Fire Safety Technical Note

GENERAL BUILDING - STEWARDS EMERGENCY AIDE MEMOIR 1.

Stewards Emergency Aide Memoir (Do not Use for Not Wilkins Building): ACTION ON DISCOVERING OR A FIRE BEING REPORTED

► Activate the nearest Fire Alarm Call Point (red manual break glass call box) located by the fire exit; ► UCL Fire Action Notices for the building will provide specific information, instructions & actions to take in the event of fire; ► General - the fire alarms in UCL buildings are two-tone electronic sounders, but in a few buildings there are ‘ringing bells’ or ‘voice announcement’ type; on activation:

EVACUATION PROCEDURE

► Stewards - ‘Event Stewards’ should direct all persons politely, but firmly, to the nearest Fire Exit. On evacuation of the premises, place yourself outside (if safe & practical to do so) the entrances to prevent people from re-entering the building until the incident has been closed by the fire brigade. Do not allow occupants to hang around the entrances to the building, as this will hinder speedy access by the fire brigade crews & appliances - move them away; ► The Fire Brigade will be called automatically by the operation of fire alarm system; ► You should always make an additional call as backup - the Emergency Internal Number is Extension ‘222’ or 020 7679 222 from your mobile - and the incident is in the Wilkins Building; ► Stewards on hearing the fire alarm (or being directed) are request occupants evacuate the building by the nearest available fire exit (follow the green exit signs) to safety; ► Occupants should move away from the building to the designated Fire Assembly Points;

FIRE ASSEMBLY POINT

► Once out of the building Event Stewards / Fire Evacuation Marshals (FEMs) / UCL Security Staff should direct occupants to the designated Fire Assembly Point(s) - as indicated on the local Fire Action Notices and the premises Emergency Evacuation Plan.

FIRE FIGHTING EQUIPMENT

► Firefighting equipment is strategically placed throughout the building - ONLY use the fire equipment if it is safe, practical and you have been trained in their use and operation;

DISABLED PERSONS

► Stewards should be aware of any Mobility Impaired Persons (MIP) and assist those persons to leave the building by the most appropriate, safest route and method. Disable access and emergency egress arrangements must be considered and form part of the event planning.

EXHIBITION OR FUNCTION ORGANISERS Building Information: Further information on room capacities and floor plans for functions & exhibitions are available from the UCL Fire Safety team at [email protected].

Organisers Information: Organisers of exhibitions, functions or conferences etc. are to ensure that they have sufficient Stewards (approx. 1 Steward for every 100 persons attending) appointed that are trained / briefed on the following: 

Local emergency procedures (action in the event of fire or on hearing the fire alarm activate) - see Aide Memoirs (TN 042 & 047);



Local emergency escape routes / exits available and unobstructed;



The location of fire assembly points (See fire action notices);



Disable refuges locations or horizontal evacuation arrangements for the building where appropriate;



Any specialist assistance or equipment is provided by the organiser to accommodate any Mobility Impaired Person’s (MIP) needs;

Room Capacity - Find out what the maximum room capacities are;



Disability Issues - ensure any Disabled Persons are identified as part of the initial organisation and that appropriate facilities are provided for the event (e.g. accessibility all areas to be used, buddy system / steward assigned to accompany individual to assist access & egress as necessary);



Fire Escape Routes - setting out of functions or displays must ensure that clear space is provided around exit doors, suitable walkways and aisles are provided where necessary that are not less than 1m wide;



Fire Equipment - fire equipment, fire signage or fire alarm call points must not be obstructed or hidden during events;



Fire Doors - fire doors MUST not be wedge or held open unless Steward stationed by door to release in the event of a fire incident;



Steward Identification - stewards must be clearly identified for ease recognition and be provided with written instructions including the ‘General Building Emergency Aide Memoir’ - TN042);



Catering arrangements (see below) - if unsure contact the Fire Safety Team.

Prohibited - the use of pyrotechnics or smoke misting machines etc. Prohibited - the use of Helium Balloons (which can float upwards breeching the Beam Fire Detectors, resulting the fire alarm being activated); Prohibited

Prohibited - the use of any coking apparatus including, toasters, Woks, deep fat frying, or steam producing apparatus or microwaves etc.
