I set up OCS after seeing the inefficiencies prevalent in many shipyards globally. Since then OCS has grown to be the premier Project Management and Commissioning Company globally. OCS have developed a powerful project management tool as a result of prolonged involvement in extensive major capital projects. As a result of these “concept to delivery” experiences the OCS Project Management and Commissioning Team developed their own in house software to provide a complete management tool that will assist clients make informed decisions and ensure their projects are delivered on time and within budget. The decisive factor that should determine the suitability of similar software based Project Management systems is it’s internal integrity yet simplicity of use. This design intent is an important feature of this OCS product.

OCS also fully realised the need for any in house software to be integrated within a clients own management system and the baseline platform can be modified to suit a clients specific requirement. Project Trac is a secure web based application and as such will enable secure on line access to a particular clients own data base from any global location.

With the formulation of an agreement of cooperation, Offshore Commissioning Solutions Inc. and Zentech Inc. have created a powerful force in the field of offshore engineering. Failure Mode Effects Criticality Analysis

OCS have developed a comprehensive Audit and Inspection program. We have designed the methodology to provide thorough verification through detailed inspection, testing and reporting.

The traditional notion of FMECA studies in the offshore industry have been related to Dynamically positioned units only. The OCS Marine and Engineering Team have now developed the original template to enable it to be applied to a wider scope of such studies which now include;

The OCS inspection team will ensure all equipment is fit for purpose, in good operational condition and verify compliance with the necessary international standards and in accordance with the highest level of industry practice.—Class—API—IADC—IMO etc. Due to the breadth of experience we have available we will also be able to advise our clients on particular requirements of new global areas or new operator demands pertinent to a particular global region.

OCS have developed the FMECA methodology as a result of studying similar work undertaken in the aeronautical and automotive industries. Initially the work was destined to be applied to Dynamically positioned vessels, but after discussions with clients it was soon apparent the basic template could also be applied to more specific equipment and systems studies where breakdowns or failures would have a major commercial impact. With the availability of specialists in the particular field and their input the unique process could be initiated to a clients requirements.

Risk Assessment

Within the FMECA report documentation OCS have removed the heavy reliance other consultancy groups place upon subjective criticality assessment by the use of an accredited risk ranking matrix with a history based in many shore side industries.

The assessment of risk in its many formats is a critical part of the day to day life of the oil and gas industry. It may be a practice involving shop floor assessments, permit to work or exposure assessments concerned with those of a commercial project.

The Risk Ranking is a simple number and indicates the status of the failure with respect to action and mitigation in support of continued operation. Risk Ranking is defined from the product of;

The Marine Engineering and DP specialists at OCS have long recognised that the traditional reporting format for an FMEA of a Dynamically positioned vessel can result in a speculative and light weight document which fails to probe the deepest level of control system design, equipment configuration, to the lowest component level. Traditional reports have been based upon the investigation teams specialist knowledge of the particular discipline which they are invariably unable to interpret into the operational design of the vessel, and a reliance upon the integrity of vendors systems - reliability upon a black box approach.

Too often FMEA reports contain speculative comment which are of little use to the owners. In addition a “light” approach fails to review the full extent of redundancy-or lack of it. The component level investigation being the only possible approach. OCS FMEA specialist realised at an early stage after working with a wide scope of clients that although current reports were being accepted, these reports provided little value to the client except as meeting a particular class or contractual requirement. Operational value was a minimum and recommendations invariably based in a speculative comment.

“Station Keeping” for any Dynamically positioned vessel is the critical activity which demands 100% application and verification. The use of OCS’s unique FMECA process is a part of the systematic assurance of a vessel’s ability to remain on location. As has been identified the FMECA will cover control systems, hardware and software, power generation, propulsion and all those systems necessary to maintain the DP unit on location. To support the FMEA process OCS can provide their clients with a wide range of services developed from the Deepwater DP drilling industry but now also proven to be of major risk reduction and mitigation benefit to a wide range of other DP vessels Construction - Dive - Well Test - Drilling - Support - Flotels. Formulated and agreed by the vessel team with the sole intent of providing the DPO and key personnel such as Driller - Construction Superintendent - Drive Supervisor, on DP alert levels in the event of a system failure, or upon a predetermined non standard event occurring Operational Management Review Provides a full audit of the DP and integrated control system hardware and software, and reviews the suitability and effectiveness of the necessary procedures and management controls established in the pursuit of reducing operational risk. The OCS Team work with the operational personnel to ensure all such reviews are completed with minimal disruption, using their skills to suggest areas of enhancement or implementation of BIP (Best Industry Practice). The overall assessment and recommendations will be set firmly in a practical approach, identifying sensible areas of improvement to provide a level of risk mitigation commensurate with the day to day operation of the vessel.

Competency AssessmentOCS marine specialists believe the art of communication and the spoken word is critical to the efficient progression of any work scope. Communication is a two way activity and when combined with observation during operational periods it is inevitable that observations may be made regarding personnel competency and abilities. Such observations may also reflect company standards and shortfalls which are not normally highlighted. It is not unknown for Complacency and “bad Operational” habits to be found during such assessments, which without the intrusion of a third party may have otherwise remained undiscovered. Emergency Preparedness-; Emergency Preparedness and contingency planning are frequently overlooked as an issue of station keeping. Without a proactive approach and associated training an increased threat to the integrity of the station keeping will exist. OCS work with the onboard teams to develop suitable training scenarios and will facilitate suitable training regimes to motivate key personnel to have an enhanced awareness of the risks and promote an early response. Training and FamiliarisationOCS DP specialist believe at all times in providing the highest level of support and frequently assist operational teams in the updating and development of their operational skills. Induction and cross discipline training is a critical item often neglected. Inter discipline knowledge and an awareness of emergency procedures in other operating areas onboard technically advanced vessels will assist in the successful controlling of any emergency condition. OCS can provide the necessary facilitation to provide such training and other training deemed necessary to reduce the over exposure to operational risk.

Training Support

OCS intend to provide a wide variety of familiarisation and training courses. These courses are intended to train personnel who wish to work offshore to a level of competency which will enable them to work SAFELY in their new environment and not be a danger to themselves or their colleagues and also, where needed, to improve the operational abilities of rig personnel, enhancing the levels of competency, leading to a reduction in dependence upon supervisory input and more importantly to an increase in safety awareness.

The Drilling industry demands a high level of personnel competency in assuring a high operating standard and the maintenance of suitable levels of personnel, unit, and corporate safety.

Due to the huge demand for oil and gas and the consequent high levels of activity in exploration and production and, given the unprecedented number of new build and refurbishment programmes, the Oil and Gas Industry is now desperately short of skilled personnel.

The scope of training offered by OCS will cover specific areas key to the enhancement of the level of safe operating practices on board the unit. The training services will be suitable for personnel employed in the broadband of exploration and development drilling, whether based in the Onshore or Offshore areas.

personnel has been temporarily overcome by the presence of highly competent and experienced supervisory personnel. However this solution has its own limitations, depending upon “On the job training” inevitably detracts from the overall efficiency of the operation and, in truth takes a longer period of time to bring personnel up to a standard. This is because tuition can only be given in relatively short and broken units.

In response to their international clients demands, OCS have established a global Training Institute. The purpose of the Institute is to provide intensified theoretical and practical training to personnel away from the work site as OCS have done in the past. This enables more personnel to be effectively and usefully trained than would be the case at the work site. The first of these institutes was opened in May of 2007 at OCS is Houston, USA corporate office and, in the first instance, focuses on training of personnel in the correct selection, installation and maintenance of electrical equipment in Hazardous Areas. This is an area that has been severely neglected in most parts of the world. It is however an area that, potentially, has the highest possibility of causing a catastrophic incident in any sector of the Oil and Gas Industry.
