ORANGE PARK OFFICE TEMPORARILY RELOCATING... Clay Electric will be remodeling its Orange Park District office beginning in October. Members who visit this office to pay bills or conduct other business will need to go to a temporary office across the street at 769 Blanding Blvd. There will be no drive-thru payment option at the temporary office. However, a drop box will be available for payments. Remodeling construction on the existing office is expected to take approximately eight months. The remodeled office is expected to open in mid-2013. A comprehensive study of the co-op’s older buildings was completed in 2010 and the age of the facilities ranged from 36 to 72 years old. The buildings were found to be in need of costly repairs, and some of them lack necessary space and accommodations to serve members. The Orange Park District’s office is in need of remodeling primarily due to the age of the current structure. The office was built prior to computers and when the district served fewer members. Unlike several decades ago, security issues are now one of the top concerns when planning new construction. RECEIVE BILL STATEMENTS ELECTRONICALLY... With Clay eBill you can receive electric bill statements via email instead of getting a paper bill statement in the mail. The monthly email will include your bill statement as an attachment and links to important information from the co-op, such as the monthly Power Line newsletter. You can pay the bill online by clicking the “pay my bill” link in the email, or you can utilize any of the co-op’s other payment options. To enroll in Clay eBill, log on to your account at clayelectric.com, then click on “Electronic Billing.”

BUDGET BILLING PLAN CAN HELP WITH BUDGETING... The Budget Billing plan is a payment plan which provides participating customers with a more predictable bill that fluctuates less throughout the seasons. By knowing the approximate amount of your electric bill each month, budgeting becomes easier. The amount due is based on a 12-month average. This calculated average will be the budget bill amount for the next six months. Customers will be notified on April and October bills of their new calculated budget amount for the next six months. Billing by this formula does not reduce your total cost for electricity, but rather evens out the wide fluctuations caused by any increased seasonal usage. The Member & Public Relations Department is using its Facebook presence to connect with members and others who ‘like’ us. According to Editor Kathy Richardson, Clay Electric’s ability to use multiple mediums is important. “We’ve shared a variety of news items and information with our Facebook fans, and a number of them have told us they like what we’re doing.” Richardson said the co-op has more than 850 fans. Help us keep your electricity affordable, reliable - join COPA today

C

lay Electric’s mission has always been to provide excellent service, reliable power and competitive rates. We strive to do this every day for our members, and they frequently tell us how much they appreciate it!  Despite our best intentions to provide you with affordable and reliable power, sometimes there are forces beyond our control that can undo our best efforts.    What do I mean by that? We hold down our expenses and streamline our operations so our cost to provide service doesn’t cause us to raise our rates. But along comes some wellmeaning but misguided politician or governmental agency that decides we should pay another tax, or comply with another expensive regulation. That new tax or regulation doesn’t help us improve your service or reduce outage times, but it does add to what it costs us to provide you with service. Over the years, a lot of taxes, regulations and edicts from Congress, the state legislature and a variety of local agencies have been added to our cost of operations.  As I’ve mentioned to you in the past, each year we create a strategic business plan that helps us prepare for a variety of events that can impact our operations.  We even have a strategic plan for dealing with the political forces that can force us to pay more taxes, comply with more regulations, and jump through more regulatory hoops.  In today’s uncertain political environment, having a political

plan is important. Part of that political plan is our support of the Action Committee for Rural Electrification, or “ACRE”.  ACRE is a political action committee for employees of rural electric cooperatives across America. Our employees have supported ACRE for more than 40 years.  Recently, a political action committee was created for our

members. As announced in the July Power Line, the ACRE Coop Owners for Political Action (COPA) committee was opened for membership, and so far nearly 200 of you have joined. More information about this important program is found on pages 4 and 5 in this issue of the Kilowatt.  ACRE contributions to members of Congress are backed by more than 30,000 individuals making an average contribution of $44, which makes it a truly grassroots political action committee. With the participation of you, the consumer-owners, through ACRE Co-op Owners for Political Action, those 30,000 individuals could grow into more than 100,000 ACRE members.

 The effect of the electric cooperative community supporting our friends on Capitol Hill would certainly be strong. Your contributions also would be available to support candidates we want to send to Tallahassee to represent us in the Florida Legislature.  Glenn English, CEO of the National Rural Electric Cooperative Association, believes COPA is a tremendous opportunity for co-op owners to become more involved in the political process. Your participation in ACRE Co-op Owners is the next logical step in ensuring that the voice of rural electrification remains loud and clear in helping shape the electric cooperative agenda. Along with a strong grassroots network, Co-op Owners is another tool that is essential to the cooperative business model. That model is focused on bringing affordable and reliable power to you.  I hope you will consider joining this new program. Let your voice be heard, join our political action committee today

D

o you vote? If you do, then you’re concerned about who represents you in government. And you also know the folks we elect to public office make decisions that can affect our daily lives.  How much we pay for essential commodities like food, clothing, gasoline, and even electricity, is affected by actions taken by our elected officials. It’s likely you would support candidates who choose to help Clay Electric and its efforts to provide you with reliable and affordable electricity.  Groups of citizens learned years ago that their collective voices were often heard by lawmakers above the voice of single citizens. Political action committees were formed to provide groups of like-minded citizens with the ability to raise funds and help elect lawmakers who were willing to listen to their concerns.  Employees at Clay Electric

and at electric cooperatives across America support a political action committee called the Action Committee for Rural Electrification (ACRE). For more than 40 years, ACRE has been working to support candidates for both the Florida and the U.S. Senate and House who understand and support electric cooperatives and their consumer-owners.  For the first time, Clay Electric is offering its members an opportunity to join a political action committee called Co-op Owners for Political Action (COPA). Membership in COPA is made up entirely of members of electric cooperatives across America. By joining COPA, you become part of a strong grassroots network of citizens

concerned about the long-term success of the electric cooperative program. Maintaining our presence in the political process is instrumental to the future of the electric cooperative program and the communities it serves in these unpredictable times.  A regular annual membership in COPA is only $25. The cost of memberships can be broken down into small monthly payments and added to your electric bill statements. For a $25 membership, that’s $2.08 per month. COPA also offers a Century Club membership level ($100 per year or $8.33 per month). For truly dedicated members, COPA offers a President’s Club membership for $500 ($41.66 per month).  To participate, fill out the enclosed special Authorization Form and place it in the mail. important benefit you receive as a member of COPA is a voice in helping elect state and federal officials who will support your cooperative and your community. In addition, you will receive quarterly issues of the ACRE Co-op Owners for Political Action Report, which includes legislative alerts, profiles of cooperative leaders, and other timely features.  Together, we will continue to fight for a viable environment for electric cooperatives and the quality of life of the people and communities cooperatives serve.  Here’s some additional information we’d like to share about COPA: Are contributions to COPA tax-deductible?  No. The Internal Revenue Service (IRS) has ruled that all political contributions, such as those to the ACRE Co-op Owners for Political Action program, are not tax-deductible. Where does my contribution go?  With the exception of a small federal tax payment of less than 1 percent, all contributions to ACRE COPA go directly to the campaigns of candidates for political office. In addition, a portion of your contribution (about half) may be refunded to the Florida electric cooperative PAC to support candidates for state office.

Co-op vehicle online auction will be held in November

lay Electric will offer its annual vehicle and equipment auction as an online event during the first two weeks of November.  Members can obtain information about the co-op’s auction items by visiting Clay Electric’s website, www.ClayElectric.com, in October. There will be additional information and a link to the auctioneer’s website.  Photos and information on each vehicle and other auction items will be posted on the auctioneer website. The inspection day for the vehicles and equipment will be held at Clay Electric in Keystone Heights. The date for the inspection will also be announced on ClayElectric.com  Successful bidders must pick up their vehicles and equipment items within one week of the auction closing. At that time, all items that have not been picked up will be disposed of by Clay Electric.

Who determines how these contributions are made?  ACRE follows established procedures for making contributions to candidates running for political office. Factors that determine financial support include the candidate’s position on issues critical to electric cooperatives, as well as his or her votes and public statements on these issues; the candidate’s committee assignments and leadership positions and his or her relative importance to cooperatives; and a candidate’s financial need and the strength of his or her opponent. The candidate’s political affiliation is never taken into account. Do I really make a difference?  Clay Electric’s ability to provide its members with excellent service and affordably priced power can be negatively affected by rules and regulations passed by our elected officials, so it’s vitally important that we elect the right people into political office. The personal dedication of Clay’s members to stand together as part of a powerful grassroots network that promotes policies that help secure the future of electric co-ops and the many families they serve is very important. This is an opportunity to make a huge difference. Please consider it!  All contributions to ACRE are strictly voluntary and will be used for political purposes. Contribution guidelines are suggestions only. You may contribute more or less than the recommended amount. Clay among top utilities for customer satisfaction, according to survey

lay Electric was recently listed among the top five midsized utilities in the South for customer satisfaction, according to a survey conducted by a national research firm.  The results of the survey were recently announced by Electric Co-op Today, a website affiliated with the National Rural Electric Cooperative Association. Clay Electric’s customer satisfaction index ranking of 681 placed it fifth from the top of a list of 31 utilities in its division. Clay’s score is well above the national average score for utilities of 625. The study measures customer satisfaction in the areas of power quality and reliability, price, billing and payment, corporate citizenship, communications and customer service. “Clay Electric works hard to provide its members with great customer service, and I think our high ranking in the survey shows our members appreciate those efforts,” said Henry Barrow, director of Clay’s Member & Public Relations Department. “It also makes a difference that we are a member-owned cooperative, and our employees are active members of the communities they serve.” Barrow also noted that Clay Electric has the lowest rates of any cooperative in Florida.
