Implementation of CAR 66/147 CAR – 66 /CAR 147 •

CAR 66 implemented w.e.f. 1st July 2011. All existing licenses to be converted to CAR 66 AMELs by 1st July 2015 IAW IB 08/2011



290 licenses converted /issued IAW CAR 66 till date



CAR 147: Implemented w.e.f. 1st January 2008



10 MTOs already approved IAW CAR 147. List available on GCAA website.



All existing training organization that were recognized under previous regulations to be certified IAW CAR 147 by December 2012.

Implementation of CAR 66/147 Privileges of CAR 66 AMLs •

Category A licence →

CRS following minor scheduled line maintenance and simple defect rectification IAW terms of CAR145 authorization. The privileges restricted to work personally performed in a CAR 145 organisation.



Category B1 licence →

CRS following maintenance on aircraft structure, powerplant and mechanical and electrical systems. Replacement of avionic LRUs, requiring simple tests to prove their serviceability, also included. Category B1 shall automatically include the appropriate A subcategory.



Category B2 licence →

CRS following maintenance on avionic and electrical systems. The B2 licence broadly covers Instrument Systems, Automatic Pilot Systems (fixed and rotary wing), including Auto-throttle and Auto-land Systems, Radio Communication, Navigation and Radar Systems, Electrical Power Generation and Distribution ((



Category C licence →

CRS following base maintenance on aircraft. The privileges apply to the aircraft in its entirety in a CAR 145 organisation.

Implementation of CAR 66/147 Conversion of existing licences into CAR 66 licences •

Cut off date for conversion of the existing licences is 1st July 2015.



All existing licence holders can apply for conversion according to conversion schedule published vide IB 08/2011.



Applicants for extension, type rating endorsement need also to apply for conversion even if not required by IB 08/2011



Converted licences may carry some limitation(s) as appropriate IAW the provision of CAAP 28. There is no cut off date for removal of limitations.



Regardless of the limitations on the converted licenses, license holders can continue exercising the privileges of the authorizations held by them before 1st July 2011 as long as they are employed by the organization that issued the authorization. (Para 16, CAAP 28)



No new authorizations can be granted without removing limitations from the converted licenses.

Implementation of CAR 66/147 Removal of Limitations On Converted Licences •

For the purpose UAE AME Licensing, “limitation” means tasks that cannot be certified by the holder of the licence that carries the limitation code.



Removal of limitations from a converted license may require full/part modular examination IAW CAAP 28 appendices



Additionally, the applicants may also be required to provide evidence of additional experience



No FAST TRACK applications entertained for license conversion if it is because of renewal. However, request for faster action are accepted if the conversion is resulting from type rating endorsement and doing so can facilitate operations of the applicant’s organization.



Licence holders are advised to approach GCAA if the converted license do not reflect the privileges held by them as soon as they receive their CAR 66 license. All converted licences will be deemed accepted to their holders if no written objection is received by GCAA within three (03) months of the date of conversion.

Implementation of CAR 66/147 Type rating endorsement •

Approved/recognized type training certificates along with experience according to CAAP 28 (on approved SOW/OJT schedule) and endorsed by an approved practical assessor being accepted for type rating endorsements.



Type ratings endorsed on the license are similar to EASA type ratings



GCAA will endorse only those types of aircraft that are currently registered in UAE.



Practical training not mandatory at present for type rating endorsement, however experience requirements different than EASA.



Provisions available for reduced practical experience – requires prior GCAA approval – practical assessors assumes the role of practical instructor/trainer and the training has to be completed dedicatedly/full time

Implementation of CAR 66/147 Recognition of courses from Non-GCAA 147 organizations •

Organization intending to avail services of approved MTOs that do not hold GCAA CAR 147 approval, need to raise an application using form AMEL 09 IAW Para 15(c) (1) A of CAAP 28.



Application form along with all supporting documents and covering letter and list of the participants , to reach GCAA 30 days before the start of the course.



Among others, GCAA course approval letter along with Certificate of Recognition for the type course issued by the MTO has to be provided with the application for type rating endorsement.



All documents submitted in support of license applications should either be original or attested true copies as per IB 03/2011 (attested copies preferred). •

Persons attesting the documents should hold senior position within the organization preferably at managerial level



Name, signature and designation of the person attesting the document to be clearly legible.

Implementation of CAR 66/147 Approved Schedule of Inspections/Work/OJT schedule •

GCAA requires that all organizations develop OJT schedule for their aircraft types and get it approved by GCAA. Ref: CAR66.30



Success rate of type rating endorsement applications has gone up significantly for those organizations who have got their OJT schedules approved

Implementation of CAR 66/147 Approved Practical Assessors •

GCAA requires that all applications for initial issue, extension and type rating endorsements be recommended by approved GCAA practical assessors.



Eligibility criteria for practical assessors is given in IB 02/2011



Role of practical assessor •

Acts as GCAA designated examiner to assess practical aspects/skills



Acts as practical trainer in addition to his role as practical assessor in case of reduced practical durations for type rating endorsements.

Implementation of CAR 66/147 CAR 66 Examinations In addition to providing evidence of appropriate experience relevant to the appropriate categories, the applicants for a UAE CAR 66 AMLs are required to prove their level of required knowledge either by completing appropriate approved basic training with an approved CAR 147 school or by qualifying CAR 66 examinations with GCAA that will comprise of the following components: 1. Multiple choice examinations as appropriate for the applied category. 2. Essay examination. Essay examinations will comprise of questions drawn from the syllabus subjects covering Maintenance Practices (Module 7), Human Factors (Module 9) and Aviation Legislation (Module 10). Note: The purpose of the essay is to allow the GCAA to determine if candidates can express themselves in a clear and concise manner in the form of a written response, in a technical report format using the technical language of the aviation industry. The essay examinations also allow, in part, to assess the technical knowledge retained by the individual and with a practical application relevant to a maintenance scenario.

Implementation of CAR 66/147 CAR 66 Examinations (Contd). •

All existing under process applicants are required to complete at least one category until 1st July 2012 under the previous system. On completion they will be issued a license with appropriate limitations.



If a candidate completes one category under the old system, he can •

either continue examinations for another category under the previous system until 1st July 2012 or



can apply for grant of limited CAR 66 AMEL. All pass credits under the previous system are lost upon issue of limited CAR 66 AMEL. Previous pass modules can not be used for removal of limitations.



All new applications and those who do not have any pass module in credit will be required to sit in CAR66 modular examinations.



All pass modules under new system (CAR 66) will be kept in credit for a period of four years from the date of first pass.



No failed module can be re-sit before 90 days.

Implementation of CAR 66/147 Temporary validation of foreign license •

GCAA may allow use of a foreign license on UAE registered aircraft for a period of 90 days (extendable for further 90 days under extenuating circumstances only)



The original license to be validated must meet the intent of ICAO Annex 1 and be issued by an ICAO contracting state whose licensing standards are known to the GCAA and they do not have major safety related findings against them during ICAO oversight audits.





ICAO contracting state type rated license with 02 years certifying experience



ICAO contracting state basic license (without type ratings) with maintenance authorizations held for five years



Evidence of familiarization with UAE regulations and company procedures

No provision for Temporary validation of Category ‘A’ license

Implementation of CAR 66/147 Issue of UAE license on the basis of a foreign license •

GCAA may grant exemptions on certain examinations (except for Module 10 and Air Legislation essay examination) to holders of foreign licenses that qualify for grant of Temporary validation



No exemptions allowed to applicants who do not have the required two years certifying experience or holders of basic licenses that do not confer any certification privileges.



No exemptions allowed to applicants who have qualified CAR66 equivalent modules with another ICAO contracting state authority including those from EASA member states or their approved Part 147 training organizations.



No provision for grant of exemptions on the basis of foreign Category ‘A’ licenses

Implementation of CAR 66/147 Issues raised on various occasions by the industry which are under consideration by GCAA . • Allowing specific CAR 147 organizations that already hold basic training approval to conduct Air Legislation and human factors examinations on behalf of GCAA for conversion of foreign licenses. • Grant of recognition to type training courses conducted by approved MTOs in other GCC/EASA countries • GCAA conversion policy of foreign license.
