Increasing challenges

Population growth (explosion)

• High pressure on urban services • High pressure to ensure friendlyenvironmental development • High social pressure

Lack/Cuts in public funding

The situation is critical with high tension, visible at the international level

Lack/Cuts in public funding

The situation is critical with high tension, visible at national and international levels

Smart We have to find innovative solutions: - Focus on public concern (citizens, environment) - Do more with less

Use of :

• Digital innovation • Social innovation

Digital technology connects people Internet

Social Media

Smart Phone

Internet of Things:

Digital technology connects “Things”, “Every Thing” Every thing could be: • Identified • Geo-localized • Embedded analysis capacity • Connected to other things

Consommation d’Eau

Smart Sensors: On-line monitoring and control

BigData & data analysis, expert system: High capacity for data processing and analysis

Augmented and Virtual Reality:

High capacity of visualization (beyond the wall) and creative imagination

The SCIS is huge and complex:

• Data on infrastructure (water, energy, transport, telecommunications), • Data on services (transport, logistics, water, energy, health, education...), • Environmental data • Users data

Sensitive and critical data § Control of critical infrastructure and services (energy, water, transport), § Interact with users and other stakeholders § Security

Sophisticated analytics • By sector (drinking water, sanitation, electricity, heating, bus transport, Metro..), • Inter-sector (interaction water-energy, transport-energy, environment-transport-energy-environment, risk environment,...)

Smart City: Governance of the Information System

Outline (3 questions) 1) What is the Smart City, how it does it work ? 2) Role of the information system in the Smart City implementation? 3) How the smart system should be governed ?

Management by sector: • We are familiar • Easy to identify the responsibilities and actions However, in a 'Smart City », we have to accept living in community and sharing information, experiences and tools

Secto r 1

Secto r 3

Secto r J

Secto r 2

Secto r 4

Secto r N

Inclusive management • We're less familiar • Difficult to identify responsibilities and actions In a "Smart City, we need in-depth analysis of the interactions to determine: • The processes of data share • Analysis to be carried out • The answers to give (security, optimization)

We need also risk and resiliency analyses

Sector 1 Sector J Sector 3

Sector 2

Sector 4

The success of any “Smart City project” depends on the governance of the Information System We need : - Clear Organization - Dedicated Team : Smart City Team (SCT)

Designation of

Smart City Team (SCT): Multidisciplinary skills

Environment Security and emergency

Smart City Team Mission & Responsibility 1) Design and construction of the Smart City Information System (SCIS): • Analysis of existing “information systems” (data base, analytics & display). • Determination of the SCIS specifications (overall vision, discussion,..). • Supervision of the SCIS construction.

Smart City Team Mission & Responsibility 2) Exploitation of the Smart Information System (SCIS): • Set rights access and responsibilities (how does what ?) • Ensure SCIS security • Quality control (mainly in the interaction areas) • Assistance and training 3) Development and extension: • Integration of new needs & development • Integration of latest technology • Reporting

Smart City Team Mission & Responsibility Establish for each data (or Group of data) a key actor as well as associated partners. The key actor is responsible for : • • •

Data acquisition, verification (cleaning) & integration Data analysis Data share

Smart City Team Mission & Responsibility Each key actor should:

• Dress up processes and tools for data use (safety and optimal management). • Establish alerts and security actions in case of any incident/abnormal event. • How to share with other “actors” any incident/abnormal event and mitigation actions.

Governance of the Smart City Information System It should include all the stakeholders Steering Committee

Smart City Team

Consulting Committee

Users’ Committee

Governance of the Smart City Information System Steering Committee Composition: Institutions representatives Role: Strategy, decision,

Smart City Team

Composition: Technical members Role: Strategy implementation, coordination, assistance & quality control

Consulting Committee

Composition: Experts, civil society representatives Role: Scientific and technical advice, Ethics respect

Users’ Committee

Composition: Representative of “services” and SIS users Role: Needs, interactions, operating, feed-back,…

Conclusion Smart City is a pertinent solution for the City Challenges. The Information system is the heart of the Smart City construction. The Smart City Teams has a major role in the design, construction and management of the SCIS.

Conclusion • The governance of the SCIS should include all the stakeholders: Policy-Makers, Experts, Civil Society representatives, users representatives and the management team (Smart City Team. • For each data/group of data a Key actor should be designed.
