*Dr. Arif Alvi: Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a)

whether it is a fact that the rates of the Government advertisements for newspapers and magazines are substantially low as compared to private advertisements;

(b)

whether it is also a fact that the rates of Government advertisements for TV Channels are significantly higher as compared to the Private Channels;

(c) if the answers to part (a) and (b) above are in the affirmative, the justification thereof; and (d)

the steps taken by the Ministry to end said discrimination causing loss to the public exchequer?

20 Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) The government advertisements are published in the newspapers and periodicals at rates fixed by the government on the basis of prescribed formula taking into consideration the circulation as audited by the Audit Bureau of Circulation (ABC). The government rates in print media are on lower side than the private advertisements since majority of these consist of tender notices, public service messages like vacancies available in public sector organizations etc. Whereas, the private advertisements are initiated by the entities mostly aiming at earning profits by placing promotional ads to enhance the sales of their products and services. (b) It may be clarified that the government advertisements on electronic media are presently not being covered by the Centralized Advertisement Policy of the Government. The Centralized Advertisement Policy caters to the print media only, covering ads released through the Press Information Department (PID) of the Ministry of I,B&NH. As far as the release of advertisements to the electronic media is concerned, ground work has already been completed, and further progress would be made once the Federal Government issues directions in this regard to all the government controlled organizations/Ministries/Divisions and Public sector organizations would be asked to route their respective advertisements through the Press Information Department. In the present system of the release of government advertisements to electronic media, the tariff issue is being dealt with separately by each Ministry and Division through its respective advertising agency. The tariff may vary on case to case basis. For private commercial sector rates are flexible and negotiated between the channels and client. However, there is a general assessment made during the evaluation process by the Ministry that the tariff charged from the government organizations is comparatively higher as compared to rates charged for advertisements from the private sector. Right now, no data is available in this regard, but once a policy decision is made regarding government advertisements on electronic media, a study on the subject can be conducted. (c) The tariff for newspaper advertisements is an arrangement between the client and the newspaper management. The print media advertisement arrangement between government and newspaper is operational with the consent of both the parties. As regards electronic media advertisements of the government, an arrangement is yet to be evolved.

21 (d) The government believes in doing things through consultation and accommodation. Efforts are already under way to take the stakeholders on board and to arrive at a consensus solution. The issue would be addressed comprehensively in due course of time to the satisfaction of all concerned. 393.

No water is supplied from these sources to the areas of Islamabad which fall under the jurisdiction of Islamabad Capital Territory (ICT) Administration. (b) Yes, there is a proposal under consideration of the Government to supply water from Tarbella Dam Reservoir in order to meet the present and future requirements of Sectoral area of Islamabad. *Muhammad Muzammil Qureshi: Will the Minister for Railways be pleased to refer to starred Question No. 36 replied on 6th November, 2013 and to state: (a) whether it is a fact that no proper bids have been obtained prior to handing over the Hazara Express and Rohi Express to Pakistan Railways Advisory and Consultancy Services (PRACS); if so, the reasons thereof; (b) the time by which, as per agreement, the operational rights of the said trains are extendable to PRACS; (c) the year-wise comparative analysis of trains operated through private sector and PRAS during the last five years; (d) whether it is also a fact that handing over of trains to PRACS and other private companies tantamounts to privatization of the Pakistan Railways; and (e)

the administrative and operational facilities, being provided by the Pakistan Railways to PRACS and other private companies alongwith the monthly expenditure being incurred thereupon?

Minister for Railways (Khawaja Saad Rafique): (a) No bidding process was carried out prior to handing over Hazara & Rohi trains to PRACS, because Hazara Express, which was operating with the name of Chanab Express at that time, was included in the list of loss making trains and its operation was to be closed down when the PRACS management approached Pakistan Railways management with the request not to close operation of this train being the only train feeding Hazara region and PRACS agreed to pay 10% above the revenue generated by this train for that financial year and subsequently shared the profit

30 generated from these trains with PR at the ratio of 60:40 (60% to Pakistan Railways and 40% to PRACS) a subsidiary of Pakistan Railways under the administrative and financial control of Pakistan Railways . (b) No fixed time frame for extension of operational right was decided but it was mentioned in the agreement that it is extendable, subject to the mutual consent of both the parties. (c) The Hazara Express and other Public Private Partnership Trains cannot be compared due to difference of train composition, route and clientage. However, earning position of these trains is given below:  M/s PRACS —————————————————————————————— Train Name Year PR s Earning —————————————————————————————— Hazara and Rohi 2008-2009 576.080 Express 2009-2010 605.771 2010-2011 598.170 Hazara Express

2011-2012 597.393 2012-2013 599.292 —————————————————————————————— Note: Rohi Express suspended since June, 2011.  Private Sector —————————————————————————————— Train Name Year PR’s Earning —————————————————————————————— 05.02.2012 to 841.633 Business Express 05.02.2013 06.02.2013 to 619.308 11.12.2013 25.02.2012 to 524.001 Shalimar Express 28.02.2013 01.03.2013 to 397.481 . 16.12.2013 Night Coach 15.01.2013 to 597.522 11.12.2013 ——————————————————————————————

31 (d) It is not privatization of the Pakistan Railways. It is Private Public Partnership (PPP), where the commercial management and passenger facilitation of the trains is the responsibility of Joint Venture partner and provision of loco / rolling stock and safe train operation is the responsibility of Pakistan Railways. (e) No administrative & operational facility is being provided to PRACS by Pakistan Railways, however the private operators (Joint Venture partners) have been provided office and waiting hall facilities at Lahore and Karachi for which they pay rental charges to Pakistan Railways and Pakistan Railways incurres no expenditures on these facilities. 407.

Lapsed under Rule 247 (3).

*Parveen Masood Bhatti: Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a)

whether it is a fact that Medium Waves transmitters are being closed throughout the country; and

(b)

whether it is also a fact that F.M. transmitters are being given priority to Medium Wave transmitters; if so the reasons thereof?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) It is an erroneous impression that medium wave transmitters are being closed throughout the country. These are still very much in service. The fact of the matter is that older ones are being replaced by better and newer versions having greater outreach. The organization is indeed facing some difficulty on account of load shedding, which is undoubtedly a problem at the national level. (b) Again, the impression is not correct. FM transmitters are not being given priority to medium wave transmitters. Both are utilized separately as per need basis, according to their specifications. A number of new medium wave transmitters have been installed. PBC has recently installed two new powerful

32 medium wave transmitters of 400 KW power & 100 KW power in Peshawar and D.I. Khan respectively, for covering the areas in KPK, Punjab & Balochistan. In addition, PBC is replacing Fakirabad medium wave transmitters by a 500 KW high power transmitter. PBC is also replacing medium wave transmitters at Hyderabad, Karachi & Larkana. All these will be on-air by the end of 2014.
