CHAPTER 1 INTRODUCTION The ICDL Approved Test Centre Operations Manual has been designed by ICDL GCC Foundation, the licensee for the ICDL program in the Gulf States, including the Kingdom of Bahrain, Iraq, Kuwait, Qatar, the Sultanate of Oman, the Kingdom of Saudi Arabia, and the United Arab Emirates. The role of the ICDL GCC Foundation is to work closely with GCC government officials on the adoption of ICDL, unify the quality standards of the program and to build on the successes and best practices of ICDL implementation among the Gulf member states. The mandate of the ICDL GCC Foundation is also to work closely with Approved Centers and to support the ICDL program in the Arab Gulf region. The following sections of this Manual will provide the fundamental guidelines that must be met by the Approved ICDL Centers in order to preserve their accreditation status, and ensure renewal of their license after the expiration of their contracts. This manual addresses all ICDL Centers which have been accredited by ICDL Saudi Arabia and signed the ICDL Approved Testing/Training Center Agreements.

CHAPTER 2 GENERAL GUIDELINES This section will outline the basic guidelines for operating the ICDL by Test Centers, which have already been stipulated in the signed contracts and mutually agreed upon with ICDL Saudi Arabia. •

The ICDL awarded in any Approved Centre must be accepted by other Centers/countries in the region



A valid ICDL Skills Card (Physical or Electronic Skills Card) issued by an Approved Test Centre must be accepted by all other Approved Test Centers for testing



All Approved Test Centers must apply the ICDL certification standards to ensure that equivalent international standards are met across all countries in the region



All Approved Test Centers must adhere to the authorized ICDL Syllabus published by the ECDL Foundation and the localized version produced by ICDL Saudi Arabia (available on http://www.icdlsaudi.org)



All Approved Test Centers must adhere to the rules and regulations governing the use of ECDL/ICDL logo and brand name and the logo and name of ICDL Saudi Arabia



Display in a visible location within their centers the 'ICDL Approved Test Center Plaque', 'Approved Tester certificate', 'Candidates' Bill of Rights Poster', 'Appeal Process & Equal Opportunities'



All Approved Test Centers must conform to the Quality Assurance System, have the facilities required for ICDL testing, have the qualified staff to run the tests, and conform to the stipulations of the contracts signed with ICDL Saudi Arabia



All Test Centers must have procedures in place to guarantee the continuity of the appropriate standards which have qualified them for accreditation, in particular regarding quality of their staff and facility, record keeping and security, appeals, and the quality of testing.



All Test Centers must not allow the use of illegal copied material and pay high regard to the intellectual property



All Test Centers must comply with the Candidates Bill of Rights including the observance of ICDL's appeal process



All Test Centers must provide equal opportunity to all Candidates including the provision of handicap access to training/testing premises All Test Centers must comply with all the terms and conditions outlined in the ICDL Accreditation Contracts

The consistent quality of the ICDL and the adherence to the ICDL Quality System and all rules and regulations stipulated in the contracts signed with the ICDL Saudi Arabia is fundamental to the continued renewal of the centers accreditation status. In case of violation of these rules ICDL Saudi Arabia reserves the right to terminate the agreement with the Approved ICDL Centre and withdraw its accreditation status. This revocation of the agreement is governed by the termination clause set in the Approved Test Centre contract.



ICDL Saudi Arabia adopts and advocates eco-efficiency and encourages its centers to voluntarily adopt similar policies to recycle and save on energy

CHAPTER 3 TEST ADMINISTRATION This section deals with the requirements for conducting ICDL testing at Approved Test Centers. The section covers these requirements in terms of quality of testing, testers, facilities and equipment, environment, and record keeping. A. Examination Regulations A.1 Scheduling Exam Sessions Only Approved Testing Centers can assign test sessions with a unique account using a Username and Password that will be provided through the ICDL workshop and by the technical support team.. All tests must be reported to ICDL Saudi Arabia in advance. Each category of Approved Testing Center must follow specific regulations regarding the scheduling of test sessions: 1. Private Centers •

All tests at Private Centers are subject to ICDL Quality Assurance Officer monitoring



Specific days of the week and times are provided to centers based on their region – this will have been provided at the Workshop



All test sessions must be requested 10 days in using the website: http://ksa.litmuslink.com/atsonlinegcc/public/admin.aspx



Cancellation of test sessions is permitted with 10 days in advance notice.



A maximum number of test sessions allowed per center per week will be set in the website. Requests for additional sessions should be directed to [email protected]



Tests Session must be started at the scheduled time.



Tests may not begin until the ICDL Saudi Arabia Quality Assurance Officer has arrived at the testing center



During a scheduled test sessions the center may conduct tests only in a single lab. Different labs must be scheduled individually



If an ICDL QA Officer is unable to attend a scheduled test session, ICDL Saudi Arabia reserves the right to cancel the scheduled session

2. Government/Education/Private Centers •

Government/Education/Private Centers must submit test schedules 10 days in advance using the website http://ksa.litmuslink.com/atsonlinegcc/public/admin.aspx



ICDL Saudi Arabia reserves the right to attend any test session



Cancellations for test session submitted less than 10 days prior to the scheduled test start time will be subject to scheduled e-Coupon test session deduction.

A.2 Regulations Before and During the Test •

International Computer Driving License Skills Cards (Physical or Electronic Skills Card) are purchased from ICDL Saudi Arabia by the Test Centers to be sold to candidates. Candidates are required to purchase a Skills Card from the Test Centers before taking the first test. The Candidate’s Skills Card is his/her passport to the receipt of the ICDL Certificate. It must be made clear to all candidates how important the Physical Skills Card is and they must be encouraged to take good care of it, as there is a fee for replacement.



The candidate should fill in his/her personal details on the Physical Skills Card using BLOCK letters and BLUE or BLACK ink. (see Filling out a Skills Card) p. 5

Candidates taking any of the ICDL tests must have their identity validated and presented every time sitting an exam. This should be done by the Test Centre representative/s at the registration stage by checking that the candidate’s photo ID is valid. The photo ID could be a civil ID card, passport, driver’s license, or other recognized form of identification that includes a photo.



Each candidate must present an authenticated and valid Skills Card even physical or Electronic Skills Card to the Authorized Tester who must check that not more than three years has elapsed since the candidate first passed a test module. If the name or number given in the Candidate’s Physical Skills Card have been changed or defaced in any way, then the Physical Skills Card is invalid and the holder should obtain a new valid physical Skills Card.



There should be a minimum of one tester for every 20 candidates present in the testing lab.



It is important to read the instructions at the start of each exam session since it gives some helpful guidelines for the candidate.



ICDL testers at the Centers must be certified ICDL testers (obtained the ICDL certification AND receive approval from ICDL Saudi Arabia). All Approved Test Centers are encouraged to certify additional testers. An application for additional testers may be obtained from ICDL GCC Foundation.



All ICDL testing must be carried out by an ICDL certified tester(s). It is the tester’s responsibility to authenticate the Candidate and ensure that the candidate performs the test on his/her own.



The tester must validate the identification of all candidates entering an ICDL test session



A tester who trained, or was involved in the training, of a candidate must NOT supervise or mark that candidate’s tests.



The testing must be carried out using a testing mechanism approved by the ICDL GCC Foundation.  The Automated Testing Systems (ATS) produced by Litmus is currently the only ATS test vehicles endorsed by ICDL Saudi Arabia. It is based on the ICDL Syllabus V4.0. till 30/6/2010 & Syllabus V5.0 (Released on 1/12/2009), Both are available in Arabic and English



The ICDL tester(s) should make sure that all computers (hardware and software) at the lab are in order and properly functioning. All software utilized for testing should be original and licensed. Test Centers must keep records on the type of license for auditing.



All tests should be completed within three years of successfully completing any of the 7 modules. Individual modules may be taken from any Approved Test Centre. Not all tests have to be taken in the same Centre.



Candidates are free to take the tests/modules in any order.



Candidates should be alerted and aware of the following instructions before taking any test:  Test candidates are required to switch off their mobile phones before entering the testing lab.  No books, notes, or manuals are allowed to be taken to the test station.  No help is to be provided to candidates during testing.  Test candidates are not allowed to talk to each other or the tester during the test.  The candidates are not authorized to speak to the ICDL tester(s) for clarification of instructions  No candidate may leave the testing room unattended during the test.  In case of any infringement of the regulations, the test must be terminated immediately.



The duration of the test is 45 minutes. In case of any infringement, the test must be terminated. p. 6

Test Centers are required to make available to all candidates information regarding rights of appeal and equal opportunities.

A.3 Regulations after the test •

No part of the ICDL test material may be taken away from the test room/lab after the test.



The test material and documentation must be securely handled after the tests (see security section for further information).



When the candidate passes any of the module tests, the Test Centre must ensure that the Physical Skills Card is filled out completely, The e-Skills Card will be filled automatically by the Testing System once the information details of the candidate are entered on the online system. (See the document entitled How to Fill out a Physical Skills Card)



If a candidate fails a test, he/she may repeat testing using a different test version. Failing is recorded in the Skills Card database only; a report could be attached to the Physical Skills Card when needed.



A candidate cannot attempt a second test for a particular ICDL module in the same day. The candidate should schedule another time to repeat the module (See FAQs).



After a candidate passes all the seven modules, the Test Centre should send the Physical Skills Card to ICDL Saudi Arabia who will issue an ICDL certificate in the name of the candidate). For e-Skills Cards submission to ICDL Saudi Arabia will take place electronically through the website: http://ksa.litmuslink.com/atsonlinegcc/public/admin.aspx (See FAQs). And will be clarified during the workshop



The Test Centers are required to keep updated and accurate records of all candidates testing along with the test results, to be reported to ICDL Saudi Arabia (see record keeping and audit requirements section for further details).



The ICDL Testers and Test Centers managers must ensure that no exception is taken to all the above rules and regulations.

B. Examination Conditions There are certain standards that should be kept at the Test Centre concerning conditions of test, especially when it comes to the test environment, and the security and backup of testing. The requirements for such standards are outlined below. B.1 Test Environment •

Tests must be conducted in a quiet, comfortable, and adequate testing room/lab, preferably a closed room with safety regulations observed.



The Test Centre must adhere to the spacing and partitioning requirements between testing stations.



The Test Centre must provide appropriate hardware, software and printer, which must be checked to ensure that it is working properly before the test begins.



Equipment at the test room should be electrically safe.



Test Centers should take into consideration equal access to testing by a disabled candidate.

B.2 Security and Backup •

Test Centers are required to keep all tests and records of candidates in a secure locked facility not accessible to unauthorized staff at the Centre. Tests should be handled with utmost secrecy and care and the test software must not be stored on a shared server where it could be copied.



Electronically stored information should always be secured and protected from viruses. p. 7

All Test Centers must have back-up procedures in place that are used to protect the exam results of all candidates.



Test Centers are responsible to administer testing in a professional standard with utmost security. Examination conditions must be taken with seriousness and followed constantly.

C. Candidate Appeals •

The Approved Test Centre shall establish and shall adhere to an appeals procedure relating to the Approved Tests and shall advise all candidates of that procedure when they purchase an ICDL Skills Card (Physical or E-Skills Card). Moreover, such appeals procedure should be displayed and posted clearly visible locations in the Test Centre.



Candidates who are unhappy with any aspect of the assessment and award process should first discuss their problem with their ICDL Test Centre Representative or Test Centre Manager within one week of the date on which the problem occurred.



If this does not provide satisfaction, they may invoke the Center’s appeals procedure by submitting their appeal in writing to the Test Centre Manager, to be received in one week from the date of the above discussion. The letter should set out all the relevant circumstances and should state clearly the grounds for appeal, which are limited to the following: - That the conduct of the test was unsatisfactory; -

The test environment was not appropriate – too much noise or distraction;

-

The testing software or computer did not operate properly;

-

Improper conduct on the part of exam personnel or other candidates; That the marking of the test was unsatisfactory



Accordingly, the Test Centre Manager should nominate three ICDL representatives to form a committee to hear evidence from the candidate and from the Test Centre Representative or Manager. The candidate has the right to attend and/or be represented during this process by an outside party.



The committee may decide that either the candidate’s work should be remarked or that a fail mark should stand and a retest be taken. The committee may also decide that no fee should be charged for retesting. The committee’s decision will be given in writing to the Centre Manager and the candidate. The committee may also make recommendations to the Centre Manger concerning the conduct of testing.



The Approved Test Centre shall keep a written record of the findings of each such investigation, of the procedure followed and of the outcome of the appeal.



If the candidate is not satisfied with the outcome of the appeal relating to the marking or invigilating of approved tests, he/she may appeal to the ICDL Saudi Arabia. This may be done either via the Centre Manager or directly to ICDL Quality Assurance Manager at ICDL Saudi Arabia in writing.



ICDL Saudi Arabia representative will investigate the circumstances of the appeal and make a report to the QA Manager. In very exceptional cases, the QA Manager may request a meeting with the Centre Manager and the candidate to investigate the circumstances of the appeal.



ICDL Saudi Arabia’s decision will be given in writing to the Test Centre Manager and the candidate and is final.



At no time throughout the appeals procedure is the candidate allowed to view his/her test papers or files, nor to be informed of his/her specific score on the test in question.

E. Record Keeping as an Audit Requirement •

The Test Centre will keep full records of individuals who take the tests and their results for up to five (5) years from the date of completion of all seven (7) modules. A candidate file will include:  A copy of the completed Skills Card. For e-Skills Card keeping a print- out is highly recommended.  ATS Exam Reports  Summary report each time a test is taken 

Full report after completion of all seven tests

 A copy of the ICDL Certificate  Original registration form used by the center  ID copy- Passport or Driver’s License This information will be required by ICDL Saudi Arabia for verification that completed Skills Cards are valid. •

The Test Center is required to keep a record of all tests given at the Test Center. This information, called a Session Report, should include the following:  The Test Supervision Report for that session  All communication regarding that session  A summary report of the results for all candidates in that session



Maintain restricted storage facilities for ICDL Physical Skills Cards (Used and Unused)



Personal data relating to candidates should be maintained and updated.



The output of tests should be maintained for all candidates so that external verification and auditing can be carried out.



For record keeping purposes ICDL Saudi Arabia has developed a Skills Card database applicable to the ATS LAN System tailored for Test Centers (see Section F).



The Test Centers are required to report monthly to ICDL Saudi Arabia all information pertaining to ICDL testing for the previous month, including:  Names, gender and age of all current candidates  Names of authorized testers  Number of issued Skills Cards  Number of completed Skills Cards  Current cost for candidates for a Skills Card  Current cost for candidates per test and for all seven tests

No further Skills Cards will be issued by the ICDL GCC Foundation if the Test Centre fails to make this reporting.

F. Filling out the Physical Skills Card Filling out The Physical Skills Cards properly is very important. It allows accurate records and statistics to be kept by all organizations, and ensures the candidate’s name appears correctly on the Certificate. Physical Skills Cards should be filled out in BLOCK letters, and in BLUE or BLACK ink. General Instructions: 

If the candidate loses or damages his Physical Skills Card so that it is unusable, a replacement Physical Skills Card will have to be provided at the current rate in the ICDL Saudi Arabia price list. A candidate may not have more than one Skills Card number assigned to her/him. The candidate should contact the center to purchase a replacement card.



Please print all information neatly and clearly.



All information on the Physical Skills Card must match the center's database exactly. Any variation will cause the Skills Card to be returned to the Center for correction.



Any blank fields should contain "n/a".

CHAPTER 4 AUDIT AND QUALITY ASSURANCE SYSTEM •

Auditing of Test Centers is part of the Quality Assurance System of the ICDL Program at ICDL Saudi Arabia and it is a mandatory part of the program.



Audits can be performed at any time but must be done before the Test Centre contract is renewed.



The primary objective of an audit is to confirm that the Test Centre is operating according to the ICDL standard procedures, set by the ECDL Foundation and enacted by ICDL Saudi Arabia, and is carrying out tests according to the procedures agreed upon in the contract



It is envisaged that a planned audit will usually be done by prior arrangement. However, there will be exceptional circumstances that may require the use of surprise audits, by either ICDL Saudi Arabiaor by the ECDL Foundation



The Test Centers will be required to complete a full report at least two weeks prior to the audit date. The report is divided into two parts: a) Test Centre Activity report criteria:  With reference to the Test Centre Contract  Checking the hardware and software facilities  Checking the local administration and ICDL documentation b)

Test Centre Procedures report criteria:  With reference to the general conditions stated in the Application Form  Checking the software in use  Checking the marking of the tests  Checking the registration of candidates and record keeping system



Auditing is normally done by a Quality Assurance Officer assigned by the ICDL Saudi Arabia to review the Test Centre operation, discuss the content of the Centre report with the Test Centre manager, and report back to ICDL Saudi Arabia on the visit.



At every audit, an official report must be produced by the Quality Assurance Officer. The report should contain:  Name of the Test Centre and date of visit  Name of the auditor(s) and name of the Test Centre Manager and Testers/Representative (s)  Criteria and results of the visit  Any changes in the operating conditions since the date of the Test Centre Contract  Remarks  Signature of the auditors and the representative(s) of the Test Centre



This official report will be submitted to the Test Centre by ICDL Saudi Arabia, although the Test Centre will be substantially aware of the contents of the report through the auditor/quality assurance officer, during the visit. If the overall rating of the audit is less than acceptable, the Test Centre will not be allowed to operate until less than acceptable issues are brought up to the ECDL Foundation standard.

CHAPTER 5 USE OF LOGOS •

Logos are defined as the registered name, logo or brand identifier of ECDL Foundation and ICDL Saudi Arabia, as outlined in the Trademark Agreement.



The use of logos is governed by the Approved Test Center or Training Center Contract signed between the Approved Centre and ICDL Saudi Arabia upon accreditation. All guidelines in the contract must be followed.



No unauthorized use of any logo is permitted. Breech of this agreement could result in the cancellation of the Center’s accreditation and/or legal recourse.



All logos are registered trademarks and their use must have the registration mark ®.



All documentation and promotion material must use the same lettering, thus creating a uniform image.



Discontinue the use of the old ICDL logo and shift to the new ICDL Logo in all marketing materials including website, signs, flyers, brochures, business cards, promotional items, etc.

Chapter 6 ICDL ADMINISTRATIVE DATABASE To ensure proper record keeping, tracking of Physical Skills Cards issued, and effective monitoring of the candidates progress in completing the ICDL modules, ICDL Saudi Arabia has developed a General Administrative Database, to be maintained by the Centers using the LAN System, containing the following features: o o

Records of candidates registered to obtain the ICDL Complete records of all Approved Test Centers and their ICDL testers.

Assignment of Skills Cards to Centers

This database must be updated regularly by the Approved Test Centers to ensure efficient management of the ICDL operation. Therefore, ICDL Saudi Arabia has developed a simplified version of this general database (Fig 5) tailored to the Approved Test Centers to perform the following: o

Enter the candidates’ details on the database once they buy the Skills Cards and register for testing. Each candidate should have a valid Skills Card, personalized for him/her, the number of which is recorded in the database.

Monitor and record candidates’ progress in the ICDL modules. Once a candidate sits for a test, all relevant information (module #, name of tester, etc) should be recorded.

CHAPTER 8 FREQUENTLY ASKED QUESTIONS A. Candidate Switching between Centers for Tests An ICDL Candidate may complete the 7 ICDL Tests at any Approved ICDL Testing Center. To accomplish this, the candidate first purchases a Skills Card (physical or E-Skills Card) from any Center (issuing Center). Then the candidate presents the Physical Skills Card to their selected Center (testing Center) at which they wish to complete test(s), The Selected Center must send an email to [email protected] requesting to transfer the Candidate's File from the old Center's database to the new center’s database. The Candidate who wishes to complete his\her Test out side GCC Region sends a Physical Skills Card request with the required fees. The testing Center oversees the test, and fills out the Physical Skills Card for any Exam Modules the candidate has passed at the testing Center and provides the candidate with a printed report. For an ATS test the Center should provide a report directly from the software. The Physical Skills Card and ICDL Saudi Arabia Database are only applicable to the ATS LAN System. This is a Quality Standard of the ECDL Foundation B. Time between Tests A candidate may not retake a test immediately after failing a module or in the same day. The following procedures apply for different types of tests: ATS Tests (randomized versions): The candidate must wait a minimum of 24 hours in-between attempts. Example of randomized ATS – Litmus Technical Failure: If a test ends due to technical difficulties, the test should be treated as a failed test, and the above procedures should be observed. This is a Quality Standard of the ECDL Foundation C. Accrediting a New or Additional Testing Lab A Testing Center may accredit additional testing labs. Please contact ICDL Saudi Arabia for pricing and to schedule an accreditation visit for the new location. This applies to facilities/rooms/labs within the existing Center's physical location. If an existing Center chooses to move the testing lab from one room to another within their physical location, they are required to inform ICDL Saudi Arabia at least two weeks in advance and to schedule an accreditation visit for the new location. Testing may not begin in the new location until after an approval letter has been issued. Facilities/rooms/labs outside of the Center's physical location require special permission to receive accreditation. Factors to consider will be: Why this location is necessary? The permanence of the location and licensing issues of the ATS system. This is a Quality Standard of the ECDL Foundation

D. Submitting Skills Cards – Required Documentation Skills Cards should be reviewed and compared to the Database to ensure completeness and that they match every aspect of the Database prior to submission. Then the Physical Skills Cards should be submitted to ICDL Saudi Arabia with: •

a copy of the ATS report for each candidate



A cover letter from the Test Center Manager specifying the quantity and Skills Card numbers enclosed which is the Skills Card Submission Form.



When candidates register to start the certification process, they receive an ICDL Skills Card on which the progress through the seven tests is recorded. As each module is passed, the approved testing body will sign the Skills Card for that module or it will be registered by default when using the e-skills card. The modules may be taken over any period of time, in any order, even all at once, thus offering maximum flexibility. When all modules have been successfully completed within a maximum duration of 3 years, the Skills Card is exchanged for the ICDL certificate and Certified ID Card by sending it to ICDL Saudi

The Database, which is applicable to ATS LAN System, should be included on a disk, or emailed to [email protected] The E-Skills Card will be sent to the ICDL Saudi through the website http://ksa.litmuslink.com/atsonlinegcc/public/admin.aspx ( More Details will be explained during the Workshop which QA Officers will provide to all centers. For urgent workshop requests please email us on [email protected].) Certificates processing can normally take 2 to 4 weeks. Any Skills Cards that require correction will be made available for the center to pick up, correct and return to ICDL Saudi Arabia for a secondary review. E-Skills Cards errors could be corrected and exchanged electronically. This is a Quality Standard of ICDL Saudi Arabia E. Tester Leaving an Approved Center A tester who leaves an approved center must be reported to ICDL Saudi Arabia immediately in order for that tester to be removed from the center’s database and ICDL records. Failure to report such departures may result in a center’s suspension. The Tester who completes 3 months without attending any of ICDL Test Sessions can not attend Sessions unless he/she attends a new work shop. This is a Quality Standard of ICDL Saudi Arabia F. Test Language A candidate may complete their 7 (seven) ICDL tests in any language offered in the GCC Region. Currently, Approved Testing Centers in the GCC Region offer ICDL Tests in English and Arabic. The language of the exam must be noted on the candidate’s Skills Card. This is a Quality Standard of ICDL Saudi Arabia

G. Replacement Skills Cards or Certificates If a physical Skills Card or Certificate requires replacement, the testing center must contact ICDL Saudi Arabia on behalf of the candidate to request the replacement. There is a replacement fee of 125 SAR to replace physical skills cards or Certificate, and 375 SAR for new issuance or replacement of the Certified ID Card . as the price not including the shipping fees. •

Skills Card o If the Physical Skills Card is lost or damaged and unusable the testing center must submit a letter requesting replacement with the required fee. o



Candidates enrolled via the e-Skills Card system can request a physical Skills Card from ICDL Saudi Arabia in case they need to travel to another country.

Certificates o

o

A Certificate requiring a name change due to an error from ICDL Saudi Arabia will be replaced at no charge by submitting the original Certificate to ICDL Saudi Arabia with a request letter. A Certificate requiring correction due to an error or request by the candidate, or one that is lost, can be replaced by returning the original certificate (if available) to the ICDL Saudi Arabia office with a request letter and the appropriate payment.

H. Candidate with Two (2) Skills Cards A testing center should make every effort to ensure that candidates are assigned only one Skills Card number. However, if a candidate is inadvertently assigned two different numbers the testing center should ensure that both Skills Cards and all testing software reports are submitted to ICDL Saudi Arabia once the candidate has successfully completed all 7 tests. These documents will be reviewed prior to the issuance of the ICDL for the candidate. This is a Quality Standard of ICDL Saudi Arabia

CHAPTER 9 TERMINATION ICDL Saudi Arabia or the Approved Test Centre may terminate the Approved Center Contract. The termination is governed by the termination clause stated in the Test Centre contract. Some of the possible causes are listed below: •

A breach of any part of the agreement by the Test Centre



Notice by the Test Centre that it does not wish to continue



Non-renewal of contract after the contract period



Failure to return fees due to ICDL Saudi Arabia



Non-conformance to quality or security procedures



Complaints which are verified and/or not rectified after audits

If the contract is terminated, authorization is withdrawn by ICDL Saudi Arabia and the Test Centre must: •

Return the QTB and/or all test software to ICDL Saudi Arabia o Uninstall all test software with ICDL Saudi Arabia’s supervision



Hand over records of all Skills Cards sold or issued



Maintain the confidentiality of the ICDL program and for all candidates



Pay all outstanding fees due to the ICDL Saudi Arabia



Return all unused Physical Skills Cards. Electronic Skills Cards will be returned electronically.

CHAPTER 10 ICDL STAFF APPLICATION All Staff involved in the ICDL program must have an application on file with ICDL Saudi Arabia. The application below must be completed and sent to ICDL Saudi Arabia via fax or post with the appropriate supporting documentation to register a new tester, trainer or coordinator. A center may have more than one tester or trainer, but should only have one training coordinator and one testing coordinator. Upon receipt of the application ICDL Saudi Arabia will inform the center of the next in-office workshop. Applicants for tester and coordinator will be required to attend an in-house workshop prior to being added to the center database, or being permitted to attend test sessions.
