Personnel The employees must be in good hygiene and healthy conditions. All employees shall receive training for technique and skills relevant to the assigned tasks and competence assessment after training is required. Facility The location, design and structure of the production premises shall ensure proper protection to the products and prevention of cross contamination of the products, raw materials and packing materials. Storage, production and quality control activities shall be taken place in designated areas, and the company shall provide enough spaces for receiving goods, storage and production, etc. Equipment The equipment shall meet the intended purpose and could be cleaned easily. Disinfection and maintenance shall be applied if necessary. Care must be taken to avoid contamination to the products during maintenance.

As of 11 July 2013, the cosmetics sold in European Union shall fulfill the new regulation (EC) No. 1223/ 2009. This regulation is applicable not only to those cosmetics put in the market after that date but to any cosmetics that are available in the market after that date. In fact, manufacturers are facing fierce competition in the international market and this new regulation certainly becomes one of their challenges. In accordance with Clause 8 of the regulation, it requires all cosmetic products to be manufactured according to Good Manufacturing Practices (GMP) for Cosmetics. The standard ISO 22716 : 2007 is referenced in the regulation, which implies certification to ISO22716:2007 would soon become the global trend for all cosmetics manufacturers. The certification could facilitate the improvement of management system / process of the manufacturers at the same time help the products enter into the international market.

In November 2007, International Organization for Standardization (ISO) published the standard ISO227 16:2007 Cosmetics - Good Manufacturing Practices.
It provides clear operating guidance for cosmetics manufacturers on processes operated in the company such as production, control and storage. Production In every stage of production and packaging, proper measures shall be taken to ensure the conformance of finished product to the relevant requirements. All production processes shall be carried out in accordance with the document requirements, and process validation and process control measures shall apply. Non-conforming Products The rejected products shall be analyzed by designated personnel. Reworked products shall be controlled and inspected by authorized personnel to verify their conformity. Complaints and Recalls All complaints received by the factory shall be reviewed, investigated and followed up. When product recall concerning safety occurs, designated person shall be authorized to keep relevant parties informed. To sum up, ISO22716 defines specific requirements for cosmetics manufacturing, in terms of both software and hardware, including premises / facilities, personnel, and internal management / control, etc.
