GDCE selection to various posts in different Pay Bands over NCR In terms of instructions issued vide Railway Boards letter no. E(NG)I-92/PM 2/16 Dated 20.08.1993 (RBE No. 129/1993) and other instructions issued from time to time, General Manager (P), N.C.Railway, Allahabad invites applications from eligible all regular serving Railway employees possessing the prescribed educational qualifications for direct recruitment vacancies irrespective of Grade & Cadre over Divisions/Units/Workshops/Headquarter of North Central Railway to fill up the following posts against GDCE Quota on prescribed format forwarded through proper channel within stipulated time to concerned respective Personnel Branch who will send the application to General Manager(Personnel) in bunch along with list of the applications received. IMPORTANT INSTRUCTIONS 1. 2.

This Notification is only for serving Railway employees of North Central Railway. An employee can submit only one application form indicating preference of post as per his/her eligibility. Allotment of post will be made to successful candidates on the basis of priority of option given in the application. Since the vacancies of the mentioned categories are to be filled up in Divisions/Units, the employees of the one Division/Unit are likely to be transferred and posted to another Division/Unit. ELIGIBILITY CRITERIA : MINIMUM EDUCATIONAL QUALIFICATION: Indicated against each post. AGE LIMIT: The normal age limits will be 18 to 42 years for Unreserved candidates, 18 to 45 years for OBC candidates and 18 to 47 years for SC/ST candidates reckoned as on 01.01.2014.

3. 3.1

MODE OF APPLICATION: Candidates should submit the applications to his immediate superior in the prescribed format annexed as Annexure-1 to this Notification latest by 15.12.2013. The application should be on good quality A-4 size bond paper (80 GSM) using one side only. Candidates should ensure that application is on a single sheet conforming to the above specifications. The candidates can also download the application format from our website: www.ncr.indianrailways.gov.in. Candidates using printed application form from any other source should ensure that it conforms to the prescribed format notified. Candidates should fill up the application form in his/her own handwriting either in Hindi or in English with blue or black ball point pen only and ensure to paste and enclose latest passport size coloured photograph. Candidates belonging to SC/ST communities should enclose the Caste Certificate in the format given in Annexure -2 of this Notification. Candidates belonging to OBC community should produce a Caste certificate in the format given in Annexure - 3 of this notification. In addition the OBC candidates should enclose self-declaration of non-creamy layer status in the proforma given in Annexure-4. Candidates should send their applications through proper channel.

TO WHOM AND HOW TO APPLY: The application should be sent through proper channel i.e. concerned officer incharge of Personnel Department only which should reach from the offices of Senior Subordinates/Field Units latest by 21.12.2013. Applications received through any other mode without proper channel will not be entertained. Personnel Department of Divisions/Units will scrutinize the eligibility of applications received and will certify the service particulars filled in application form from the Service Record/Personal File of the employee concerned and will forward all the applications received against notification with a list so as to reach through Special Messenger to SPO/HQ in the Office of General Manager (P), North Central Railway, Allahabad, latest by 18:00 hrs on or before 31.12.2013. The filled in application along with the required documents should be addressed to the Senior Personnel Officer (HQ), CPO’s Office, North Central Railway, Subedarganj, Allahabad – 211033 (U.P.). In terms of Railway Board’s letter No. E(RRB)/2001/25/31 dated 29.09.2005 (RBE No. 164/2005), applications from serving staff in response to notifications for GDCE issued by RRBs, advance copy of application may be entertained by RRBs.

ONLY ONE APPLICATION: Each serving employee should send only one application and employees submitting more than one application will not be considered. Even if, such a candidate gets selected inadvertently, he/she will not be offered any appointment under GDCE.

6 6.1

GENERAL CONDITIONS: Candidates before applying should carefully read the instructions and ensure that he/she fulfills all eligibility criteria at the time of submission of application as per notification. Quota prescribed for SC, ST, OBC & Minorities will be applicable to GDCE as per prevailing rules. All regular employees possessing the prescribed educational qualifications for direct recruitment shall be eligible to appear in the GDCE, irrespective of the grade and cadre. The standard of examination shall be like that of direct recruitment to avoid any dilution of the cadre. If suitable candidates do not become available in adequate number as a result of GDCE, the shortfall will be made good by direct recruitment through Railway Recruitment Board. Zone of consideration for GDCE will encompass staff belonging to all the departments /Branches in a division/Workshop/Headquarter Office/Extra Divisional Office/Production Unit as the case may be subject to their applying through proper channel in response to the notification to GDCE. The number of vacancies shown in this notification are provisional and the same is liable to increase or decrease depending upon the actual needs of the administration at the time of appointment. Selected candidates are liable to be posted anywhere in North Central Railway. Decision of Railway Administration in this regard shall be final. Railway Administration reserves the right to alter the modus of examinations or re-conduct written examination or to cancel part or whole of any process of recruitment at any stage. Medical examination: The candidates empanelled in GDCE will have to pass the requisite medical fitness test(s) conducted by the Railway Administration to ensure that the candidates are medically fit to carry out the duties connected with the post as per its medical classification. Candidates recommended for a particular category of post with a higher medical classification will not be considered for any alternative post with lower medical classification in the event of their medical unfitness. The written examination of the above notified categories will be conducted by RRB/Allahabad and the date of examinations will be notified by RRB/Allahabad in due course.

The employees under GDCE will have to pass Psycho/Speed/Type Test in the categories wherever applicable.

Enclosures to the Application: Serving employees applying against GDCE should enclose self attested photocopies of the: Proof of date of birth (10th or Matric pass certificate). Educational qualification prescribed for the category. In case of only SC/ST/OBC, Caste Certificate in prescribed format along with one extra photograph should also be attached with application form. Railway administration will not be responsible for any loss in case original certificates are enclosed by the employee. INVALID APPLICATIONS: Applications which suffer from the following deficiencies will be rejected. The list is only illustrative and not exhaustive. Applications received after the closing date & time. Application received without proper channel. Applications not in the prescribed format or which are incomplete in any manner. Candidates do not possess Educational/Technical qualifications on the date of filling application. Candidate over aged as on 01.01.2014. More than one application submitted by the same candidate. Any other irregularity/deficiency noticed by administration and considered valid for rejection. The scheme of GDCE will be implemented according to the guidelines/extension of scheme issued by Railway Board if any in future and will be binding on all.

NORTH CENTRAL RAILWAY FORM OF CASTE CERTIFICATE FOR SC/ST A Candidate who claims to belong to one of the scheduled caste or scheduled tribe should submit in support of his/her claim a self attested copy of a certificate in the form given below from the district magistrate or the sub-divisional officer or any other officer as indicated below of the district in which his/her parents (or surviving parents) ordinarily reside and who has been designated by the State Government concerned as competent to issue such a certificate. If both the parents are dead, the officer signing the certificate should be of the district in which the candidate himself / herself resides otherwise than for the purpose of his / her own education. Wherever, photograph is an integral part of the certificate, the RRB would accept only self attested photocopies of such certificates and not any other attested or true copy.
