GENERAL INFORMATION DARMASISWA SCHOLARSHIP PROGRAM FOR FOREIGN STUDENTS ACADEMIC YEAR 2012 / 2013 DARMASISWA is a scholarship program offered to all foreign students from countries that have diplomatic relationship with Indonesia to study Indonesian language (Bahasa Indonesia) and Indonesian traditional arts, music, dance, crafts, culinary, tourism and hospitality, and other fields of study provided by 53 Indonesian universities and/or higher education institutions in various cities in Indonesia. This program is organized by the Ministry of National Education and Culture and the Ministry of Foreign Affairs of the Republic of Indonesia. DARMASISWA program has been offered since 1974 as part of ASEAN (Association of South East Asian Nations) initiative, admitting only students from ASEAN. However, in 1976 this program was extended to include students from other countries such as Australia, Canada, France, Germany, Hungary, Japan, Mexico, the Netherlands, Norway, Poland, Sweden, and USA. In early 90’s, this program was extended further to include all countries that have diplomatic relations with Indonesia. The main purpose of the DARMASISWA program is to promote and increase the interest of foreign students to learn and study Indonesian language, and Indonesian traditional arts, music, dance, and crafts. It has also been designed to support Indonesian cultural diplomacy that provide stronger cultural links and understanding among participating countries. DARMASISWA is a non degree program. During participating in DARMASISWA program, the participants shall not work, conduct any research outside DARMASISWA studies, take part in any activities of political nature, and shall adhere to the laws and regulations of the Republic of Indonesia and the rules and regulations of the university and/or higher education institution in Indonesia. I.

PROGRAMS OFFERED 1. DARMASISWA 1 (One) Year Regular Program: A program for foreign students to learn and study Indonesian language (Bahasa Indonesia) and Indonesian traditional arts, music, dance, crafts, culinary, tourism and hospitality, and other fields of study provided by Indonesian universities and/or higher education institutions that host the 1 (one) full year DARMASISWA program. 2. DARMASISWA 6 (Six) Months Program: A program for foreign students to learn Bahasa Indonesia and other fields of study provided by Indonesian universities and/or higher education institutions that host the 6 (six) months DARMASISWA program. 3. DARMASISWA 3 (Three) Months Summer Course Program: A program for foreign students to learn certain field of studies provided by Indonesian universities and/or higher education institutions that host the 3 (three) months DARMASISWA Summer Course program.

II.

RIGHTS AND OBLIGATIONS OF THE PARTICIPANTS 1. Rights of the Participants: a) Free tuition fee; b) Monthly allowance; c) Assistance provided by the university and/or higher education institution for foreign students to find a dormitory / rental house; and d) Arrival pick up at the Airport. 2. Obligations of the Participants: a) Willing to assist the university or local schools to teach foreign language or any other academic activities. b) Finishing the whole DARMASISWA program curriculum. c) Willing to sign a statement letter provided by Indonesian embassies overseas before leaving for Indonesia and a statement letter provided by the Ministry of National Education and Culture of the Republic of Indonesia after arriving in Indonesia that contain statements: • • • • • • • •



To adhere the rules and regulations set out by the university and/or higher education institution in Indonesia; Not to propose changes the field of study and the university chosen in the application, before and after arriving in Indonesia; Not to conduct any unlawful activities or crimes of any kind; Not to conduct any political activities and not to seek for work during participating in DARMASISWA Programme; Not to be involved in any use and/or illegal smuggling of narcotics and other psychotropic substances. Not to travel out of Indonesia more than once during study period. Not to bring family during study in Indonesia. To bear full responsibility for any damages and/or loses of personal belonging. The Ministry of National Education and Culture will not bear any responsibility on damages or loses of such personal belonging. Willing to be sent back to home countries for violating the above mentioned rules and regulations, Indonesian national law and regulations, and any stay permit regulations applied in Indonesia.

III. APPLICATION QUALIFICATION, REQUIREMENTS AND PROCEDURES 1. Applicant Qualification: a) b) c) d) e)

Maximum 35 years old; Have completed the minimum upper secondary school level; Healthy; Fluent in English; Having a basic background on the chosen field of study or great interest in the chosen field of study.

Filling in the application form; A copy of the certificate of the completion of secondary education level or its equivalent; A copy of the last academic transcript; A letter of recommendation from: i. The headmaster (for those who have completed the high school); ii. Docent / Lecturer / Professor / Dean (for those who are still studying in the university) iii. Employer (for those who are already working) f) A health certificate / statement issued by a doctor / hospital; g) Colored passport-size photograph (5 pieces) h) A copy of a passport that valid for at least 18 months from time of arrival in Indonesia; i) A copy of a certificate / letter / academic transcript proving the fluency in English language; j) A recommendation letter issued by the Embassy of the Republic of Indonesia (this letter will be issued by the Embassy after the applicants have undergone the interview process). 3. Application Procedures: a) Application Submission: i. All required application documents [vide point 2 (a) to (i) above] should be submitted directly to the Embassy of the Republic of Indonesia in Helsinki or via post, at: Attn. The Embassy of the Republic of Indonesia in Helsinki should have received all applications by 14 February 2012 at the latest. The Embassy reserves the rights to decline any application submitted passing the deadline. iii. For interview process purposes, all applicants are required to provide their mobile phone number along with their email address at the Email Box provided on Section A point 8 of the Application Form. b) Interview Process: i. All applicants who have submitted their application shall undergo an interview conducted at the Embassy of the Republic of Indonesia. Please bear in mind that the Embassy of the Republic of Indonesia will only proceed to interview process for applicants who have submitted a complete set of application documents required in point 2 (a) to (i) above. Interview is required to assess the motivation of each applicant to study in Indonesia and his/her eagerness to learn and to promote Indonesia. ii. The interview process will be conducted from 9 January 2012 until 14 February 2012. The Embassy of the Republic of Indonesia will inform the applicant directly via phone or email concerning the exact date and time for the interview. iii. After the interview, the Embassy of the Republic of Indonesia will issue a recommendation letter [vide point 2 (j) above] which will be attached to the application documents, and will send the set of application documents to the Ministry of National Education and Culture of the Republic of Indonesia in Jakarta by 21 February 2012. The Ministry of National Education and Culture of the Republic of Indonesia will conduct a selection process toward all applications submitted by Indonesian Embassies overseas on March 2012. The Ministry of National Education and Culture of the Republic of Indonesia will announce the selection result by the end of April 2012. The announcement will be put on the Embassy’s website at www.indonesian-embassy.fi. The applicants who are granted DARMASISWA Scholarship by the Ministry of National Education and Culture of the Republic of Indonesia will have to provide their confirmation of participation to the Embassy of the Republic of Indonesia in Helsinki via email at [email protected], until the end of May 2012 at the latest. There will be a pre-departure briefing hosted by the Embassy of the Republic of Indonesia in Helsinki for all DARMASISWA Scholarship Program participants at the end of June 2012. All DARMASISWA Participants are expected to have arrived in Jakarta, Indonesia by early August 2012 to participate in the Mandatory Orientation Period. The period of DARMASISWA Programs are: a. DARMASISWA 1 (one) Year Regular Program: August 2012 until July 2013 b. DARMASISWA 6 (six) Months Program: August 2012 until January 2013 c. DARMASISWA 3 (three) Months Summer Course Program: June 2012 until August 2012 Specifically for those who studied in the University of Indonesia, Jakarta, the program will start on July 2012.

All Participants are required to obtain Indonesian Social Cultural Visit Visa (Visa Kunjungan Sosial Budaya / VKSB) issued by the Embassy of the Republic of Indonesia in Helsinki prior departure to Indonesia. Such a visa will be converted to temporary stay permit (depending on the duration of the program), after arrival in Indonesia, which will be issued by Directorate General of Immigration of the Republic of Indonesia. It is not valid to use a tourist visa or visa on arrival for DARMASISWA Scholarship Program. Visa Application Procedure: a. DARMASISWA Participants will need to directly apply for VKSB to the Embassy of the Republic of Indonesia after providing their confirmation of participation. b. Visa Application starts from 15 May 2012 until 22 June 2012. c. Hereunder are the required documents for VKSB application: i. Visa Application Form: Can be downloaded at the Embassy’s website (www.indonesian-embassy.fi); ii. Two pieces of colored passport-size photographs: The size of the photo is 4x6cm; iii. Valid Passport: All participants should submit a valid passport, not the copy, with minimum 18 months passport validity from time of arrival in Indonesia; iv. A copy of return flight tickets: The tickets should provide the date of arrival in Indonesia, and the date of departure from Indonesia, as well as the flight numbers. v. A copy of a valid all-risk international insurance.

VI. STUDY ALLOWANCE Participants will receive monthly allowance for amount of Rp. 2.000.000 Rupiahs (two million Indonesian Rupiahs), with the following details: a. b. c. d. e.

Considering the limited amount of the given monthly allowance, Participants are strongly advised to bring additional money for daily expenses in US Dollars or in Euros that can be exchanged to Rupiahs in Indonesia. VII. TRAVEL EXPENSES OF THE PARTICIPANTS The Government of the Republic of Indonesia c.q. Bureau of Planning and International Cooperation of the Ministry of National Education and Culture will not cover the return travel expenses of the participants. The Ministry of National Education and Culture will only cover travel expenses for participants from Jakarta to local regions where the Universities are located. Travel expenses from local regions where the Universities are located to Jakarta shall be on the expense of the participants. VIII. HEALTH INSURANCE Ministry of National Education and Culture of the Republic of Indonesia will not provide health insurance for the participants. Therefore, the participants are strongly advised to obtain the recognized International Health Insurance before going to Indonesia. IX.
