978 Road Networks prepared by Alvaro Pachon. (a) Bogota 1972 Transportation Skim Trees The transportation skim trees show the expected trip distance and trip time for travel by various transport modes.

The skim trees are

based on the road and transit networks prepared for the Bogota Phase II study.

Using these networks, a skim tree was first prepared for the

63 zone system used by Phase II. This skim tree was then averaged to produce a skim tree for the 38 DANE comunas.

To facilitate access to

the files, the skim trees are stored in separate data files for each zoning system.

The Phase II skim tree is stored

in the file named

D/DICK/PHASE2SKIMTREE containing 1,953 records and the DANE comuna skim tree is stored in the file named D/DICK/COMUNA72SKIMTREE covering 703 1/

records. Both files include the same variables: First zone, second zone; trip distance by auto trips, total trip time of auto driver or passenger, total trip time of taxi or colectivo, total trip time of bus, total trip time of microbus; out-of-vehicle time of auto

driver or passenger, out-

of-vehicle time of taxi or colectivo; in-vehicle time of auto, taxi, or colectivo; out-of-vehicle time of bus or microbus; in-vehicle time of bus, and in-vehicle time of microbus. (b) Bogota 1978 Road Networks There are two files of road netowrks:

public road networks

and private road networks containir&g964 and 1,320 records respectively. The file of the public networks named D/ALVARO/ROUTES/SEVENTY EIGHT includes route number, card number within the route, the list of the four digit numbers of all nodes within the route, codes for transport mode and for headway. The file of the private road networks name D/ALVARO/SORTNET/ SEVENTYEIGHT includes the initial node num2er, lengt.h of the first link, speed code of the first link, type of first link, type of capacity of the first link, and final node of first link; the same information

for

the second, the third, and the fourth link beginning from the initial node are repeated.

Establishment Surveys There are two 'establishment surveys in this data set:

Cali-

Yumbo Industry Survey and Manufacturing Establishment Survey of Bogota. The former is the o'riginal data of the survey and the latter is an edited version of the original file, D/WILI/FIRMSURVEY128EDIT, documented in Volume II of this paper. (a) Cali-Yumnbo Industry Survey This survey covers detailed information on 94 establishments located in the Cali-Yumbo Industrial zone.

The establishments covered

in the survey were interviewed by INESCO & CO., for a study conducted by the Planning Department of Valle.

The survey covers a variety of

topics including location of the establishment, input materials, production, l-and holdings, transportation, storage facilities, waste disposal, use of water and energy resource, and expansion plans.

The

survey results are stored in the data file name D/KRAMER/YUNBOINDUSTRY. The data on each of the 94 establishments are recorded in 4 card types. The file therefore contains 376 records. The 115 variables in the file include: CARD 1:

Name and location-of the establishment: ID number, card number, company name, location (barrio number), industrial activity, previous location, address of previous sector, city where previously located; whether the establishment has factories in other regions of Colombia or not, if yes,

(b) Manufacturing Establishment Survey (Bogota, 1978) The description of the original file of this survey D/WILI/ FIRMSURVEY128EDIT, is given in the second volume of this paper.

The

original file is inconvenient to access due to the inconsistent format of some variables and contains many values missing or incorrect information. In order to increase access to the file and increase its quality, Leslie Kramer made the following modifications: (1) Seven VariabLes which had been stored in free-format in the original file were multiplied by 10 and stored in fixed-fonnat; (2) For fifteen -values missing, the data were replaced by estimates; (3) Five values in two-digits of decimal points were rounded to one-digit of decimal point to make the format of the variable consistent; (4) Values of a new variable, distance from CBD to the center of the comuna were computed and entered to the file; (5) 97 values of 7aany variables were replaced by new values;

(6) Seven new variables (location quotient for SIC 321 firms, location quotient for SIC 381 firms, density of manufacturing employment in 1975, density of employment, defisity

of population in 1973, market price of land per square meter during 1976-1978 at the comuna level, and average assessed value of land in 1980 at the comuna level) were added to the file. 1/ After these modifications, the new file namedD/KRAMER/KSLSURVEY279 contains 13 records for each of the 126 establishments, increasina the total number of records in the file from 1,512 to 1,638.

5. Social Security Records The data files of the social security records described in this volume are subfiles or revised files of the original files which are discussed in Volume II of this paper.

There are two sets of files in

thisj data set: employers in social security records of Cundinamarca and Valle. (a) Employers in Cundinamarca The original data file of 1979 for employers in Cundinamarca, BBSSZX9ISSFIRMA791, does not include three variables (goecodes for comuna and barrio, and number of employees of the establishments) which are important for the study of the spatial distribution of establishments. These three variables were added tothe original

file.

Also, the geocodes

of comuna and barrio were checked for inconsistencies.

All miscoded or

repeated records were either corrected and/or deleted.

This edited file

was namedD/NELSON/FIRM79EMP, containing 53,782 records.

From this file,

two subfiles were created:

D/NELSON/FRIM79ACT containing 32,014 active

establishments only 'and D/NELSON/FIRM79DEF 21,768 containing defunct establishments only.

The distinction between the active and defunct

establishments w.6 made based on whether the establishment has employees were or not. If there / no employees in the establishment, it was defined as "defunct" and "active" otherwise. This master 'file containing 93,427 records includes two new

variables in addition to the variables of the original files: number of records for the same firm

and year of record.

The "number of records

for the same firm" variable indicates for how many years information is available.

From the master file, four subfiles each of which including

only one economic sector were created. commerce, services, and others.

(b) Employers in Valle The two data files of the social security records of Valle for 1976,D/WILI/ICSSPARTSVALLE and D/WILI/CALIICSS documented in Volume II of this paper do not include 2,976 employers in municipio 32 which is located in Cali's industrial district.

After adding these employers in

both files, D/WILI/ICSSPARTSVALLE is renamed D/WILI/VALLEISS containing 12,237 employers and D/WILI/CALIICSS has the same name containing 9,987 records.

The variables of the new files are exactly the same as the

original files. The file of Cali, D/WILI/CALIICSS, was edited in order to improve its quality.

First, the geocodes (comuna and barrio codes) were checked

for inconsistencies. ted or deleted.

All miscoded or repeated records were either correc-

The corrections and deietions were small in number: only

4 out of 9,987 records.

Checks for consistency were executed mainly by

cross referring the geocodes against the valid comuna and barrio codes. Comuna numbers were also cross-referred with postal zones.

The final version of the edited file, sorted in ascending order

by the 11-digit I.D. code is named D/NELSON/ICSSCALI76COM, containing 9,987 records. The variables in the file include: seccional, municipio; economic activity; consecutive number; postal zone, type of street, number of calle, carrera, etc., if A,B,C --- ,

if north or sourth, first number of address,

office or interior number; razon social, subactivity; date of membership, number of affiliated workers last month; type of card, record type; comuna code, barrio code.

6. Barrio Characteristics The data files of barrio characteristics contain important information on barrios such as geocodes, population, land area and land price.

There are-eight files in this data set: Barrio area and popula-

tion of Bogota, barrio characteristics of Cali, population and dwelling units of Bogota, land values of Bogota, location of government offices of Bogota, location of establishments in Valle, Gorno's barrio dictionary and expansion factors of Bogota and Cali. (a) Barrio Area and Population of Bogota This file was originally created from a card deck prepared by Jairo Arias of Bogota in 1979.

The original version had 420 records. Each

record contained Phase II barrio number, barrio name, socio-economic stratum, barrio area, area without development, the number of buildings in 1964 and 1972, dwelling units and population for 1964 and 1972, and the number of blocks and households in 1972. In May 1979, corresponding Phase II zone number and DANE barrio number were added to each record based on then existing barrio dictionary. After this initial matching, the socio-economic stratum and the area of each record were checked against the 1973 DANE map of Bogota to evaluate the accuracy of these match up of Phae II and DANE barrio numbers. evaluation was conducted by G. Ingram and Sungyong Kang.

This

In addition, 130

records containing DANE barrio number, Phase II barrio number, and Phase II zone number were added to this file in order to make it comparable to the list of barrios in the dictionary.

The final version of this file

was sorted in the ascending order of the DANE barrio numbers and named D/KANG/POPULATION13/SORTCENSUS, containing 550 records.

included in this file is the same as that of D/VILLAM/POPDATA. The variables included in the file are: DANE barrio code, name of barrio, area of barrio; X coordinate; Y coordinate, distance of barrio from CBD; number of households in the four percent sample, total number of households in the sample, total number of dwelling uini's in the sample; population in 1964, population in 1972, population in 1973, population in 1978; number of dwelling units in 1973 (measure #1), number of dwelling units in 1973 (measure #2), number of dwelling units in 1978.

(d) Land Values of Bogota There are three files of land values of Bogota: D/KRAMER/ D/KRAMER/COMPLANDP. ASSESSEDLANDVAL80, D/KRAMER/LANDPRICEDATA,/ The file D/KRAMER/ASSESSEDLANDVAL80 contains 533 records,

where each record provides average

assessed land values per square meter for each of the 485 barrios in Bogota as of February, 1980 (forty-eight barrios are missing land value information).

These assessed land values were resulted from the reasses-

ment that took place shortly before the March 9, 1980 election.

Variables

in the file include: comuna number, barrio number; average assessed land value at the barrio level per square meter. The file D/KRAMER/COMPLANDPcontains 38 records, where each record provides both market price and assessed value of land for 38 comunas in Bogota.

The market value information is the 1976-78 land values from the 1/ Anexo 4 of the paper by Rodrigo Villamizar and the assessed land value information is fromn the file D/KRAMER/ASSESSEDLANDVAL80. in the file include:

assessed value of land for 1980. The file D/KRAMER/LANDPRICEDATA contains 510 records where each record provides several measures of distance of barrios from the Central Business District and land value at the barrio and comuna levels.

Variables in the file include: ID of the establishments;

number of years at the first location, barrio number of the first location; number of years at the second location, barrio number of the second location; number of years at the third location, barrio number of the third location. (g) Corno's Barrio Dictionary The file D/SHABAN/COPNO/XY'COORDINATES contains 549 records, where each record projects the Corno barrio number to a DANE barrio number.

(h) Expansion Factors of Bogota and Cali There are four files of expansion factors: D/ALVNRO/EXPFACBOGOTA, D/YOON/BOGOTAEXPANSION, D/ALVARO/EXPFACCALI, D/YOON/CALIEXPANSION. The first two-files, as the names of the files suggest, contain expansion factors for Bogota and another two files include expansion factors for Cali. The files

D/ALVARO/EXPFACBOGOTA and D/ALVARO/EXPFACCALI

contains 230 and 78 records, respectively, and include the same information of sample dwelling units and households.

The records in

both files are stored in the ascending order of segment number.

The

variables in the file include segment number; number of dwelling units of sample frame, number of recounted dwelling units, number of selected dwelling units, number of effective dwelling units, no. of sampled dwelling units; number of selected households, number of sampled households; weight factor of subsample. -

The files D/YOON/BOGOTAEXPANSION and D/YOON/CALIEXPANSION were

created based on the information of two files discussed above, D/ALVARO/ EXPFACBOGOTA and D/ALVARO/EXPFACCALI, respectively.
