NEHRU YUVA KENDRA SANGATHAN Adolescent Health and Development Project supported by UNFPA Term of Reference (ToR) for District Project Officer Applications are invited from eligible candidates for the following positions in the States of Madhya Pradesh, Maharashtra, Bihar, Rajasthan and Orissa under Adolescent Health and Development Project supported by UNFPA. The aim of the project is to provide out of school adolescents with life skills focused experiential learning on reproductive and sexual health issues in a gender-sensitive manner, provide them with information on education and skills building for better employability and to improve access to youth friendly and gender sensitive services in the public and private sector. District Project Officer – (One post each in the districts NYK Mandla, Amrawati, Satara, Koraput, Jhalawar, Gaya and Purnea and Two Posts each in Jhabua, Udaipur and Ganjam district NYK.) Roles and Responsibilities: Being key functioning under the project, the DPO will: Ensure Adolescent Peer Volunteers (APVs) and Peer Educators (PEs) provide adequate support to the TCs  Liaise with PEs and APVs and District Youth Coordinator  Map education and skill building opportunities in the district and participating blocks and share the information with APVs, PEs, selected NGOs and other relevant stakeholders  Timely reporting of programmes and activities conducted in the project on a monthly basis  Use review and planning meetings for capacity building on themes covered in the program  Explore opportunities of partnership with other government departments/ NGOs/ youth clubs  Compile electronic database of village information of all the 120-150 selected villages in the district  Provide oversight to various activities in the project that include:  Village Mapping  FGDs with adolescents and their parents for understanding their aspirations and challenges  Adolescent girls and boys group formation  Selection and orientation of PEs  Theme-based sessions in TCs that address adolescent concerns and issues  Organize village fairs to sensitize larger village community and enroll new members in the TCs  Develop social action projects and Facilitate nomination of PEs and other TC members to available skill building and education opportunities and Regular reporting based on agreed upon protocols  Directly observe at least 10% ongoing activities in the 120-150 villages entrusted to each DPO Type of Engagement: Fixed Term duration under the Adolescent Health and Development Project on consolidated remuneration. Educational Qualification: Advanced university degree (Master’s degree or equivalent) in Social Sciences from recognized university/academic institutions. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience, Knowledge and Skills: Minimum 02 years of working experience on developmental issues especially on designing and implementing developmental projects in the rural context related to youth development & empowerment, community development with focus on Awareness generation, Education, HIV/AIDS and Adolescent development. Good working knowledge of MS Office and Internet. Strong management, liaison, documentation and communication skills Experience of working in Adolescent Health and Development Projects and other similar projects in NYKS/ Youth Clubs/ NSS/ NGOs/ Government systems will be added advantage. Age limit: Not exceeding 35 years as on 1st December 2013. Language Requirement: Good command of English, Hindi and local State’s language including excellent writing skills. Honorarium: Consolidated Honorarium of Rs. 15,000/- and T.A. Rs. 2000/- per month. Other Requirement: Applicant must be the domicile of the district for which he/she has submitted the application Reporting and Duration: The District Project Officer will report to the District Youth Coordinator of concerned district NYK or his/her nominated official. Deployment will be tentatively from 1st/2nd week of January 2014 up to 31st December 2014. Extension of

As APVs are oriented to various themes on which PEs will receive training and are well versed with field realities, APVs will also co-facilitate a session or provide clarifications as needed Type of Engagement: Fixed Term duration under the Adolescent Health and Development Project on consolidated remuneration. Education Qualification: Graduate Degree in any discipline from recognized university/academic institutions. Experience, Knowledge and Skills: Minimum one year experience either as NYK’s NYC volunteer/ NSS volunteer/ Youth Club members/ other volunteering experiences on developmental issues like youth development, awareness generation, Health or HIV/AIDS, community development. Working knowledge of MS Office and Internet Experience of working in Adolescent Health and Development Projects and other similar projects in NYKS/ Youth Clubs/ NSS/ NGO/ Government system will be added advantage. Office Memorandum

Consequent upon selection as District Project Officer you are requested to join the Adolescent Health and Development Project on the following terms and conditions:

1. The deployment of District Project Officer is purely on temporary basis for a period w.e.f. ___January 2014 to 31st December 2014. The deployment will stand terminated automatically after completion of the deployment period without further communication in this regard. In case your work is not found satisfactory, the deployment can be terminated at any time without prior notice. 2. Further extension of the contract shall depend on the satisfactory work performance and subject to extension of the project. Decisions in this regard will be at sole discretion of the competent authority. 3. During the period of deployment you will be paid Rs. 15000/- per month as fixed Honorarium and Travel allowance of Rs.2000/- (on actuals) per month which shall be paid on the last working day of the month for which the amount is due. You will not be eligible for any other allowances. Provided, if the person shall at any time be absent from his duty without the consent of his/her competent authority except in case of illness or accident, the authority shall without prejudice to any of their rights be entitled to deduct from his/her remuneration a proportionate sum for each day of absence from duty. 4. The person shall perform his/her duties as per the orders of the authority from time to time and shall devote his/her whole time, attention, energy and abilities during business hours under the project and shall not during such hours employed or engaged in any other business or occupation. 5. The person shall not during his/her deployment under project except as authorized by the authority in any way divulge or make known any information relating to the project or its business which may come to his knowledge in the course of his/her engagement. 6. The deployment may at any time be terminated by either party by one month’s notice in writing to the other. If the authority terminate the deployment without giving one month’s notice, he/she shall be eligible to get one month’s remuneration in lieu of notice, except that if the deployed person at any time found to be guilty of any gross misconduct or of persistent unpunctuality or refusal or negligence of his/her duties, then the authority concerned may terminate his/her deployment under the project without notice or payment in place of notice. -27. The deployment will automatically get terminated on completion of the contract period or on termination of the project whichever is earlier. 8. The person shall be allowed earned leave at the rate of 2½ days per month of completed service. While granting the leave, the leave should be for full days and not half a day. They will also not be entitled to the benefit of encashment of earned leave on termination of their service. 9. Deployment being Project based, there is no scope for permanent employment or service in lieu of the said deployment as the project has been designed for a specific purpose and duration. 10. This appointment will not confer any rights on the person to have an appointment on regular basis or fresh appointment on preference or otherwise against any post either under this Project/any other project undertaken by the authority concerned or Nehru Yuva Kendra Sangathan, which is the implementing agency of the project 11. If the terms are agreeable, you will submit an undertaking duly filled up in all respect and signed by you in the enclosed Proforma. If you will not join within 7 days of issue of this Office Memorandum, the offer will stand automatically cancelled. 12. You will report to the undersigned for further assignment of duties.
