Employment Notice for filling up of Vacancies in Pay Band-I of Rs. 5200- 20200 with Grade Pay of 1800 (erstwhile Group ‘D’ posts) on Western Railway.

Applications on plain paper, in the given format, are invited from the citizens of India and from such other persons declared eligible by Ministry of Home affairs, Govt. of India for filling up of 8054 posts in Pay Band-I of Rs.5200-20200 with Grade Pay of 1800 (erstwhile Group ‘D’ posts) in Division(s) and Workshop(s) of Western Railway. The application in prescribed format may be sent by ordinary post to Assistant Personnel Officer (Recruitment), Railway Recruitment Cell, Western Railway, Parcel Depot, Alibhai Premji Road, Grant Road, Mumbai-400 007 or dropped in the Application Box kept in the office upto 17.00 hrs. of the closing date i.e. 15/02/2011. For candidates staying in Andaman-Nicobar-Lakshadweep islands the closing date will be 02/03/2011 up to 17.00 hrs. Applications received after closing date and time will not be entertained. The envelope containing the application should be clearly super scribed "Application for vacancies in Pay Band-I of Rs.520020200 with Grade Pay of 1800 (erstwhile Group ‘D’ posts) – Western Railway". A candidate should submit only one application form, even if he/she intends to be considered for more than one or all categories. Candidate submitting more than one application form will not be considered and even if such a candidate gets selected inadvertently, he will not be offered appointment. Date and Time of examination will be fixed based on administrative feasibility. No request for change of time, date and centre of examination will be entertained on any account. Candidate trying to use influence or unfair means would be disqualified. Candidates are advised to give their options in order of priority for categories and place of posting as given in para 5 and 6. However, this would not confer any right on the candidates and Western Railway Administration reserves the right to allot the successful candidates against any of the available posts/place. The recruitment will be conducted by the Railway Recruitment Cell, Western Railway (hereinafter referred as RRC-WR). Number of posts to be filled on Western Railway (Division(s) / Workshop(s)), designation of the posts, and scale of pay are indicated below for information of the candidates. IMPORTANT Candidates to note that all the ZONAL RAILWAYS are likely to issue Notiification for recruitment to the posts individually. The Physical Efficiency Test will be held by all the Zonal Railways during the same period simultaneously. Similarly, written examination for those who qualify in the Physical Efficiency Test will also be held on the same day, by the all the Zonal Railways. Candidates should keep this in mind before applying for any particular Notification.

Educational Qualification : 10th Pass or ITI or equivalent. Those candidates who are appearing at and/or awaiting results of final examination of class 10th are not eligible. Academic qualification must be from a recognized Educational Institution / Board, otherwise candidature will be rejected. Candidates having higher educational qualification may also apply.

Age Limit, including relaxation provisions : For all the above vacancies, the age limit will be 18 to 33 years and will be reckoned as on 01/01/2011.

3.1

The upper age limit will be relaxed as under, subject to the production of requisite certificates. (i)

By FIVE Years for SC/ST and by THREE years for OBC candidates in possession of valid certificates issued by the appropriate authority.

(ii)

Casual laborers or substitutes, if any, working in Railways who have put in a minimum of THREE YEARS service will be given age relaxation to the extent of length of service rendered by them, subject to the age limit not exceeding 40, 43 & 45 years in case of General, OBC and SC/ST candidates respectively.

(iii)

In case of staff of Quasi Administrative Offices of Railway Organization such as Railway Canteens, Railway Institutes and Railway Co-Operative societies who have put in 03 years service, relaxation of age will be given to the extent of service rendered by them subject to a maximum of 05 years and upper age limit of 35 years.

(iv)

Widows and Divorced women who have judicially separated from their husbands and not remarried will be given relaxation in age up to 35, 38 and 40 years in case of General, OBC and SC/ST candidates respectively.

(v)

Relaxation up to FIVE years will be given to the candidates who had ordinarily been domiciled in the Kashmir division of the State of Jammu and Kashmir during the period from the 1st day of Jan’80 to the 31st day of Dec’89, subject to production of a residential certificate from the appropriate authority of the state of Jammu and Kashmir.

(vii) No age relaxation is allowed to SC/ST/OBC candidates applying against “Unreserved” posts. 3.2

Priority for choice of category : In the Personal Data Sheet at Sr.No.2, candidates are advised to fill up choice of category number as given in column 1 of table in para 1 of Notification.

7.

Examination Fees : 7.1 The Examination fee for unreserved and OBC candidates is `40/- (Rs. Forty Only). 7.2 Candidates belonging to SC/ST, Physically Handicapped, Women candidates, minorities and economically backward classes are fully exempted from payment of examination fees. Explanation a. Minorities will mean Muslims, Christians, Sikhs, Budhists and Zorastrians (Parsis). For claiming waiver of examination fee, minority candidates should furnish ‘Self declaration’ as mentioned in Annexure-IV along with application form. At the time of document verification such candidates claiming waiver of examination fee will be required to furnish ‘minority community declaration’ affidavit on non-judicial stamp paper that he/she belongs to any of the above minority community. If the affidavit is not produced during document verification, the candidature will be rejected. b. Economically backward classes will mean the candidates whose family income is less than 50,000 per annum. The following Authorities are authorized to issue income certificates for the purpose of identifying economically backward classes :1) District Magistrate of any other Revenue Officer up to the level of Tehsildar. 2) Sitting Member of Parliament of Lok Sabha for persons of their own constituency. 3) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways. 4) Union Minister may also recommend to Chairman/RRBs for any persons from where in the country. 5) Sitting Member of Parliament of Rajay Sabha for persons of the district in which these MPs normally reside. c. The income certificate issued by the authorities mentioned in Para -b above would have to be on Annexure- V which is enclosed herewith. This would have to be issued on the letter head of the issuing authority.

7.3 The Examination fee should be paid in the form of Account payee Demand Draft/Pay Order from any Nationalized Bank or IPO from any Post Office drawn in favor of Assistant Personnel Officer (Recruitment) and payable at Mumbai. Validity of Bank Draft/Pay order should be six months from the date of vacancy notification. 7.4 Applications received with cash / Cheque / Central Recruitment stamps and Money orders will be rejected, and amount forfeited. 7.5 Postal orders/Bank drafts issued before the date of issue of Employment Notice (i.e.16/12/10) will not be accepted, and such application form will be rejected and amount forfeited. 7.6 The candidates are advised to write their name and address on the backside of the ORIGINAL Bank Draft/IPO and enclose it with the application form. The details of examination fee may be written in application form. Examination fee is not refundable under any circumstances.

8.

Procedure for submission of application, including Personal Data Sheet : 8.1 Candidate should carefully read the instructions in this Employment Notice for filling up application form. Application (including Personal Data Sheet) should be made on a good quality white paper of A4 size (210mm x 297mm) using ONE SIDE ONLY. The candidate should only use the FORMAT published in the Employment Notice. The candidates have to fill up required information with Black Pen / Black Ball Point pen in his/her own handwriting. The application should be written either in English or Hindi or not in any other language. The application has to be duly dated and signed by the candidate. Application filled in any language other than Hindi/English, and by any person other than the applicant, and having any change in the format will be rejected summarily. 8.2 It is important to note that following para (Declaration) should be copied out by candidate in his/her own handwriting in the space provided at column no. 06 of the application form. "I hereby declare that the facts and evidences given by me in the above application are true, complete and correct to the best of my knowledge and belief. In the event of any misstatement/discrepancy in the particulars being detected at any stage, my candidature/service may be cancelled / terminated without any notice." 8.3 Signature of the applicant must be specific so that same may not be copied easily. Signatures in capital letters or open letters will not be accepted and the applications having such type of signatures will be rejected summarily. 8.4 Candidate should mention “Application For Pay Band-I of Rs.5200-20200 with Grade Pay of 1800 (erstwhile Group ‘D’ posts) – Western Railway” on the top of the envelope containing the application. Each cover should contain one application only. In case more than one application’s are sent in one cover, all such applications will be rejected. 8.5 The candidate should send application duly filled in along with required documents by ORDINARY POST, so as to reach RRC-WR office within the closing date positively. 5

Application received after due date, for any reason whatsoever, will not be considered. Speed post / Courier / Registered AD envelopes will not be acknowledged. 8.6 Candidates who have been debarred from appearing in any of the Railway Recruitment Board Examinations need not apply unless their debarration period expires by the Closing date. 8.7 SERVING EMPLOYEES: A candidate serving under any Government or Public Sector Enterprise/Undertaking including Railways or Quasi Administrative Government offices/Organizations and institutions should either apply through proper channel with duly certified service details by the employer or directly to RRC-WR with “No Objection Certificate” from the employer concerned. In addition, an advance copy of such application complete in all respects may be sent super scribing on the top of the application “ADVANCE COPY” so as to reach RRC-WR before the closing date and time specified. Advance copy of the application will be entertained provided the application through proper channel is received in the RRC-WR Office within 15 days from the closing date for which the entire responsibility would be of the candidate. 8.8 PERSONS WITH DISABILITIES (PWD) 8.8.1

The suitability of a post for persons with disability has been indicated against each post. In case of some posts, certain vacancies are specifically reserved for them. However, they may also apply as normal candidates against the vacancies earmarked for their respective community i.e. SC/ST/OBC, for those posts which have been identified suitable for persons with disabilities even if no separate vacancies are earmarked for them.

8.8.2

Concessions: i) Persons with disabilities are exempted from payment of examination fee irrespective of the fact whether the post is reserved or identified as suitable for PWDs. ii) Relaxation of 10 years in upper age limit applicable irrespective of the fact whether the post is reserved or not, provided the post is identified as suitable for PWDs. In addition, the candidates belonging to OBC and SC/ST are eligible for normal relaxation of 3 and 5 years respectively.

8.8.3 Definitions of Disabilities: Definitions of categories of disabilities for the purpose of recruitment are given below: (a) Blindness: 'Blindness' refers to a condition where a person suffers from any of the following conditions, namely: (i) total absence of sight; or (ii) visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lens; (iii) limitation of the field of vision subtending an angle of 20 degrees or worse; (b) Low vision: "Person with low vision" means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. (c) Hearing impairment: "Hearing Impairment" means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (d) Locomotor disability: "Locomotor disability" means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. (e) Cerebral Palsy: "Cerebral Palsy" means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult 6

or injuries occurring in the pre- natal, peri-natal or infant period of development (f) All the case of orthopedically handicapped persons would be covered under the category of "Locomotor disability or cerebral palsy." the benefit of reservation will have to submit a Disability Certificate issued by a competent authority as given in Annexure- VII. 8.8.4 Degree of Disability for Reservation: Only such persons would be eligible for reservation in services/ posts who suffer from not less than 40 percent of relevant disability. A person who wants to avail the benefit of reservation will have to submit a Disability Certificate issued by a Competent authority given in Annexure - VII 8.8.5 COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE: The competent authority to issue Disability Certificate shall be a Medical Board duly constituted by the Central or a State Government. The locomotor /cerebral /visual/ hearing disability, as the case may be. 8.8.6 Visually Handicapped candidates/those candidates whose writing speed is affected by Cerebral Palsy can avail the assistance of SCRIBE for writing answers on their behalf. For engaging the SCRIBE, the candidate will have to suitably inform the RRB in advance as per Annexure- VI. The engagement of SCRIBE will be subject to the following conditions: (a) The candidates will have to arrange their own SCRIBES at their own cost during the examination. Separate Admit Cards will be issued to the SCRIBES accompanying the Visually Handicapped candidates. Admit cards should contain the particulars and photograph of the SCRIBE duly signed by him/her. (b) The academic qualification of the SCRIBE should be one grade below the qualification prescribed for the post for which recruitment is being made. (c) The SCRIBE can be from any academic discipline different from that of the candidate. He/She should not have secured more than 60% marks in the qualification mentioned at (b) above. (d) The candidates as well as the SCRIBE will have to give a suitable undertaking (Annexure-10) along with the application conforming that the SCRIBE fulfills all the stipulated eligibility criteria for a SCRIBE as mentioned above. In case it transpires later that he/she did not fulfill any of the laid down eligibility criteria or there has been suppression of material facts, the candidature of the applicant will stand cancelled irrespective of the result of the examination. The Visually Handicapped candidate shall be responsible for any misconduct on the part of the scribe brought by him/her. The undertaking, as given in the Annexure-VI, should be submitted by the Visually Handicapped candidates/candidates whose writing speed is affected by Cerebral Palsy, along with his/her application. 8.8.7 All one eyed candidates and VH candidates whose visual degree of disability is less than 40% shall not be considered as Visually Handicapped persons and the provision for engaging SCRIBE shall not be applicable to them. 8.8.8 All selected candidates will be subjected to medical examination by Railway Medical Authority at the time of appointment and only those conforming to the medical standards as laid down in the Indian Railway Medical Manual and other extant provisions, as the case may be, will be eligible for appointment. Selection does not imply appointment in Railways. 7

8.9 ANDAMAN, NICOBAR & LAKSHADWEEP CANDIDATES: For candidates belonging to Andaman, Nicobar & Lakshadweep Islands, closing date would be 02/03/2011, Time Up to -17.00 hrs. Such candidates should enclose a certificate of domicile in Andaman, Nicobar & Lakshadweep Islands from an appropriate authority of the Andaman & Nicobar administration or a certificate from a school or college last attended in Andaman, Nicobar & Lakshadweep certifying that the candidate has passed his examination from the School/College situated in Andaman Nicobar & Lakshadweep. 8.10 ENCLOSURES: The following enclosures only are to be firmly stitched along with the application form. All enclosed certificates which are in language other than in Hindi or English should be translated in Hindi or English along with attested Xerox copies of originals. (i) Two Passport size photographs (not older than 3 months) without wearing cap & goggles/coloured glasses are required. One photo is to be pasted on the application form with signature in the box below the photograph. Do not put any mark or signature on this photograph. No attestation of photograph is required. The photograph should be neatly pasted and not stapled or pinned. The other photograph with name, date of birth and signature on the back side should be clipped with the application form. Your photograph, Signature & Address are to be scanned by a machine. The machine recognizes only good quality photograph with light colour background. (ii) In case of SC/ST/OBC candidates, a certificate of the appropriate authority, of their belonging to SC/ST/OBC categories should be submitted. Draft format for SC/ST is enclosed as Annexure - I and OBC is enclosed as Annexure – II. List of Authorities empowered to issue certificates of verification 1. District Magistrate / Additional District Magistrate / Collector / Deputy Commissioner / Deputy Collector / Ist Class Stipendiary Magistrate / City Magistrate / Sub Divisional Magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (Not below the rank of Ist Class Stipendiary Magistrate) 2. Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate 3. Revenue Officers not below the rank of Tehsildar. 4. Sub Divisional Officer of the area where the candidate and / or his family ordinarily resides. 5. Administrator / Secretary to Administrator / Development Officer (Lakshadweep islands). (iii) In the case of Government Servants, attested copy of Certificate from the appropriate authority giving their length of regular service etc. (iv) Attested copy of only one educational qualification certificate containing proof of age. (v) No Objection Certificate from the employer, if already employed. (vi) Application received without above enclosures or with extra enclosures shall be rejected summarily. 8

(vii) Only attested copies of educational qualification certificate, proof of age and Caste Certificate for SC/ST/OBC should be enclosed. Copies of Certificate should be attested by a Gazetted Officer. Self attested certificates / documents would not be valid. (viii) Original Certificates SHOULD NOT be enclosed with the application. (ix) Any certificate, photograph etc. received separately, subsequent to the receipt of application will not be entertained. (x) “Minority self declaration” for waiver of the examination fee for minority community candidates as shown in Annexure - IV (xi) Income certificate on the letter head in the prescribed format as shown in Annexure V for Economically Backward class candidates for waiver of the examination fees.

8.11

INVALID APPLICATIONS: The applications having any of the following deficiencies, discrepancies or irregularities will be summarily rejected: (i) Applications not submitted in prescribed format as given in this employment notice. (ii) Incomplete or illegible applications, or applications not filled with black ink/ black ball point pen, or applications with overwriting, cutting or erasing marks. (iii) Unsigned/undated applications/applications without clear and un-smudged thumb impressions and /or without Marks of Identification. (iv) Without photograph or affixing / attaching Xerox copy of Photograph. (v) Different signatures in box below the Photo, on Application form and Personal Data Sheet. (vi) Without Bank Draft / Postal Orders of requisite value and validity. (vii) Applications not filled in English or Hindi or not filled by candidate in his own hand writing. (viii) Applications without para 06 of Application Form, written in candidate’s own handwriting. (ix) Without proper certificates, in respect of SC/ST/OBC should be obtained from the appropriate authority in the prescribed format. (x) Under aged / Over aged candidates. (xi) Not having the requisite Educational Qualification at the time of submitting application. (xii) Applications received after 17.00 hrs. on closing date by any means/modes. (xiii) Photo copies of the certificates not attested by Gazetted officer. (xiv) More than one application in one Name or sent in one envelope. (xv) Postal Orders/Bank drafts issued before the date of issue of Employment Notice (i.e.16/12/10) or with less than six months validity. (xvi) Any other deemed irregularity.

9.

Recruitment Procedure : 9.1

Selection will be based on Physical Efficiency Test (PET) ,written examination and medical examination. The PET would be of qualifying nature.

9.2

Physical Efficiency Test (For all Categories) (except for PH Candidates) The candidate should be able to perform following physical test/ tasks: 9

Male Candidates: Should be able to run for a distance of 1500 metres in 6 minutes in one chance. Female Candidates: Should be able to run for a distance of 400 metres in 3 minutes in one chance. NOTE: The above given criterion for PET are ONLY tentative and subject to modification. Changes, if any, would be advised to the candidates at the time of PET. 9.3 9.4 9.5

The appointment of the candidates will be subject to their being found suitable after antecedent verification and medical fitness as per rules. The selection of candidate by RRC-WR does not confer any right to the candidate for appointment. RRC-WR shall not be held responsible for any inadvertent error or mistake.

Instructions for the candidates : 10.1

The number of vacancies shown is provisional and is liable to be increased or decreased.

10.2

Female candidates are also eligible. They may however note that the nature of duties may be arduous and may involve outdoor duties.

10.3

Selected candidates are likely to be posted anywhere on Western Railway after successful completion of training wherever prescribed.

10.4

Candidate should send his/her application sufficiently in advance, before the closing date, to the RRC-WR. Railway Recruitment Cell will not be responsible for any postal delay/wrong delivery, whatsoever, at any stage of the selection process.

10.5

All candidates, irrespective of community, will be considered for UR vacancies. However, against vacancies of specific community quota, only candidates of that particular community will be considered, and any subsequent representation for change of community status will not be entertained under any circumstances.

10.6

Before applying to the post, the candidate should ensure that he/she fulfils the eligibility and other criteria. The RRC-WR shall reject applications not fulfilling the requisite criteria, at any stage of recruitment, and if erroneously appointed, such candidates shall be liable to be summarily removed from service.

10.7

FREE JOURNEY RAILWAY PASS: A free Second Class Railway pass, from nearest railway station to the place of examination and back, will be issued to the candidates belonging to SC/ST communities for appearing in written examination as well as PET. All other candidates will have to bear their expenses for appearing in the written examination/Physical Efficiency Test etc.

10.8

SYLLABUS & EXAMINATION: Question paper for the Written Test shall be of Class 10th standard, consisting of 150 multiple-choice (four) objective type questions, mainly aimed to assess general knowledge / awareness, mathematics, general science and reasoning etc. Question paper 10

shall be printed in Hindi, English, Gujarati and Marathi only. The duration of Written Test shall be 2 (two) hours. 10.9

Date and venue of written examination, Physical Efficiency Test, and Documents Verification will be fixed by the RRC-WR and intimated to eligible candidates by post. Examination schedule may be published on Website and News papers taking Date of Birth (as mentioned in Personal Data Sheet) or any other variable as criteria. Therefore, candidates are requested to keep photocopies of relevant documents with them for further reference. (i)

The RRC-WR, at its discretion, may hold additional written examination and/or PET or re-examination or cancel part or whole of the written examination and/or PET.

(ii) Request for postponement of the examination and/or change of centre/venue will not be entertained. Note: - Mere issue of call letter for appearing in written exam / PET by RRC-WR does not confer any right for subsequent stages of recruitment process or placing name on the panel.

11.

Action against candidates found guilty of Misconduct : 11.1

Candidates are warned that they should not furnish any particulars that are false or suppress any material information while filling in the application form. Candidates are also warned that they should in no case attempt to alter or otherwise tamper with any entry in a document or its attested/certified copy submitted by them nor should they submit a tampered/fabricated document. A candidate found by the Railway Recruitment Cell (or found earlier by any Railway Recruitment Board), to be guilty of: (i) (ii) (iii) (iv) (v)

(a) be disqualified by the RRC-WR from selection for which he is a candidate. (b) be debarred, either permanently or for a period decided by the RRC-WR, from any examination or selection conducted by any of the Railway Recruitment Cells / Railway Recruitment Boards. (c) be taken up for disciplinary action under the appropriate rules, if he is already in service. 12.

Examination Centre will be decided by the RRC-WR and indicated in call letter issued to candidate for appearing in written examination.

13.

All male candidates are liable for active Territorial Army Service in Railway Units or such other units as may be laid down in this behalf from time to time.

14.

Selected candidates may be required to undergo training, wherever necessary, with stipend, for specified period, and to deposit the security amount and execute an indemnity bond or agreement.

15.

The candidates shall be considered, in due course, for promotion to higher grades according to rules/orders in force from time to time.

16.

Posting of the selected candidates may be made as per requirement of the Indian Railways at the appropriate time. No particular place or Department or Division of posting can be assured or assumed.

17.

For any legal dispute, the Jurisdiction will be at Central Administrative Tribunal, Mumbai only.

In case of any dispute, English version of the employment notice will be treated as valid.
