Kindly clarify the tolerances. BEARINGS: M/S R.Kanwar In Indian Railways all the 110 V SKF make (6201ZZ) ball bearings or equivalent in NBC/ FAG DC / AC, 400 mm sweep R.C make bearing shall be used. Fans are being provided with 6200 bearings, inspite of the fact that the weight of the Armature is approx. 1 Kg and the weight of the Mild Steel Blade is approx. 700 gms. Instead of existing FRP Blade & Rotor of about 650 gms. Provided in these BLDC Fans. Using of 6200 bearings will also helps in Wattage Reduction. The said 6200 bearing has already been recommended by your Honour in IS : 6680/1992 Cl. No.: 8.6 along with dimensions from the date these fans were

4.10

COLOUR OF FAN BLADE AND BODY: Complete fan i.e. fan body, motor body, fan guard assembly (of mild steel) etc. shall be powder coated with minimum thickness of 60 microns to colour silver metallic finish to HVC 100 of HAWCOPLAST / 95-03014 of MARPOL. A band of dark yellow colour of about 20 mm wide over the periphery of the fan body approximately at its middle portion shall be applied as a colour code for the fan.

GUARD: Crashworthy design of fan guard shall conform to ICF drg No. ICF/SK-7-6-158 alt. ‘C’

developed in India. As such your Honour is requested to kindly modify the same as “6200ZZ having L10 life” instead of “6201ZZ”. M/S LEC -M/S R.Kanwar Presently the BLDC Fans are provided with a bank of dark Yellow colour, we recommend that in Sensor Less BLDC Fans it shall be changed to “Red Colour” for easy identification of the Sensor Less BLDC Fans.

STARTING TEST: The fan shall be capable of starting from rest at ≤65 volts.

M/S R.Kanwar This Clause is contradictory to Cl. No. 8.6.2 of the said spec., because as per this Cl. No. 8.3 the Fan should be start at ≤ 65 volts and as per Cl. No. 8.6.2 the Fan should be tripped when the input voltage is less then 65V and shall be restart automatically whenever the voltage is above 70V.

RDSO’s comments To avoid frequent start and stop of BLDC fan due to battery voltage fluctuation, ≤75 volts is considered in place of ≤65 volts Modified clause The fan shall be capable of starting from rest at ≤75 volts

As such your Honour is requested to kindly modify the starting voltage as ≤ 70 volts instead of ≤ 65 volts & restarting voltage 75 V instead of 70V. M/S LEC The tolerance of 5v should allowed due to inherent tolerance value of components. 8.5

8.6.1

Input over voltage protection shall be provided in the circuit so that whenever input voltage increased beyond 155V, the fan shall trip and whenever the voltage comes down to 140V, the fan shall start automatically.

8.6.2

Input under voltage protection shall be provided in the circuit so that whenever input voltage decreased below 65V, the fan shall trip and whenever the voltage comes above, the fan shall start automatically. Capability to withstand input of 200V DC without any damage to any part of the BLDC fan for two minute shall also be provided.

LOCKED ROTOR TEST: This test shall be conducted after heating test of the magnet and reverse polarity test. The fans shall be subjected to the highest value of the voltage range i.e. 140V for one hour with the armature in the locked conditions providing external means to arrest the rotation of fan. The fan under this condition shall draw no appreciable current. After the removal of the lock condition, the fan shall start automatically or switching OFF and ON the power supply.

This test shall be conducted as per Clause No.19.2 of IS: We expect that the AD Test 6680. It is desirable that air delivery shall not be varied in the during Routine Testing means on voltage range from 90V to 110V. each & every fan, where as this has already been included in the Acceptance Test also, we expect that this can be deleted both from the Routine & Acceptance Tests. If the following facts are considered. This testing may kindly be based on the RPM & Input Wattage of the fan i.e. when the RPM of the fan under testing is more the RPM and Input Wattage is either same or less of the fan specified during Type Testing. Accordingly the minimum RPM and Input Wattage may kindly be specifically be mentioned / specified during Type Testing for AD Test. M/S LEC Air Delivery Test: It is mentioned that air delivery shall not be varied in voltage range from 90V to 110V. According to LEC the Air delivery will vary within the voltage range. Air delivery shall be checked at the rated voltage only at 110V.

However, for air delivery, service value and noise level tests, 2 fans for lot size up to 100, 4 fans for 101 to 200 and 6 nos. for lot size of above 200 will be selected at random from the lot.

M/S R.Kanwar Before 100% introducing of these Sensor Less BLDC Fans in the Railways, first of all the performance of the same may kindly be watch for atleast 3 years by providing the “Optional Clause” for the procurement of only 10% of Sensor Less BLDC Fans of the Total Required Qty.

RDSO’s comments Specification is revised to improve the reliability and standardisation of BLDC fan and is suitable for BLDC fan with and without hall sensor.
