Introduction/Sign-in Sheet Mr. Ron Wanhanen, representing FEMA Region VI, began the meeting at 9:00 AM (CDT) with a PowerPoint presentation. All meeting attendees introduced themselves and acknowledged that they had signed the sign-in sheet. Mr. Wanhanen presented information on the transition from Map Mod to RiskMAP and the goals to work with states, tribes, and local governments to perform the next round of mapping updates as was noted in the initial coordination meeting completed in October 2009. Mr. Wanhanen indicated that the main purpose of this meeting was to follow-up on the community needs collected in October 2009, discuss the work completed to date for the Physical Map Revision (PMR) study process, and to review a schedule to issue preliminary panels. He also stressed that it is important for the community to work with the mapping contractor throughout the process so that any issues can be resolved before the maps are released. 2. Scoping Results Mr. Vikram Shrivastava explained that the needs expressed at the Initial Coordination Meeting in October by the communities and agencies have been compiled. This information has been captured and will be loaded into the Coordinated Needs Management System for FEMA to pull from for future work consideration. 3. Study Overview Mr. Shrivastava noted that this study is a PMR and that only those FIRM panels affected by the new enhanced study will be updated and reissued. Based on feedback at the Initial Coordination Meeting, FEMA revised the scope for the PMR to restudy 450 miles of flood hazards in Hays County using approximate methods (i.e. Base Product). The stream segments which will be studied are those that are reflected on the effective DFIRMs as Zone A along with a few segments which drain more than 1 square mile. In total 71 of the 82 printed panels will be revised as part of this PMR. Topographic Data Acquisition Mr. Shrivastava acknowledged the receipt of the most recent terrain data that covers the watersheds of the streams to be restudied from Hays County. Mr. Steve Floyd from Hays County GIS added that in his review of the LiDAR data, it appeared that a dam on Purgatory Creek near an ox-bow was removed in the LiDAR processing. Mr. Shrivastava said that this would be taken into account by RAMPP in their analysis. Scoping & Coordination Meeting Minutes

Meeting Minutes Engineering Analysis Mr. Shrivastava indicated that all backup data had been provided by the FEMA library for the streams in this area and that Letters of Map Revisions (LOMRs) had been acquired. However, at the mapping phase of the project Mr. Shrivastava said that he would coordinate with the Hays County officials to ensure that all LOMRs issued have been accounted for by RAMPP. Base Mapping Layers Mr. Shrivastava indicated the source of the various base mapping layers. Hydrology Mr. Shrivastava indicated that for this PMR the discharges used in the hydraulic analysis will be developed using the USGS regression equations. There was some discussion on the Onion Creek study in Travis County and the use of the hydrologic analyses results for the PMR’s restudy. Mr. Shrivastava indicated that he would look into this. There was discussion on the use of LiDAR data to delineate the watersheds for the hydrologic analyses. Mr. Mike Moya indicated that Halff had LiDAR data for the adjoining counties that cover the watersheds draining into Hays County. Mr. Shrivastava indicated that he would look into this issue. Hydraulics Mr. Shrivastava indicated that for the studied streams, RAMPP would develop HEC-RAS v.4.0 step-backwater models for the hydraulic analysis. Mr. Manual Razo from the TWDB indicated that the TWDB has a bridge/culvert GIS shapefile for Hays County. Mr. Razo asked if this bridge information could be incorporated into the restudy for this PMR. Following the formal part of the meeting, this was discussed with Mr. Wanhanen. Mr. Shrivastava agreed that the bridges/culverts information would be incorporated into the restudy. However, as the level of study is approximate the bridges will not be modeled to the same level of detail as they would be for a detailed study. Hays County / USACE / Halff Associates Study There was discussion on a meeting was scheduled for Tuesday April 20, 2010 to discuss the Colorado River Basin Study. This study will develop flood hazards for the streams reflected as detailed studied streams on the effective FIRMs for the northern part of Hays County. It would be ideal if the results of this study were also available when the PMR panels are revised. However, the timeline of the Colorado River Basin was uncertain. It was decided that Halff Associates would try to obtain a commitment that the Colorado River Basin Study would be completed by Dec 31, 2010. If this were done, then the Hays County DFIRM update could be delayed by a few months to incorporate the Colorado River Basin Study data. 4. Project Goals and Products Mr. Shrivastava gave a brief overview of the products that will be developed by this project – namely a revised Flood Insurance Study, DFIRM GIS database, along with DFIRMs in PDF and hard copy format. 5. Methodology and Technical Challenges Mr. Shrivastava mentioned that challenges for the project were limitations in survey access, awareness of all ongoing LOMRs, and any drainage improvement projects underway. Meeting Minutes RAMPP in the loop about any on-going LOMR or drainage improvement projects that would impact the project area. 6. Schedule, Post Preliminary Process and Map Adoption Mr. Shrivastava gave a brief overview of the schedule for the completion of the engineering and draft mapping and an estimated date for the preliminary issuance. He also indicated that under Risk MAP, FEMA will have more interaction with the communities during the data development process, and an “over the shoulder” meeting will be scheduled with the communities to review the draft engineering and mapping before it is fully incorporated into the preliminary DFIRM. Mr. Wanhanen then reviewed the post-preliminary processing steps from the Final meeting, through the Federal Register posting and statutory appeal periods, to the Letter of Final Determination (LFD), revalidate letters, and effective issuance. 7. Outreach Mr. Wanhanen indicated there are outreach tools, materials, pamphlets, and websites from FEMA to assist in keeping the community informed about the process. He indicated that FEMA has asked RAMPP to be proactive in communications to the community which includes a monthly newsletter as well as a RAMPP website. Please refer to the http://www.rampp-team.com for more updates on the project. Mr. Shrivastava indicated that RAMPP would be developing a website that will indicate the changes in the flood hazards (i.e. areas that were in the floodplain but are not now, areas that were not in the floodplain but are now). In addition, the GIS shapefiles of the changes in the floodplain will be provided to the county‘s GIS office prior to the preliminary issuance so that the county GIS parcel data can be used to identify which property owners are affected by this PMR. Mr. Shrivastava added that the www.rampp-team.com website had a section for the Hays County PMR and this can also serve as a location for outreach materials. 8. Summary Mr. Shrivastava provided a brief summary of the meeting including contact information and asked for questions. 9. Questions Ms. Kathy Woodlee from the City of San Marcos indicated that she had provided Mr. Shrivastava with a flood study for the City of San Marcos. Mr. Shrivastava indicated that he would review the submitted study and respond back to Ms. Woodlee. 10. Meeting Adjourned at 11:00 AM
