The Staging Lot Manager is responsible for the setup of Coors Field Parking lot on the Friday before Parade Day. The current configuration of the staging lot is Appendix “B”. The SLM is in charge of the smooth flow of traffic in the staging area on Parade Day and remains in the staging area until the entire parade has left the lot. This includes but not limited to:  Making sure cones, barricades, and staging flags are set up properly (APP “B”)  Making sure dumpsters and porta-potties are strategically placed  Making sure traffic flows smoothly on Parade Day on Cork, Dublin & Limerick Sts.  Check with Dublin and Limerick St. Managers for any problems, needs or concerns  Safety extreme emphasis on “catch everything anyone missed”  Guidance – advise and empower street managers of common solutions to solve unit conflicts, and what level you expect notification of probable escalations  Oversight – continuous patrol of lot with emphasis on safety, street manager oversight, random evaluation of orderly unit placement throughout. Respond to escalation issues, but observe, empower, and allow local disposition to resolve conflict. Intervene if needed.  Improvements – maintain legible notes on all suggestions and possible upgrades. Submit to Chairs following parade.  Complaints – maintain log of all significant unit and personnel complaints. Submit to Chairs following parade.  Monitor – all radio traffic for subordinate issues, all communication from Chairs for directives, guidance, or implementation of changes (i.e. late entries, lineup changes, etc)  Shield Chairs from unnecessary involvements. Extinguish “hotspots” as needed. Chairs monitor all radio traffic, but Lot Managers’ job is to advise, but protect Chairs from petty entanglements and resolve all challenges whenever possible.  Advisement – advise Chairs of all escalating conflicts well in advance of “critical mass”, give brief synopsis of issue and current level of your involvement  Notification – advise Chairs of any situation developing towards uncorrectable solution. If so, establish radio contact, switch to open channel, and give brief overview of current situation with relevant facts, continuing steps to resolve, and proposed course of action. Request continued guidance, approval of your next step, or on-site appearance and involvement. o EXTREME EXAMPLES o Serious, unresolvable safety hazard o Significant lineup change o Aggressive or violent personnel conflict o Irreconcilable differences o Possible unit removal o Any other serious matter

DSPDPC MARSHALS GUIDEBOOK 8. STAGING LOT MARSHALS—GENERAL General duties & responsibilities for staging area Marshals STREET MARSHAL  Safety – Be proactive and watch for potential issues. We’d rather remedy it than respond to it. Examples – vehicle interaction, float stability, maneuvering, intoxication or impairment, unwilling to follow marshal guidance or directives  Analyze your unit names and make-up – Study the composition of the twenty or so units in your block (i.e. marching band, car club, tractor trailer). Review the twenty or so units assigned ahead and behind you, as you will probably encounter some of them asking directions the need for space accommodations.  Plan accordingly and try to foresee potential conflicts – examples: excessive vehicle attendance after premature staging (following unit staged directly behind), trapping small girl scout troop between two semi-trucks (adjust them to mingle in safe area and reposition at step off time), marching unit behind antique, belching fire truck.  Do not aggressively stage units to front of your block – recommend holding most units back a little space in the early hours, until bulk of entries available, then final advancement, modification, and staging. Bottom line – “You can always move them forward, but can rarely back them up”. We have a mile of parking lot to work with.  Be an Ambassador – approach all units with courtesy and compassion. Contact entry leader and review rules. Portray common goal when asking for adjustments or inconveniences with their staging. Try to fulfill any requests or accommodations if it will not alter parade line-up or seriously impact staging requirements. NEVER ALLOW OR CONTRIBUTE TO: any escalation of a disagreement or argument with an entrant. Seek out street manager for guidance or dissolution.  If you can’t resolve an issue or problem, KICK IT UPSTAIRS!  Remember, it’s NOT your job to take any kind of grief from an entry.  Meet and greet / familiarize yourself with fellow marshals, street manager and maintain awareness of their proximity when possible  Communicate with fellow marshals towards common vision, work as a team. Otherwise you may become counter-productive in your efforts, which tends to accelerate frustration.  Deal with all problems of concern by entries, real or imagined  IMPROVISE, ADAPT, OVERCOME! STREET MANAGER  Safety – same as above encompassing every block in your street  Guidance – know your Marshals, counsel them on radio discretion, clarify with them what level you expect notification on challenges, brief them on your goals and expectations  Advice – personally confirm knowledge of late entry announcements with Marshal, share historical challenges and personal experience (i.e. Brannan’s is always larger than described?), etc.  Monitor radio – all radio traffic within your street, respond and monitor to any potential challenges but allow local marshals to resolve whenever possible. Ensure proper radio etiquette within your staff and correct if chatter is escalating  Patrol – monitor your whole street constantly, empower your Marshals to resolve challenges, touch base with Marshals frequently for “sit-reps” and attendance updates, give observational guidance to Marshals.

DSPDPC MARSHALS GUIDEBOOK 9. DUBLIN & LIMERICK STREET These two streets are basically the same as far as responsibilities and duties are concerned. The big difference is the Divisions of the Parade that are on each street. There should be 2 Managers, 2 Check-in Marshals and 18 Marshals on both streets. The Marshals on Dublin Street are in control of checking in and staging entries prior to step-off in the Honorary and 2nd Division. The Marshals on Limerick Street are in control of checking in and staging entries prior to step-off in the 1st and 3rd Division. Duties are, but not limited to:  Setting up staging number flags  Checking in entries and giving them their Unit number  Arranging entries in Parade line-up order in staging area  Keeping the Street clear of blockage  Help to keep the peace during staging time  Information station—know what is going on around you  Babysitter—take care of all problems, real or perceived  Staging area breakdown 10. “BROADWAY BRIDGE”—“TROLL COUNTRY”  There should be 3 Marshals at this location. They should have 2 carts and 1 “limo” cart. Duties are, but not limited to:  Keep traffic from Lot ”A” from entering Lot “B”  Remove traffic (drop-offs) from Lot “B”  Assist participants in getting to staging areas  Information station—should know entire staging area  Communicate with and assist Park Ave. Marshals in parking  Provide at least one funny joke at each Marshal meeting.

11. CLEAN UP THIS INVOLVES ALL MARSHALS AS AREAS EMPTY OUT AND AFTER THE RIDE THROUGH OF THE MARSHALS. All Marshals will be needed to stack cones and barricades, take down staging signs and poles, take down large “Street” signs, and reduce the amount of trash in the staging parking lots. This is also the time to turn in radios and carts along with sponsor banners. “MANY HANDS MAKE LIGHT WORK!”

DSPDPC MARSHALS GUIDEBOOK 12. ROUTE MARSHALS

There should be Route Manager, Communication Marshal and 13 Marshals assigned to the Route. NOTE: With few exceptions, route Marshals will assist in staging area and proceed to assigned positions just before of parade. Facilitate orderly movement of parade entries without “gaps” along route.  Oversee timing of performances in front of Judges’ Stand and direct in and out of performance area accordingly.  Discover early who will perform and notify as to where performance area is allowed.  No performances are allowed along route, which might slow or stop forward progress of parade.  It is permitted to perform if forward movement is continued and does not slow the parade.  Be stern, but pleasant in conduct with entries. Observe and control entries regarding rules and regulations concerning guidelines regarding no throwing or handing out of anything from the entry itself.   

Items including, but not limited to, candy, beads, coupons, etc., are only allowed to be passed out, not thrown, along the sidelines and then only in a manner not to draw spectators into the street. Be aware and remind entries of this along the route. Violations of this and all incidents will be reported to co-chairs via radio giving name of reporter and location and the name/number of the entry and location of violation or emergency.

Crowd control along route to maintain safe environment for spectators as well as entries  Assist police with crowd control at intersections involving traffic control stoppages. Stop entries at the intersections in front of motorized units rather than walking units to allow a “catch up” to occur after intersection is reopened for the parade flow. Be sure to recognize that the police are in charge but do not always understand our reason for this. We only assist and do not get in their way.  Route marshals in the areas above traffic intersections must regulate parade entries so as to “pack a block” and communicate with “downstream marshals” as to when intersection is reopened so to allow a relatively uniform flow into the grandstand area with smooth and controlled flow. Obviously, this involves a knowledge of who is planning to perform and not.  Crowd control can be an issue in area of 17th and Blake due to the spectators “around the corner” who cannot see approaching entries and who get out into the street to get a better view. This is a location needing route marshals who can work with police to communicate with the spectators in a happy, reassuring manner. It is important that the parade flow is controlled and an attempt is made by marshals “downstream” from the judging area to either slow down or speed up units to keep a unified flow and eliminate the tendency for gaps to occur. You must be aware of radio traffic to know when a performance is in front of the judges and then slow down the units to avoid the possibility of a gap forming at 20th street. There are times to speed and times to slow down. A uniform flow also lessens to tendency for spectators to drift into the streets. Route marshals having carts must return to the staging area ASAP after conclusion of the parade to assist in clean up procedures and check-in of radios and carts.  Our co-chairs have directed us that these carts are not for transportation for non-marshals to return to their cars or for program dispersal. Marshals with carts need to pick up those without as you move along the route at the end of the parade and then continue to staging together as a unit. Be aware of outstanding entries - Have Fun and Share your love for Ireland and Colorado.

7

DSPDPC MARSHALS GUIDEBOOK Communication Marshal: "Grandstand/Telecast Zone Marshal"  Help out in staging helping with what ever, until Route Manager is ready to go to the grandstand area.  Introduce self to “Grandstand” security, Denver Police, and “on the street announcer” and go through the book with him/her.  Meet with cameramen and let them know not to stop entries for interviews  Inform announcer of step-off time and when first unit is a block away  Inform Committee Judges of any misconduct with Parade entries  Time entries for performances and tell entries that time is over and to proceed to finish the Parade  Take notes on any time infractions and report to Judges  Marshal duties in front of VIP-grandstand-judges area

13. DISBAND Friday before parade day a. Transport 30 – 40 orange traffic cones to disband b. Set up pedestrian walkway on Coors Field side of gate by player’s parking lot i. If available, use Coors Field crowd control barriers and yellow rope. If their barriers are not available, use some of staging’s extra saw horses. ii. Walkway will be on the right side of the road leading back to Lot A, along the hedges by the player’s parking lot. Saturday PARADE DAY c. Set up short pedestrian walkway from players gate, under 20th Street overpass back to Fado’s d. Make sure all volunteers are in staging 30 minutes before step off. e. Hold disband team huddle and set assignments f. Make sure players entrance gate is up 20 minutes before step off i. Use the intercom on the gate post to get the Coors Field Guard to open the gate 2. Traffic Control and Pedestrian safety a. The primary job is to keep things moving and keep pedestrians safe b. By being responsible for “route management” all along Wynkoop, disband marshals should communicate with drivers the need to keep moving all the way back to Coors Field Parking Lots. c. The disband manager’s ATV will serve as a pilot “follow me” vehicle to escort entries all the way through disband. d. We will have a bullhorn to announce directions to the drivers e. Lot A is the preferred place to stop and let riders off of floats, people to get out of vehicles, etc. f. Having said that the reality of disband is once they get behind the Chop House and the parade route no longer looks like a Parade route, invariable parade entries tend to stop. g. Keep pedestrians from clogging up i. The 19th and Wynkoop intersection and ii. the area behind the Chop House, Fado’s and iii. Coors Filed Players parking lot. h. Advise pedestrians there are more porta-potties towards Lot A and beyond i. On a rotating basis each year, as we hear the last units are leaving the staging area, one cart with one or two disband marshals will be allowed to join the parade of marshals at the end of the parade (Subject to having enough help to manage disband) j. As the last units are moving through disband start stacking cones, so the parade marshal carts can transport them back to staging.
