Council adopts R31.8bn budget

Thekwini Municipality has adopted its 2012/13 budget of the last week’s full Council meeting. Mayor Cllr James Nxumalo delivered his Budget Speech and provided insight into the state of the Municipality. Nxumalo said that the Municipality was in a good and financially sound position. “EThekwini has once again achieved an unqualified audit report for

under R185000 being dropped, stemming from the calls from the community at the Regional Budget Hearings. Taking into account the poor and poverty stricken residents, the Municipality will continue providing 9kl of water and 65kw of electricity. Aid to informal settlements has also been budgeted for. “An amount of R254m has been set aside for the provision of interim services to informal settlements. These include water, sanitation, refuse removal

foot paths, road access, and electricity where possible,” added Nxumalo. Tariffs have been kept low and aligned to inflation. “The electricity increase is beyond our control and the water tariff increase is high because of the construction of the Spring Grove Dam in Mooi River. There is a huge need for this as we foresee water shortages.” Deputy Mayor, Nomvuzo Shabalala congratulated the City’s Treasurer. “You have done well in preserving sound financial

management and our task now is to deliver services.” Health, Safety and Social Services Committee Chairperson Zandile Gumede placed her focus on education. “Education must always remain our priority, even if it is not our compitency, it must be part of the local government sphere. We must also promote arts and social cohesion and we intend to start funding developing music schools.”

Durban Tourism targets Africa hosted the Kenyan Inbound Tour Operators in order to show them what Durban can offer. Thompsons Africa has been working in the Kenyan market for the past nine years. Philip Sithole, Head of Business Support, Market and Durban Tourism, said, “Kenya is a prime market for South Africa with 29,000 Arrivals in 2011 and that is

why they have taken a very proactive approach with Thompsons Africa to host these Kenyan agents in Durban promoting what we have to offer with regards to tourism”. “We have decided to do an aggressive marketing campaign targeting the continent because Africa is fast growing as a tourist destination of choice. We

want to direct some of that tourism traffic towards Durban. Thompsons Africa is a major tour operator in the African continent. Our partnership with them will give us an extra mileage against our competitors, we have what it takes to compete with any city in the world,” explained Sithole. City ready to host Top Gear SOHANA SINGH, PIERO LOREDAN and THEMBA KHUMALO THE eThekwini Municipality has proved once again that they have the capacity and expertise to successfully host yet another huge international event. The MEC of Economic Development and Tourism, Michael Mabuyakhulu and the Mayor, Cllr James Nxumalo, officially handed over the race track inside the Moses Mabhida Stadium to Top Gear Festival organisers recently, indicating that Durban is ready to host the international motoring extravaganza. Mayor Nxumalo said, “I am confident to declare that Durban is ready to host the best Top Gear Festival.” James Cooke-Priest, COO of Top Gear, who was in Durban last week, was full of praise for the City’s preparedness to host the event. “We would like to express our sincere appreciation for immense amount of work and support that the eThekwini Municipality and the KZN Province have lent to this event. We look

forward to hosting a fantastic event and to continue having a successful working relationship in the future.” For two days the Moses Mabhida Stadium and the surrounding street circuit will be the heart of the Festival inspired by the TV programme followed by millions of fans all around the world. The street circuit will start at the Moses Mabhida Stadium, run along Masabalala Yengwa (NMR) Avenue, Sandile Thusi (Argyle) Road, through the Natal Command site, past Suncoast Casino and the Kings Park Pool to return at the Stadium. The details of the road closures are as follows: On Wednesday 13 June from 15:00 - Battery Beach Road and the western carriageway of the Suncoast Boulevard will be closed, while the eastern carriageway of the Suncoast Boulevard will be converted to two-way traffic flow. Sithole pleads with Clermont gets facelift businesses to engage Council S’CELO KHUZWAYO ETHEKWINI Municipal Manager Sibusiso Sithole has pleaded with business people and professionals to play their civic role in strategically engaging the Council and constructively influence the future planning and development issues. Sithole made this plea when he was addressing the law fraternity and business people at a business breakfast hosted by Livingstone and Leandy at the Durban Country Club recently. He admitted that they were facing serious challenges around the question of democratic governance, saying they have observed that the modes of traditional community participation in the development process were no longer adequate. “In particular, we have noted with trepidation that professionals like you are totally disengaged and

your contributions and voices are conspicuously missing in this dialogue about where the City should be positioned in future. Our Mayor, Councillor James Nxumalo, has challenged us to come up with innovative community mobilisation processes and stakeholder management drives,” Sithole said He further charged that they wanted to hear how the Municipality can meaningfully benefit from the intellectual capital of professionals for betterment

of society as a whole. “Also, our challenge is to improve the integrity profile of our City. In the past few months we have been in the front pages for the wrong reasons. I want to assure you that that season is behind us now. For example, whereas between July and December 2011, the use of regulation 36 of SCM was about R500 million, in the third quarter this has been slashed to under R50 million and all for genuine circumstances where deviations from SCM have been justified,” he said. The speech was well received by all the professionals and law experts who attended the business breakfast, with many committing themselves to making their voices heard in future engagements with the Municipal officials when issues of development are tackled. Officials ‘waste’ no time at MILE master class SOHANA SIGNH

THE Municipality’s innovative approach to solid waste management has paved the way for the City to host yet another Master Class in this field to disseminate knowledge to other municipalities around KwaZulu-Natal, South Africa and the regions which are grappling with similar solid waste management challenges within their respective municipalities.

This was the second master class run by the Municipal Institute for Learning (MILE) in partnership with Durban’s Cleansing and Solid Waste (DSW) Unit, in the field of Solid Waste Management. As with all MILE Master Classes that utilise the blended learning methodology, this three day session was crammed with informative presentations, expert facilitation and exciting site visits, all of which were led by the team

from DSW and MILE. Asiye eTafuleni, a local NGO also added great value to the discussions, on the role the informal economy can play in waste management. Participants were also given a chance to engage in debate and dialogue after every session. Ekurhuleni Metropolitan Municipality delegates played an active role in these discussions and it was heartening to hear the honesty when practitioners spoke. Using this forum to

openly share the lessons that they have learned, their successes and failures added great depth to the overall learning experience. It was also particularly useful to hear the experiences of delegates from Swaziland and Dar es Salaam, who acknowledged that although the contexts differed, the principles were still relevant. Morgen Zivhave, the Tanzanian representative of the Sustainable Cities Interna-

tional Network (SCIN) that partnered with MILE and DSW to ensure participation of Dar es Salaam, was encouraged by the feedback received from Selemani Kitururu who attended the Master Class. It is proposed that over the next few months, learning’s from Durban be shared with Tanzania, through the MILE technical support programme. Siyabonga Dlamini, an Assistant Director of Environmental Affairs at

Zululand District Municipality was impressed with the calibre of the course. He said, “What we have learnt here is an investment and we will indeed network in the future. This initiative undertaken by MILE and DSW is appreciated and it provided a valuable opportunity to learn. Metro police officers laid to rest

MANDLA KUBHEKA and SMANGELE RADEBE METRO Police Officers and members of the public gathered at the City Hall to provide strength for the bereaved families that lost their bread winners recently when four officers were laid to rest at Red Hill cemetery. The four constables died after a hired taxi carrying wedding guests crashed 12 kilometres near Kokstad. They were on their way to the traditional wedding of their colleague. Mayor James Nxumalo expressed words of encouragement and said, “We, as the Municipality, have lost more than just four Metro Police officers. We lost hard working individuals who were dedicated to their work and were considered as part of our family.” “Metro Police has never experienced such a loss and it is only at a time like this that the people of our Municipality are reminded of the important role that these individuals play in our lives,”

Cashless travel cards are here BUS commuters will get a taste of the future of public transport when the first cashless travel cards are tested on the PeopleMover buses. The Muvo card, with its striking black design, is the cheaper, safer, more convenient way to travel and will replace the current paper bus coupons. Keeping in line with the vibrant and energetic design of the Muvo card, new and improved ticket selling vehicles have been purchased, aptly named the SmartVan. The SmartVans are kitted out with the new electronic ticketing equipment as well as state of the art safety features and will travel to various parts of Durban. With the launch of the pilot campaign the SmartVan will be present in the inner city routes from this month. Commuters can obtain their “tap and go” Muvo cards and load them with cash or transit products from the SmartVans and ticket-selling kiosks. Keep a look out for a SmartVan near you!

Mthethwa was speaking at the International Children’s Day event in Folweni Stadium, south of Durban last week. “The country that doesn’t respect its children won’t prosper. Combating crime is a fight for all of us and not just the police,” he said. He encouraged citizens to report crime and criminals as they live in the communities. He

urged police not to give criminals VIP treatment. “The police should ensure that criminals do not walk to the police vans but they are carried in such a way that their feet don’t touch the ground and be thrown at the back of the van.” On the same day, the KwaZulu-Natal Premier, Dr Zweli Mkhize, also urged communities to take care of the kids and ensure that those who should be going to school are afforded that right. Mkhize said children were the future of South Africa and needed to be given all the support that would take them forward. He

was speaking during the Children’s Day event held at Lungisisa Indlela Village on the outskirts of Verulam. Delivering his keynote address to guests, many of whom were school kids, Mkhize said the day meant that everyone should take care of kids and understand how important they were in society. “We want all the kids to be taken care of. And everyone should make sure that every kid in the community goes to school and those who are coming from poor families need to be supported,” Mkhize said. After highlighting challenges faced by some

children such as poverty and abuse, Mkhize had strong words to adults who abuse kids, saying that any case of abuse should be reported. “No child should be abused or neglected. Kids deserve nothing but love,” he said. EThekwini Municipality Mayor James Nxumalo encouraged community members to be kind to kids and offer assistance whenever they needed help. “Communities must get together at all times and make sure that they assist kids because they are our future leaders,” Nxumalo said. According to the United Nations’ Convention of the Rights of the Child, all kids in the world need special safeguards and care including appropriate legal protection. With KwaZuluNatal being one of the four provinces with the highest number of children, Mkhize and Nxumalo’s call for the protection of kids is fitting. Fire safety tips: do’s and don’ts SIMPHIWE DLAMINI THE eThekwini Fire and Disaster Management Services mainly saves lives, property and helps communities by extinguishing fires, rescuing people and animals from danger, preventing fires and associated dangerous conditions and assist in preventing further loss after emergencies. During winter season, eThekwini experiences many fire outbreaks. Fire Safety

Officer, Philani Mbanjwa enlightened people about the do’s and don’ts when there is a fire outbreak. Mbanjwa said when the fire starts people need to get out of the structure that has caught fire, and then call the fire brigade on 031 361 000. He said people need not go back into the burning structure. They must wait for the arrival of the fire brigade and direct them to the fire. “People can attempt to extinguish the fire if they can do so, without placing

themselves at risk. When phoning the call centre, speak very slowly and clearly and tell the operator what is burning. When providing addresses they must use the well known landmarks like shopping centres and police stations,” Mbanjwa explained. He said if clothes catch fire, stop running, drop them and then attempt to put the fire off. “When treating a burn injury, apply cold water to the entire burnt area and if possible put the burnt area

under water while waiting to get medical help,” Mbanjwa added. The Unit has learnt that it is people that usually start fires but mostly by accident. The overloading of electrical circuits, faulty electrical circuits and appliances, food left on the stove unattended, improper use of flammable liquids, gas, candles, paraffin stoves being knocked over, were main causes. In order to prevent fire outbreaks, the following must be adhered to:

The shutdown will affect the following areas:Northern areas -north of the Umgeni River up to and including the Verulam Area. Central areas - Between the Umgeni river and the Umlazi River and as far west as the Pinetown/Fields Hill area Southern areas - Umlazi, Ensimbini and Folweni areas During the period of this shutdown, we will be receiving less water (by volume) from our Bulk Water Supplier. We therefore urge consumers in all areas to use water wisely and take note of the following points. Please do not: - Wash cars, water gardens, fill swimming pools and waste water in any way.

ETHEKWINI Municipality Mayor James Nxumalo has made an undertaking that by 2016 all the employees who were employed with the help of labour brokers are employed on a full time bases. Nxumalo made the promise when he was speaking at the 25th conference of National Union of Metalworkers of SA (Numsa) which took place in eThekwini last week. Delegates were pleased to learn that already 2 000 workers who were on contacts have been offered full time employment. “I am hoping that as we move forward we will be in a position in eThekwini where there will be no employee who is employed temporarily or employed through agencies by the end of our term of office,” Nxumalo said.

Women empowered Business Support, Tourism and Markets Unit is currently training about 100 women informal traders on garment designing and basic business management such as marketing and pricing strategies. This is an ongoing training that takes place over a period of three months at the Brook Street Central Market Training Centre. The Unit’s Emmanuel Nzuza said this enables informal traders to administer their financial affairs and operate their business successfully. Sbongile Shabalala who attended the same course last year said,“I now sew and design lots of products such as church and school uniforms and sell it. I even go to Johannesburg to sell my products and people love my products. Hostels to be upgraded NOLUTHANDO MKHIZE PEOPLE residing in Community Residential Units (CRU) came out in their numbers to discuss with the eThekwini Municipality all challenges they are facing in a two day Indaba held at the City Hall this week. The main objective of the event was to come up with solutions on problems that are facing people living in these areas. Muzi Nyandeni who is the Chairperson of the Abahlali basemaHostela Organisation thanked the Municipality for heeding to their call. “Thank you for holding this meeting with us. We have a lot of issues that we need to address and it makes us happy to see the Municipality coming to the table,” said Nyandeni. Some of the esteemed guest thats were present at the event included KwaZuluNatal MEC for Public Works and Human Settlements Ravi Pillay, Mayor Cllr James Nxumalo, Chairperson for the Municipal Human Settlements Committee Nigel Gumede and other guests. Some elements of the Sugar Daddy campaign are already visible, with the Department having already put up more than 800 billboards across the Province warning against the dangers of cross-generation sex. The campaign is also using radio and visual media to promote awareness and discussion about crossgeneration sex and its impact in the Province. A 16 year-old Thandeka Mthethwa from Ekwazini High School in Umlazi said she was happy with this campaign because it was dealing with issues that are affecting them on a daily basis. “I would like to thank our teachers at school and the Municipality’s Health Unit for making us part of this initiative, it will go a long way in helping us as the youth and teenagers,” added Mthethwa.

Empowering the youth With June being Youth Month, eThekwini Municipality will also be taking part in a number of celebrations that will be accompanied by programmes aimed at uplifting the youth living in the city. THIS month South Africa remembers the struggle of the youth of 1976 and their sacrifices. As eThekwini Municipality’s Mayor James Nxumalo always preach the gospel of youth empowerment, it therefore goes without saying that this month will see youth being prioritised. Job creation through EPWP ROMITA HANUMAN

HE eThekwini Municipality is breaking grounds with regard to providing jobs for the underprivileged communities through its Expanded Public Works Programme. The EPWP was founded as a National Initiative and the Municipality followed suit in 2004. Mpho Mthembu, from the EPWP Social Sector, explained, “The aim of the EPWP is job creation, poverty alleviation and enterprise development. This programme has impacted so many lives already and that is a great achievement.” EPWP projects have created multitudes of jobs through projects that are split into sectors. These are Infrastructure, Social and Environmental. Some projects include Agriculture, Community services like HIV Helpdesks as well as Substance Abuse HelpDesks, Career Guidance, Nursing services, Cleaning and Maintenance, Skills

programmes, Food security home gardens, community house building and local economic development facilitation. In the Social Sector, Mthembu explained the statistics, “We have trained over a thousand people and identified about 587 job opportunities. Over three hundred SMME’s and Co-operatives have benefited and 540 volunteers have received food hampers.” Mthembu said that these projects are done to assist vulnerable families. “We have given out 500 vegetable hampers to vulnerable families and people that benefit monthly from our soup kitchens are about a thousand. That brings our total EPWP Beneficiaries to just under 4000. “The impact on the community is vital. The greatest achievement is improving the lives of our people. We are at the same time ensuring food security and career pathing of young people by providing them with work experience. Many of our EPWP graduates have found permanent jobs as

Councillor Zandile Gumede, Chairperson of Health, Safety and Social Services Committee, is also very involved in the programme, “In our programme, we are making people’s dreams a reality by providing them with jobs and are also taking on those that do not have a complete education and even those that did not go to school. The EPWP is important to the Municipality because we are looking at improving the lives and environments of our people and with this programme, we are able to inculcate the community and ensure sustainability.” “I encourage people to do things for themselves. Talent through education ROMITA HANUMAN and ZANDILE MASIKANE DURBAN Solid Waste, together with Libraries and Heritage hosted an exciting educational competition in Illovu C Hall. The theme was “Waste Management and Minimisation, Reduce, Reuse and Recycle.” Competition categories included Choral Verse, Storytelling, Poetry and Poster Display. Students provided informative messages through these mediums which got the gathering tapping their feet and clapping their hands. The outstanding schools in their respective categories

were, Andrew Zondo Ekuphileni and Adams Mission Higher Primary Schools. They were awarded with trophies and all participants in the competition received certificates to acknowledge their presence. Miss Earth, Jenna Lithgow, was the special guest and said, “It is very important to preserve our future especially because a large number of children do not know the benefits of the three R’s which are Reduce, Reuse and Recycle. It is very impressive to see their performances because they have shown us that they learn something and are

implementing it.” Lithgow said that she has been working closely with the Municipality. “We have been going around to different schools, spreading the message about the protection of the environment. I have seen some schools with educational programmes and I am very happy about that, and for schools that have not started these should do so right away.” Simon Nyawo, Operations Manager at DSW explained why its important for young kids to learn about this salient subject. “We need to catch them when they are young. These children will go

back home and pass on the message to their families and friends. This is important because even though they are older, parents can learn from their children.” Phindile Gumede, First Place winner of the Poetry Competition from Adams Senior Primary School, said, “I am very excited to be part of this competition as it is a message that should be communicated to everyone that we need to take care of our environment. SIFISO XULU IN an unprecedented move the South Durban Basin Area Based Management Department hosted a CCTV, Fire and Disaster Management workshop at the Disaster Management Nerve Centre recently. The workshop was attended by business representatives, senior SAPS officials, CPF chairpersons, NGOs, community leaders, other crime fighting agencies as well as officials from Provincial and Local Government Departments who are involved in safety issues. The SDB ABM Municipal Services Manager, Metro reporter said, “they are extremely happy that through this workshop they have achieved their objectives.” He said “They firstly wanted to know the number of CCTV cameras that are in operation in the area. Secondly, we were keen to find out what is going to be done to those CCTV cameras that are not working, and most importantly we needed clear time frames as to how long it is going to take to fix those that are not functioning”. Loius Emser, Chairperson for the Durban Chamber of Commerce and

Industry said ‘we, at the Durban Chamber would like to convey our sincere appreciation for great effort put in by the SDB in hosting a very informative workshop. The workshop also allayed our fears because we saw and confirmed that all CCTV cameras erected in our area are in full operation”. The Prospecton Business Forum chairperson Mark Van Wyk argued that the City needs to erect more CCTV cameras in Prospecton and its surrounding areas. He said, “whilst the levels of crime are high in Isipingo CBD there is a need to secure and protect businesses in the Prospecton area who contribute immensely to the City’s coffers”. Van Wyk commended the SDB ABM for staging a workshop which enabled stakeholders to see eThekwini Municipality from all angles. Dominic Barbieri, Umbilo Business Forum chairperson said, “as a forum we found the experience very enlightening and encouraging in terms of the extent to which the Municipality had and continues to invest in the technology, operating processes and human capital necessary to effectively take on the fight against crime and respond to disasters that impact the city of Durban.

How do I calculate how much energy an appliance uses? ELECTRICAL energy is measured in kWh units (kilo-watt hours) which is equivalent to 1000W being used for one hour. Most appliances have the power rating printed on the name plate. What are estimated

charges? We try and read electricity meters every three months. In those months where a customer’s meter is not read, they will be sent an account which is based on the estimated consumption. The estimated consumption is calculated from previous meter readings. When the

meter is read, usually every third month, the total charge for all consumption since the last reading is billed. The total charge for the month in which your meter was read will be the actual metered amount minus any estimated amounts charged for since

the meter was last read. An estimated amount will also be charged for the period after a meter reading until the billing date, if the date the meter was read is more than a week before the date the account is raised. Why is the account for a month in which my meter

was read often, so different to my estimated accounts? Consumption is never easy to estimate as it varies from month to month and season to season. In the case of residential customers, the following may have a marked effect on the consumption of electricity:

- Geysers and space heaters working harder during the winter months. -Air conditioning units working harder during the summer months. -The number of days weekdays, Saturdays and Sundays changing from month to month.

Towards building a socially cohesive City AS a City we strive to build a socially cohesive society, organised under the auspices of the eThekwini Municipality’s Parks, Recreation and Culture Unit. The recent workshop aimed to create an enabling environment for Social Cohesion and Economic Development through Arts, Culture, Sports, Recreation and Heritage. It is an open secret that the apartheid era in South Africa, which ended in 1994 when the country held its first democratic election, was characterised by numerous discriminatory laws and practices based on race and gender. Our very own province was also negatively affected by this unfortunate discriminatory practice. We can either choose to ignore such past and pretend as if all is well after the 1994 election – Or we can take full responsibility of the past, deliberate on it, and reach consensus and start anew. It is for this reason that our Municipality chose to visit the past and organise this workshop. We would like to administer a Municipality that embraces Arts, Culture, Sports, Recreation and Heritage as a catalyst for social cohesion and economic development. To some,

who may suffer from the deliberate syndrome of amnesia, this may sound like a hollow and an impossible dream, but to us, who have been in this country when the first mega international event – the 2005 Rugby World Cup, took place in our country, we can gladly testify that, indeed, through arts, culture, sports recreation and heritage, we can close the unfortunate gap that was deliberately created in order to segregate the people of South Africa according to culture, race and colour. In addressing the former, and sprinting with the latter – we hope to achieve the following objectives; As a Municipality, we choose to act now and create the dream City where people dwell together in mutual respect and dignity – Where your individual identity is affirmed in the context of our collective identity; and – Where you have to appreciate the diversity of the people whilst maintaining your culture. We encourage all relevant organisations to take part and contribute towards building a socially cohesive City through sports, recreation, arts, culture and heritage.
