PROJECT PROPOSAL: Strengthening Implementation and Ratification of ECE Multilateral Environmental Agreements and Enhancing Cross-Border Interaction in Central Asia

Introduction • Status of implementation uneven across the ECE region • Some countries experiencing difficulties • Countries must overcome the obstacles to implementation themselves • However, if committed to do so, their efforts should be supported by the international community
Introduction • ECE Conventions are individually delivering capacity-building activities • The proposed project will encourage joint “technical” capacity-building activities using synergies between the conventions • In parallel, capacity-building aimed at improving the institutional and legal frameworks would be delivered together
Introduction • Transfer of knowledge, experience, good practice – is not enough • Practical application of the MEAs, including transboundary cooperation, also requires the support of high-level policy-makers – green light to go ahead • Understanding and political acceptance among top management

Project Objective
To contribute to: - Strengthened environmental governance and performance in the countries of Central Asia - Increased transboundary environmental cooperation among them
Expected results – Enhanced understanding and political acceptance of the ECE MEAs among high-level policy-makers in the countries of Central Asia; – Increased capacities to implement ECE MEAs in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan; and – Strengthened cross-border interaction between Central Asian ECE member countries and between them and the countries neighbouring them.
Enhanced understanding and political acceptance of the ECE MEAs Key activities High-level subregional meeting on ECE MEAs with the participation of recipient countries, neighbouring countries, partners and donors; National missions to ensure high-level support and participation in the subregional meeting; Enhanced communication in Russian (websites, newsletter, booklets, etc.)
Increased implementation of ECE MEAs 1 Key activities “Institutional” capacity-building workshops/training sessions and advisory services (integrated approach between all or several MEAs); National missions to countries in Central Asia to plan for capacity-building and advisory services; This is expected to foster an integrated approach among the authorities of the countries in Central Asia and promote synergy between them;
Increased implementation of ECE MEAs 2 Key activities “Technical” capacity-building activities (cooperative approach between two or more MEAs) – examples in Annex III The project will build on and support the “technical” capacity-building activities, which have been developed and are being implemented under each of the five MEAs

Key activities Subregional meeting/workshop in support of increased interaction between ECE countries of Central Asia and between them and their neighbours Bilateral/multilateral meetings on transboundary issues
Resources • A dedicated capacity-building team, comprising two professional staff members and a project assistant • This team will be responsible for the implementation of the activities planned under this project in cooperation with the secretariats of the ECE MEAs • Furthermore, it will support the secretariats in conducting on-going individual capacity-building activities
